Slovak National Council
of 20 December 1971
amending and supplementing the Law on National Committees and regulating the competences of national committees in certain sections of government
The Slovak National Council decided on this law:
Act No. 69 / 1967 Coll., on National Committees, as amended, *) is amended as follows:
1. The first sentence of Paragraph 1 (1) reads: "National committees are bodies of socialist state power and administration in regions, districts and municipalities. '
Article 2 (4) (1) reads as follows:
"(1) National Committees shall carry out their tasks in cooperation with organisations associated in the National Front, in particular the Revolutionary Trade Union Movement, the Slovak Women's Union, the Socialist Youth Union and other social organisations. '
3. Paragraph 5 repeals paragraph 2 and the paragraph constitutes paragraph 1.
4. The following Section 6a is inserted after Section 8:
(1) National committees in cities and municipalities may establish a National Committee's Public Order Inspection to ensure local public order matters within their competence.
(2) Inspection staff shall supervise compliance with public order regulations, draw the attention of citizens and organisations to the deficiencies identified and take measures to eliminate them, shall be entitled to ask citizens to provide the necessary explanations to clarify the facts necessary to establish the infringement. They can only demonstrate a citizen if the citizen cannot prove his identity in a credible manner.
(3) The conditions for establishing an inspection of the public order of national committees, their tasks and the rights and obligations of their staff shall be laid down by the Government by regulation. ';
5. In Article 7 (2), the word "county" shall be inserted after the word "development."

The municipalities and cities include local and urban national committees, district national committees and regional national committees. '

The National Committee of the Slovak Socialist Republic of Bratislava operates in the capital of the Slovak Socialist Republic of Bratislava and the District National Committees, in some parts of the city districts and local national committees. The National Committee of the Slovak Socialist Republic of Bratislava is directly managed by the Government. Special arrangements for the status, scope and organisational construction of national committees operating in the territory of the Slovak Socialist Republic of Bratislava shall be laid down by the Slovak National Council. '
8.
(1) The municipal national committees are located in the cities of the counties, and in other municipalities of a urban character designated by the Government on a proposal from the Regional National Committee.
(2) In the city of Košice there is a municipal national committee managed by the regional national committee. The district national committees work in the city districts. *) '
9. in Paragraph 13 (1) of the provisions of (c) and (d) read:
"(c) the Regional National Committee had at least 80 Members;
(d) the municipal national committee in the cities where the district national committees operate has at least 80 Members. "

National committees under the special regulations perform state administration in particular on the section
- the creation and protection of healthy living and working conditions,
- spatial planning and building order,
- labour force,
- nature conservation,
- the exploitation of mineral assets,
- agriculture,
- forestry and water management,
- energy,
- housing and non-residential management,
- finance and management and protection of national assets,
- supply, trade and tourism,
- services,
- transport,
- road economy,
- education and childcare,
- culture and information,
- the protection of cultural monuments,
- health services,
- social security,
- State defence,
- protection of public order,
- fire protection,
- general internal administration. "
11.
(1) National Committees shall:
- pre-school and non-school educational establishments, schools providing basic, secondary and higher education and their service facilities,
- cultural and cultural education organisations and facilities,
- medical establishments,
- social security facilities.
(2) The national committees shall be governed by generally binding legislation and directives of central government and national higher-level committee on the setting up and dismantling of the organisations and facilities referred to in paragraph 1 and on the management of such organisations. "
12. in Paragraph 22 (1), the words "review of its management" are replaced by the words "control of its activities."
13. Paragraph 22 shall be added to paragraph 3:
"(3) Where the activities referred to in Article 21 are carried out by budgetary or contribution organisations or installations of national committees, they shall be subject to the provisions of Article 20 (2). ';
14. Article 23 (2) is added as follows:
"(2) National Committees control how centrally managed state, cooperative and other organisations fulfil their obligations imposed on them by specific provisions governing relations with the budgets of national committees and then use subsidies and subsidies granted to them from the budgets of national committees."
15. Paragraph 24 shall become paragraph 1 and paragraph (b) shall read as follows:
"(b) to grant honorary citizenship to the municipality (s) and other public recognition."
16. Article 24 shall be added in paragraph 2:
"(2) If the use of a State emblem is not prescribed, the municipal (district) national committees and their managed and managed organisations may use the city emblem. Other authorities and organisations may use the urban character only with the agreement of the relevant national committee. '
17. in Article 26 (3) to (5):
"(3) The model status of the municipal national committees, which will be issued by the Slovak National Council, sets out the issues on which the Regional National Committee may entrust the administration of the municipal national committee, which otherwise belongs to the Regional National Committee under generally binding legislation.
(4) The municipal national committee in Košice and its district national committees have the competence of both the municipal and district national committees. The Model Statute also sets out the issues on which the Government will entrust the administration of the municipal national committee, which otherwise belongs to the Regional National Committee under generally binding legislation.
(5) The Municipal National Committee, based on the decision of the Regional National Committee or Government, will set out in more detail its scope in its Statute, regulate the organisation of its bodies, the sharing of their work and powers, the scope of the organisation and the equipment it manages or manages, as well as the assets which assist it in the performance of its tasks. The municipal national committee in Košice shall also perform in its Statute a division of responsibilities between the municipal national committee and the district national committees. When issuing the Statute, the municipal national committee was governed by a model statute, taking into account the nature of the heavy tasks arising from the needs and conditions of the urban development. '
18. in Paragraph 27 (1), the second sentence ends with the words "state discipline." The following sentence is added: "It carries out periodic reviews of the management of the national committees of lower grades, as well as organisations and facilities managed and managed by those national committees. '
19. Article 27 (3) reads as follows:
"(3) The District National Committee shall also cooperate with the Regional National Committee to address regional proportions and to develop the concept of district development. ';
20. Paragraph 27 (4) shall be added to the following sentence: "It shall carry out periodic reviews of the management of the organisations and equipment managed by it."

