laying down hygiene requirements for premises and facilities for the education and training of children and adolescents and children's groups
The Ministry of Health, in agreement with the Ministry of Education, Youth and Sports and the Ministry of Labour and Social Affairs, provides for Act No. 258 / 2000 Coll., Act No. 322 / 2006 Coll., Act No. 110 / 2007 Coll., Act No. 151 / 2011 Coll., Act No. 223 / 2013 Coll., Act No. 267 / 2015 Coll., Act No. 202 / 2017 Coll., Act No. 205 / 2020 Coll., Act No. 544 / 2020 Coll., Act No. 152 / 2023 Coll. and Act No. 167 / 2023 Coll., (Act No. 202 / 2017 Coll., Act No. 205 / 2020 Coll.:
Subject matter
This decree regulates the hygiene requirements for spatial conditions, equipment, operation, lighting, heating, microclimatic conditions, water supply and cleaning pursuant to Section 7 (1) of the Public Health Protection Act.
Basic concepts
For the purposes of this decree:
(a) a child of pre-school age, a child who has not completed 6 years of age or has not started compulsory education;
(b) by a pupil, a natural person after starting compulsory education until the period of provision of education, education services or care at an establishment for education, education or an establishment for education and education;
(c) long-term residence in the interior or in the functionally defined part of the building, lasting 4 hours or more during one day and repeated with the continuous use of the building more than once a week; a long-term residence is also considered to be a regular rotation of short-term residence in different interiors, if within one day it lasts 4 hours and longer and is repeated more than once a week with the continuous use of the building,
(d) short stay in the room within one day for a period of less than 4 hours;
(e) directly ventilable spaces spaces ventilating from the exterior of the building or forced ventilating mechanically;
(f) a display unit of equipment which converts electronic information into optical information and is designed for visual communication with humans;
(g) youth home accommodation, boarding school, child care facilities requiring immediate assistance, educational facilities for the performance of constitutional and protective education and educational facilities for preventive education.
Space conditions
(1) Pre-school children's education and training establishments, pre-school children's establishment and children's group must have an outdoor area allowing the free movement of children. This outdoor area can be replaced by a similar area within walking distance. The walking distance shall correspond to the age and physical possibilities of the children and the effectiveness of the use of the area under their daily regime.
(2) The establishment for education and training and the establishment for education and training providing basic education must have an outdoor area comprising the area for the stay of pupils and the area for physical and sports activities. This outdoor area can be replaced by a similar area within walking distance. The walking distance shall correspond to the age and physical possibilities of pupils and the effectiveness of the use of the area under their daily regime. The first sentence shall not apply to primary art schools, educational and accommodation establishments and educational establishments for interest education.
(3) The establishment for education and training and the establishment for education and training providing secondary education must have an outdoor area comprising the area for sports and sports. This outdoor area can be replaced by a similar area within walking distance. The first sentence shall not apply to the Conservatory, Language Schools with the Law of State Language Examinations, Higher Vocational Schools, Educational and Accreditation Institutions and Attendance Institutions.
(4) Children's facilities requiring immediate assistance (1) and educational facilities for the exercise of constitutional or protective education and preventive care (2) must have an outdoor area allowing free movement. This outdoor area can be replaced by a similar area within walking distance. The walking distance shall correspond to the age and physical possibilities of children and pupils and the effectiveness of the use of the area under their daily regime. The first sentence shall not apply to the family and educational group of facilities for constitutional and protective education and to children requiring immediate assistance which are located in a separate housing unit.
(5) Plants and timber planted outdoors in accordance with paragraphs 1 to 4 of the first sentence of the first sentence and used in the indoor accommodation of education and training establishments and establishments for education and education and children's groups must be selected and maintained in such a way as to preserve the health of children and pupils.
(1) Spatial conditions and internal arrangements in pre-school children's education and training establishments, pre-school children's establishment and group must enable them to be taught, free children's games, rest, personal hygiene, physical exercise and catering provided this is not ensured in another catering establishment. Lounges or beds used by children shall provide a firm back support, a cold insulation and free movement between lounges and beds shall be allowed. The space for the storage of couches, beds and bedding shall allow their ventilation and separate storage of bedding for each child. Each child must have individually assigned and marked bedding.
(2) In education and training establishments and establishments for education and training, classrooms and workrooms must be set up for pupils, which must be equipped and adapted to ensure the conditions for the education of pupils with disabilities according to their type of disability. In schools carrying out an educational programme for pupils with special educational needs, the classrooms create relaxation corners located outside the bench space.
