changes to the territorial districts of certain national committees.
The Government of the Czechoslovak Republic orders pursuant to § 2 (2), § 4 (2) and (3) and § 33 (1) of Act No. 13 / 1954 Coll., on National Committees (hereinafter referred to as "the Act"):
Distribution of territorial districts of the existing uniform national committees in the Czech regions.
§ 1.
The territorial districts of the existing single national committees with their seats in regional cities are divided into territorial districts of the urban national committees and territorial districts of the regional national committees.
§ 2.
(1) The territorial districts of each municipal national committee shall be as follows:
1. City National Committee in České Budějovice.
Its district consists of the existing territory of the city of České Budějovice without the local part of Litvínovice. The territory of the village of Nemanice from the village of Hrdejovice is connected to the town.
2. City National Committee in Pilsen.
Its territorial district consists of the existing territory of the city of Pilsen.
3. City National Committee in Karlovy Vary.
Its territorial district consists of the existing territory of Karlovy Vary.
4. Urban National Committee in Ústí nad Labem.
Its territorial district consists of the existing territory of Ústí nad Labem.
5. City National Committee in Liberec.
Its territorial district consists of the so-called territory of Liberec, as well as the territory of the existing municipalities of Horní Hanychov, Karlina and Kateřinka.
6. City National Committee in Hradec Kralove.
Its territorial district consists of the existing territory of Hradec Králové without local parts of the Free Dvory, Plotiště nad Labem, Placky, Pouchov, Administrator, Vězky and Vědníčka.
7. City National Committee in Pardubice.
Its territorial district consists of the existing territory of the city of Pardubice without the local parts of the town of Spojil, Nemošice, Popkovice, Svítkov, Rosice, Blatníkovská Lhota, Rybitva, Obrazenice, Old Hradiště, Trnova and Doubravice.
8. City National Committee in Jihlava.
Its district consists of the territory of Jihlava without the local part of the Hrušková Dvory. The territory of the Sasov settlement from the municipality of Kosov is connected to the town.
9. City National Committee in Brno.
Its territorial district consists of the existing territory of Brno.
10. City National Committee in Olomouc.
Its territorial district consists of the territory of Olomouc.
11. City National Committee in Gottwald.
Its territorial district consists of the existing territory of Gottwaldova without the local parts of Jaroslavice, Kudlov, Tečovice, Kvítkovice and Otrokovice.
12. City National Committee in Ostrava.
Its territorial district consists of the territory of Ostrava without the local parts Stará Bělá, Nová Bělá and Vyškovice.
(2) From the local parts which are excluded from the territorial area of the city pursuant to paragraph 1, the Regional National Committee shall create a new municipality in the district established under § 3. The municipalities that are newly integrated into the territorial district of the municipal national committee become local parts of the city.
§ 3.
(1) The rest of the territorial districts of the existing single national committees are the territories of the districts: České Budějovice, Plzeň, Karlovy Vary, Ústí nad Labem, Liberec, Hradec Kralove, Pardubice, Jihlava, Brno, Olomouc, Gottwaldov and Ostrava. These counties are the territorial districts of regional national committees based in the regional city.
(2) The territorial perimeter of the existing single national committee in Opava consists of the territory of Opava district, which is the territorial district of the district national committee in Opava.
§ 4.
Changes in the territory of certain counties.

§ 5.
Changes in the territory of certain regions.
The territory of the regions of Prague, Pardubice and Jihlava is amended as follows:
(a) the municipalities of Paběnice, Újejdec and Senetín are excluded from the district of Čáslav (county of Pardubický) and are connected to the district of Kutná Hora (county of Pražský);
(b) the municipality of Černich is excluded from the district of Ledec nad Sazavou (county of Jihlava) and joins the district of Vlasim (county of Pražský).
§ 6.
Implementation of territorial changes.
(1) In the implementation of territorial changes (§ 4 (2) and (3) of the Act) as well as in the establishment of joint local national committees for several municipalities (§ 2 (4) of the Act), the Regional National Committees ensure that these changes comply with the requirements of the emerging socialist economy, lead to the simplification of the territorial organisation of national committees, ensure an efficient and efficient exercise of government and are consistent with the important local interests of the population.
(2) The effectiveness of the measures referred to in paragraph 1 shall be determined by the Regional National Committees as a rule from 1 January next year. The necessary implementing regulations shall be issued by the Ministry of the Interior by a decree.
§ 7.
Final provision.
(1) This Regulation shall take effect on 17 May 1954.
(2) The organisation of territorial districts established by the regulations on the territorial organisation of national committees in force before 17 May 1954 shall not be altered in accordance with the provisions of the second sentence of Paragraph 4 (1) of the National Committees Act. The Minister of Interior shall declare the status of territorial organisation resulting from this provision of the Act and the amendments made pursuant to that Act.
(3) This Regulation shall be implemented by the Minister for the Interior in agreement with the participating members of the Government.