(3) The floor in the establishment for education and training and the establishment for education and training and the children's group must be easy to clean. In the teaching rooms, floor coverings must be matt, which meet the minimum value of the reflective factor 0,2.
Sanitary facilities and dressing rooms shall be illuminated and ventilated at the establishment for education and education and the children's group. In the dressing room, each child and pupil must be allowed to store their personal effects separately from those of other children and pupils. Additional requirements for sanitary facilities and dressing rooms are laid down in Annexes 1 and 4 to this Decree.
In the establishment for education and education and establishment for education and education and children's group, standard values according to the Czech technical norm governing optimal reverbers3) must be observed.
(1) The premises for teaching physical education and gyms at the establishment for education and training and the establishment for education and training must be ventilated; the ventilation requirements are laid down in Annex 4 to this Decree. The floor shall be easy to clean.
(2) In the case of a gym, a dressing room and a toilet cabin shall be set up with an installed toilet bowl, which shall be equipped with a supply of running drinking water (4) or a utility water (5), provided that the toilet cabin does not bind to the washroom, a wash basin shall be set up in or in the hallway with a supply of running drinking and hot water (hereinafter referred to as the "toilet cabin '). In addition to the gym, a washroom equipped with washbasins and showers must be fitted to the supply of running drinking and hot water. The requirements for sanitary equipment are laid down in point 5 of Annex 1 to this Decree.
In teaching practical education in education institutions where compulsory schooling is carried out, if the premises are not part of the school, there must be a space for pupils to put off their clothes and shoes, a toilet cabin and a background for educationworkers under another legislation (6). The requirements for sanitary equipment are laid down in point 5 of Annex 1 to this Decree.
The Pupils' Stations7) and the Pupils' Offices 8) shall be adapted and established to enable the activities for which they are set up. If the premises for residence in the interest education establishment and in the interest education establishment are not part of the school, there must be a space for pupils to put down their clothes and shoes, a toilet cabin and in the school cooperative and school club facilities for pedagogical staff under another legislation (6). The requirements for sanitary equipment are laid down in point 5 of Annex 1 to this Decree.
Water supply
(1) In the common areas of primary school, primary school of art, language schools with the right of national language examinations, secondary school, conservatory, higher vocational schools which are accessible to all pupils, outside the area of sanitary facilities, at least one source of drinking water must be placed on each floor to ensure the drinking regime of pupils.
(2) Where, in each primary school classroom, primary school of art, language schools with the right of national language examinations, secondary school, conservatory, higher vocational school or cluster school in the immediate vicinity of a central multifunctional area intended to teach pupils from several classes (hereinafter referred to as "cluster school '), outside the area of sanitary facilities, a wash basin with running drinking water is located to ensure the drinking mode of pupils, a drinking water source may not be established in the common areas referred to in paragraph 1.
Forest school
(1) Sufficient drinking water, personal hygiene and first aid needs must be provided in the forest nursery. In order to deliver or import drinking water, dedicated clean and lockable containers made of food contact materials (9) may be used only for this purpose.
(2) In the immediate vicinity of the forest nursery school or forest nursery school facilities shall be located with toilet and wash basin with running drinking water, equipped with means for hygienic washing and hygienic drying of hands and toilet paper.
(3) The background of the forest nursery must be kept clean, dry and in a state that does not endanger the health of children and must allow the storage of children's personal effects and material equipment of the forest nursery.
(4) In addition, the background of the forest nursery must enable children to be protected from adverse climatic conditions.
(5) The requirements laid down in Sections 3 to 7 and 12 to 22 and Annexes 1 to 4 of this Decree shall not apply to forest nursery schools.
Accommodation
(1) Rooms must be set up in the accommodation facility for accommodation, separate space for the storage of clean and used linen, rooms for the drying of clothing, for the storage and cleaning of footwear, for cleaning and seasonal needs. The accommodation must include a background for educators according to another legislation (6). The requirements for sanitary equipment are laid down in point 5 of Annex 1 to this Decree. A community room must be set up in a school establishment for the performance of constitutional and protective education and preventive education. In a youth home and boarding school, a study room must be set up, which also serves as a community room, and rooms for individual meals.
(2) Paragraph 1, § 3 (5), § 4 to 6, § 13 (1), § 14 to 20 and Annexes No 1 to 4 shall not apply to family and educational groups of establishments for constitutional and protective education2) and children requiring immediate assistance (1).
Furniture equipment
(1) The establishment for education and training, the establishment for education and education and the child group must be equipped with furniture which takes into account the different height of the child and pupils and promotes proper posture. The chairs and tables for children and pupils must comply with the standard values of the Czech technical standard governing the size indicators of furniture (11) and must enable the ergonomic principles of the work of children and pupils in sitting positions, as laid down in Annex 2 to this Decree. The working tables of children and pupils must have a matte surface. When using the pane, a distance of at least 2 m from the front edge of the first table of the pupil in front of the pane shall be maintained.
(2) Furniture in the accommodation must correspond to the nature of the establishment and age of children or pupils. The bunk beds equipped with an impermeable mat under the mattress must be set up only in justified cases with regard to the physical and mental abilities of the accommodation and comply with the standard requirements of the Czech technical standard governing the dimensions and safety of the bunk beds 12). Each bed shall provide a firm back support and shall have a separate space to store the bedding.
(3) The organisation of worktables shall ensure that pupils do not have a single static load on muscle groups and that the requirements for the level of illumination according to the Czech technical standard governing illumination13), 14), 15) are complied with.
Lighting
(1) In the interior of the buildings of education and education establishments and establishments for education and education and children's groups intended for long-term residence of children and pupils, daily lighting must comply with the requirements of the Czech technical standard governing daily illumination13).
(2) The requirements for daytime, electric and combined lighting are set out in Annex 3 to this Regulation. Measurements are carried out according to Czech technical standards for the measurement of lighting of spaces 16), 17).
(3) In the event that, for technical reasons, the obligations laid down in paragraph 1 may not be complied with for the purposes of the used construction of an establishment for education and training or an establishment for education and training, the total combined lighting complying with paragraph 2 (a) and (b) of Annex 3 to this Decree may be used in its entirety. The same way can be applied to buildings which have been used so far for purposes other than the premises of education and training facilities or establishments providing secondary education, including conservatory, language school with the right of state language examinations and higher vocational schools, with the exception of schools providing secondary and primary education.
(4) For cluster schools, total combined lighting can be used, electric lighting must be increased by two levels of illumination and must be regulated for different activities.
(5) Total combined lighting may be used in areas intended for short stay only. In addition, total combined lighting can be used in workshops in the need to illuminate shielded surfaces. For children and pupils with visual impairment or visual defects it is necessary to provide daily and electrical illumination13), 15) corresponding to specific needs according to their degree of disability. In the combined lighting system, daylight and supplementary electrical lighting shall comply with the requirements of paragraph 2 (a) and (b) of Annex 3 to this Regulation and the requirements of the Czech technical standard governing the combined illumination14).
(6) Plants and timber planted in the open air pursuant to § 3 (1) to (4) of the first sentence must not cause lower daylight parameters in classrooms, games rooms and workrooms below the level required for combined lighting (14).
(7) The parameters of electrical lighting in the interior of the building of the educational and educational establishment and of the establishment for education and training and children's groups must comply with the standard requirements of the Czech technical standard governing the lighting requirements for the internal work15).
(8) Illumination of the pane must comply with the standard requirements of the Czech technical standard governing lighting requirements for internal work15). The plate shall have a matte surface, which shall not apply to a board not covered by chalk. From all positions in the direction of view of the pane, the reflections of the lamps on the pane shall be excluded. In the wall behind the pane, there shall be no illuminating opening, otherwise it shall be covered with opaque material whose light reflection factor is close to the value of the reflection factor of the wall.
(9) In the case of a used construction, the measurement of electric lighting in accordance with the procedures described in the Czech technical standards governing the measurement of electrical illumination16) demonstrating compliance with standard requirements 15) will be provided without delay after replacement of linear fluorescent tubes of existing lamps for LED tubes with comparable luminous flux or after replacement of electric lighting by the operator. The replacement of electrical lighting, luminaires, electricity distribution and control shall be carried out according to the design of electrical lighting and in accordance with the requirements of the Czech technical standard governing the lighting requirements for internal work15).
(1) The level of daylight and electrical lighting of the display unit spaces must comply with the requirements of the Czech technical standard governing the illumination13), 14), 15).
(2) The work site of the imaging units must be located in such a way that pupils are not dazzled by the brightness of the lighting holes nor are these holes mirrored on the display unit. The lamps shall be suitably distributed and have such a distribution of the luminance and the angle of the cladding not to be reflected on the display unit and not to make the visual activity necessary for the work or the position with the visual elements of the work carried out (the "visual task ') difficult.
(3) The distance from the eyes of the display unit shall be adjustable at least 0,5 m from the upper edge of the display unit at eye level. In the case of workplaces with imaging units, to maintain good visual conditions, visual well-being and satisfactory working positions, it must be possible for all users to adjust their workplaces according to their individual needs, in particular by body height and activities carried out, and to regulate daylight.
In the bedrooms of the accommodation accommodation must meet the requirements of the Czech technical standard governing lighting for living rooms 18). The total electrical lighting in the unveiled comparative plane at the floor level shall have a length of 200 lux. The local lighting lamps shall be adjustable in such a way that the lighting can be adapted to the visual needs of the users and ensures the illumination of the latter = 500 lx. The study rooms shall have a total electrical illumination on a comparative plane at the level of the tables.
(1) For most visual activities in the establishment for education and education, the establishment for education and education and the children's group, the direction of daylight from left and above is required. The lamps in the case of electrical lighting systems shall be placed on the ceiling parallel to the window wall, provided that this is possible by the technical layout of the space. The places of children and pupils at work tables shall be oriented in such a way that children and pupils are not dazzled in the field of vision by the brightness of the lighting holes and shall not be shielded by the place where the subject of the visual activity is located (hereinafter referred to as the "visual task ').
(2) Height of horizontal correlation planes for design and assessment of lighting of the visual task site
(a) for daytime lighting
1. in the establishment for pre-school children, the establishment for pre-school children and the children's group is 0,45 m above the floor;
2. in the establishment for the education and education of pupils and in the establishment for the education and training of pupils, 0,85 m above the floor;
(b) for electric lighting:
1. in the establishment for pre-school children, the establishment for pre-school children and the children's group is given the predominant height of tables, in other areas of the game room and in the bedroom of floor levels;
2. in the establishment for the education and education of pupils and in the establishment for the education and training of pupils, it is the same as the prevailing height of tables.
(3) A place of vision in a pre-school institution, an establishment for pre-school children and an establishment for pre-school children and a children's group shall be considered to be a place with tables and a place of play, with the exception of a space intended to store couches and beds.
(4) A space with the maximum number of possible worktables, including the teacher's desk, is considered to be the place of the visual task at the pupil education and establishment and the area of the teaching room.
(5) Lighting systems and parts of light-reflective interior spaces must be cleaned and restored within the time limits specified by the maintenance plan in accordance with the lighting project and maintained in such a condition that the required lighting characteristics are fulfilled throughout the life of the lighting system. If no maintenance plan is prepared in the lighting project, the washing of windows, frames, lamps and light sources shall be carried out at least twice a year.
(6) Filling of vertical and oblique lighting holes in spaces with long-term occupancy of persons shall be clear, colourless and allow outside view.
(1) The regulation of daytime lighting, the distribution of light and the protection of glare must comply with the Czech technical standard governing daytime illumination13).
(2) Lighting of spaces intended for sport must comply with Czech technical standards governing illumination15), 19). For these spaces, the height of the reference plane for design and assessment of electrical lighting shall be at floor level.
Microclimatic conditions
(1) The premises of the establishment for education and education and the establishment for education and education and the children's groups for residence must be directly ventilated. The requirements for fresh air ventilation and air exchange at the time of use of the interior are laid down in Annex 4 to this Decree. To ensure ventilation from the outside of the building by natural ventilation, it is necessary to ensure the opening and closing of windows from the floor in a safe way. It is also necessary to ensure the handling of blinds and other cladding devices from the floor safely.
(2) The establishments for education and training and the establishment for education and training and the children's group must comply with the microclimatic conditions set out in Table 2 of Annex 4 to this Decree. The establishment for education and training and the establishment for education and training and the children's group shall not be operated if the minimum air temperature in these areas falls below the figure set out in Table 2 of Annex 4 to this Decree for 3 consecutive days.
(3) In the establishment for education and education and in the establishment for education and children's group at extreme outdoor temperatures, where the outdoor air temperature measured in the shade is above 30 ° C or where the final temperature is measured in the indoor area above the tg max as set out in Table 2 of Annex 4 to this Regulation, it shall be ensured that the heat load of children and pupils, in particular the presence of children and pupils in a heat-free environment and the provision of drinking arrangements for children and pupils is reduced.
(4) If the outdoor environment does not allow natural ventilation to be used to exceed the permissible values of pollutants (20) and noise (21) in the outdoor environment, the microclimatic conditions and fresh air ventilation shall be secured by an air-technical device.
Operating conditions
(1) The time distribution of teaching and the day scheme in education and training establishments, with the exception of those in social education and childcare establishments requiring immediate assistance, and in the establishment for education and training, must correspond to the age specificities of children and pupils and their biorytms. When teaching, care must be taken to prevent unilateral static loads of selected muscle groups by educating children and pupils for proper sitting and posture. The principles for the work of children and pupils in sitting positions are laid down in Annex 2 to this Decree.
(2) In an establishment for the education and education of children of pre-school age, an establishment for the education and education of children of pre-school age and a child group, there is a daily stay outside for as long as possible. The duration of the outdoor stay can be adjusted with regard to climatic conditions.
(1) The premises of education and education establishments and establishments for education and training and children's groups must be kept in clean and undamaged condition, taking into account the purpose of their use, including used bedding, towels and linen.
(2) Clean bedding, towels and linen are stored in separate rooms or in clean, closed closets or on shelves in packs. Handling of used bedding, towels and laundry must be done in a hygienically sound manner.
(3) For forced ventilation and air conditioning, regular maintenance and cleaning according to the manufacturer's or supplier's instructions must be ensured.
Transitional provisions
(1) The provisions of paragraphs 4 (3) second sentence and 19 (4) shall not apply to the construction of establishments for the education and training of children and adolescents and children's groups whose use was permitted before the date of entry into force of this Decree.
(2) The obligation to ensure appropriate means of isolation against cold in beds and couches referred to in Article 4 (1) must be fulfilled by 31 December 2024.
Availability of Czech technical standards
Czech technical standards that are used under this decree are published on the website of the Czech Standardisation Agency.
Repeal
The following shall be deleted:
1. Decree No. 410 / 2005 Coll., on sanitary requirements for premises and the operation of facilities and facilities for the education and training of children and adolescents.
2. Decree No. 343 / 2009 Coll., amending Decree No. 410 / 2005 Coll., on sanitary requirements for premises and the operation of facilities and facilities for the education and training of children and adolescents.
3. Decree No. 465 / 2016 Coll., amending Decree No. 410 / 2005 Coll., laying down health requirements for premises and operations of facilities and facilities for the education and training of children and adolescents, as amended by Decree No. 343 / 2009 Coll.
4. Decree No. 306 / 2022 Coll., amending Decree No. 410 / 2005 Coll., on sanitary requirements for premises and the operation of facilities and facilities for the education and training of children and adolescents, as amended.
Efficacy
This Decree shall take effect on 1 July 2024.

Annex No 1
Requirements for sanitary equipment
1. The Order on the requirements for the exhibition (10) provides for health care facilities in the establishment and establishment for the education and training of pupils.
2. The sanitary facilities at the premises of the child care business below 3 years of age in the day-old mode and a children's group which runs into children under 3 years of age shall contain children's toilet bowls which, by their size and height, must correspond to the age of children and which are connected to the supply of drinking or drinking water (hereinafter referred to as the "children's toilet bowl '), children's washbasins, which must have their size and height of the floor setting corresponding to the age of children and which are connected to the supply of drinking and hot water flowing (hereinafter referred to as" children's washbasins') and children's bedspreads. Children's pots are washed under running drinking water or hot water, including disinfection in an operating or spatial area separated from the area used by children. The washroom is equipped with a shower or shower with a connection to the supply of flowing drinking and hot water depending on the age of children. The washers and showers shall be provided with only one discharge valve connected to the central thermostatic mixing fittings located outside the reach of children, or with mixing batteries with a device to limit the maximum temperature at the outlet. The washroom is also equipped with a covered trash can and in case of care of a child under 2 years of age by changing counter.
3. Hygienic facilities in pre-school children's education and training facilities, in the pre-school children's education and education facility and in the children's group shall contain children's toilet bowls, as well as children's washbasins and showers connected to the supply of drinking and hot water. The washers and showers shall be provided with only one discharge valve connected to the central thermostatic mixing fittings located outside the reach of children, or with mixing batteries with a device to limit the maximum temperature at the outlet. The showers must be designed so that children can enter without any help.
4. In an establishment for education and training and an establishment for education and education and a children's group, an air-conditioned space must be provided for storing cleaning products and equipment outside the reach of children and pupils. In the absence of a effluent with a supply of drinking water and hot water with a water outlet in a separate room, it shall be set up on at least one sanitary facility. In the case of a sanitary facility set up under point 2, the effluent may be replaced by other technical equipment ensuring the supply of drinking water and hot water and water effluent, which is located in such a way as to allow sanitary washing and disinfection of children's pots outside the reach of children.
5. All sanitary facilities in the establishment for education and education and the establishment for education and training and children's group shall be equipped with means for sanitary washing and sanitary drying of hands and toilet paper. Hygienic devices intended for use by pupils over 9 years of age, including those common to pupils and pupils, in education and education facilities, with the exception of those requiring immediate assistance, shall also be equipped with individually packaged menstrual needs. The washers and showers must be connected to the supply of flowing drinking and hot water. Each toilet cabin shall be equipped with an indoor trash can. The walls and floors of the sanitary facility shall be washable and clean and easily disinfected.

Annex No 2
Principles for the work of children and pupils sitting down and ergonomic parameters of school furniture
1. Functional dimensions of the furniture to keep the physiological seat and correct position of the spine and pelvis:
(a) The height of the seat is equal to the length of the lower leg, increased by the height of the low heel (1 to 2 cm), where the feet are in contact with the floor during the rear seating so that they can be firmly supported.
(b) The effective depth of the seat shall support at least two thirds of the thigh length. The front edge of the seat shall not interfere with the knee hole and shall be rounded.
c) The back serves primarily as a support for the loins, not the thoracic spine. For free movement of the upper limbs, it shall not reach higher than the lower angle of the blades.
d) The height of the working surface of the table shall be placed at the height of the elbows of the free-running arms of the seated child and pupil.
e) Ergonomic requirements meet the table with adjustable slope of the plate, for writing 10 - 16 degrees, for reading up to 35 degrees.
2. Chairs and tables in contact with the floor must be stable. For dynamic seating, the seat cushion is suitable in the anterior plane from - 5 to + 5 degrees.
3. The least strenuous session, both for muscle activity and for pressure on intervertebral plates, is in a slight tilt with supported spine.
4. In order to reduce the static overload of muscle groups of the musculoskeletal apparatus, functional position rotation is important, including in particular the short-term inclusion of alternative positions outside the workbench, such as cages, lying down and the use of dynamic seating aids such as balance balls, overballs, balance pads.

Annex No 3
Requirements for daytime, electric and combined lighting
(1) The daylight space shall meet at least the following values:
(a) daytime lighting
1. for vertical and oblique lighting holes expressed as DT target factor of daily illumination = 2% per 50% of the space under consideration and at the same time as the minimum DTM target factor = 0,7% per 95% of the space under consideration;
2. for horizontal illuminating holes with clear material expressed as DT target factor of daily illumination = 2,0% to 95% of the area under consideration, daylight illumination for horizontal illuminating holes with diffusion material expressed as DT target factor of daily illumination = 1,7% to 95% of the area under consideration;
(b) the total electrical lighting of the space expressed by the maintained illumination shall be at least equal to 200 lux with the uniform illumination Uo ≥ 0,4 at the prevailing plane of the visual function, unless the relevant Czech technical standard governing the electrical illumination15) provides for higher values.
(2) The entire space of the combined lighting room shall meet at least the following values:
(a) daytime lighting
1. for vertical and oblique lighting holes expressed as DT target factor of daily illumination = 1% per 50% of the area under consideration and at the same time as the minimum DTM target factor of daily illumination = 0,5% per 95% of the area under consideration;
2. for horizontal lighting holes expressed as DT target factor of daily illumination = 1,5% per 50% of the area under consideration and at the same time as the DTM target factor of daily illumination = 0,5% per 95% of the area under consideration,
(b) the total additional electrical lighting expressed by maintained illumination of at least 300 lx with a uniform illumination of Uo ≥ 0,4 in the areas under consideration, unless the relevant Czech technical standard governing the electrical illumination15) provides for higher values. The intensity of electric lighting for maintained lighting 200-500 lx inclusive is increased by one degree of a series of lighting according to the Czech technical standard for electrical lighting 15).
(3) The determination of the value of the RUG glare index for electrical lighting in the interior shall be part of the design of the electrical lighting, which shall include the calculation of the RUG using the equation15) and shall be evaluated for the seated person at a height of 1,2 m and 1,7 m for the standing person in the space of the room in front of the table serving teaching. The result of the calculation shall be rounded down to the integer. The colour tone of the electric light to choose for the values of ihhm ≤ 200 lx hot white; 200 lx < 40,000 lx neutral white; > 1000 lx cold white according to the Czech technical standard governing the values of electrical lighting 15).

The temperature check in the accommodation space can be ensured by wall thermometers. Thermometers shall not be placed on walls with windows and walls exposed to direct sunlight and shall be placed at least 1 m above the floor level.