Regional National Committee
(1) The Regional National Committee ensures proportional economic development and cultural, health and social construction in the region; to this end, it shall draw up proposals for economic plans and regional plans to guide the correct proportions in the development of the region. It participates in further work on the preparation of national plans for the development of the national economy, working closely with the central authorities of the state and presenting them with initiatives to address issues affecting regional development.
(2) The Regional National Committee manages, assists and advises the Regional National Committees, addresses their incentives and warnings, oversees the implementation of the laws and the maintenance of state discipline and carries out periodic reviews of their management.
(3) In the performance of the administration, the Regional National Committee focuses primarily on defining basic tasks, addressing conceptual issues and supervising the implementation of the laws and directives of central authorities.
(4) The Regional National Committee may manage economic organisations and manage budgetary and contribution organisations which serve to meet the needs of several counties or counties where management or administration at that stage is more effective; it may also manage or manage organisations providing specialised services. It shall carry out periodic reviews of the management of the organisations managed and managed by it. ';
22.
The National Committee shall establish and approve:
(a) the medium-term economic plan;
(b) an implementing economic plan;
(c) the budget. "
23.
(1) As regards the preparation of its economic plan, the Regional National Committee shall be based on the tasks and resources set out in the National Economic Development Plan and in the State Budget of the Slovak Socialist Republic (hereinafter referred to as the "State Budget '), as well as on its own long-term perspective on technological economic concepts and studies. The regional national committees shall have binding tasks in the medium and implementation plans only to the extent necessary; Financial relations with the budgets of the national committees (general financial relationship and special-purpose subsidies) or other binding limits are laid down in the State budget.
(2) Within the framework of the binding tasks and limits laid down by the State Plan and on the basis of the financial relations with the budgets of the National Committees established by the State Budget, the Regional and Regional National Committee shall set binding tasks and limits for the National Committees, if necessary extending its scope, and shall regulate financial relations with their budgets; on their basis, the national committees shall draw up their economic plans and budgets at all stages. ';
24.
(1) The revenue of the National Committee shall consist in particular of:
(a) income from the economy of the national committee, in particular income from the economic organisation managed by it;
(b) revenue from taxes and charges to the extent laid down by specific provisions;
(c) subsidies and subsidies from the state budget or the national higher-level committee;
(d) other revenue to the extent specified by specific provisions;
(e) voluntary contributions from other national committees, national, cooperative and social organisations;
(f) loans.
(2) The revenue of the National Committee is not purposeful, except for special-purpose subsidies from the State budget and revenue whose effectiveness It shall be laid down by the law or by the authority providing it. ';
25. in Article 39 (2), part of the provision (b) in front of the semicolon shall read:
"(b) establish medium-term and implementing economic plans and assess their implementation;"
the provisions of points (h) and (j) shall be deleted and the provisions referred to in points (ch) and (k) shall be incorporated in their place, the following provision of point (ch) shall be inserted:
"(ch) elect and withdraw the Chairman, Vice-President and other members of the Committee of People's Control of the National Committee and approve the plan of its activities; '; the provisions of points (m) and (n) shall be renumbered as points (l) and (m) and shall read:
"(l) if it is a district national committee, vote and dismiss judges from the county court;
m) If the Regional National Committee goes, vote and dismiss judges from the people of the Regional Court. "
26. In Paragraph 41, the words "and regional 'shall be inserted before the words" national committee'.
27. Article 42 (1) reads as follows:
"(1) The Regional and Regional National Committees shall meet at least four times, the Urban and Local National Committees shall meet at least six times a year for a proper meeting."
28. the second sentence of Paragraph 42 (2) reads:
"If at least a quarter of Members or a national committee of a higher level so requests, or its Council, or the Government, as the case may be, the chairman of the national committee shall be obliged to convene a national committee for an extraordinary meeting, so that the meeting takes place within 14 days at the latest. '
29. in Paragraph 42 (3), the words' their commission 'shall be replaced by' their committee ';
30. the first sentence of Paragraph 43 (2) reads:
"If a Member of the national higher-level committee asks for the floor, a Member of the Slovak National Council or a Member of the Federal Assembly or a representative of the Government, he shall be given the floor. '
31. in Paragraph 46 (2) (b), the words "controlled" shall be inserted.
32. Paragraph 48 is added to paragraph 3:
"(3) The Council of the Regional National Committee shall have between 15 and 18 members."
33. Article 54 (2) shall be added as follows:
"The Commission shall continue to monitor and monitor the application of its competence and competence to the various sections of the work of the National Committee and the implementation of the resolutions of the National Committee and its Board. ';
Paragraph 57 (2) reads as follows:
"(2) The Administrative Commission shall be managed by the Board and shall be subordinate to the relevant Administrative Commission of the national higher-level committee; If the Administrative Commission of the Regional National Committee is concerned, it shall be subordinate to the central authority of the State. ';
35. the heading of Section 5 of the fourth Title shall read:
"Committees of People's Control of National Committees."
36. Paragraph 61 (1) reads as follows:
"(1) The Regional, Regional and Urban National Committees shall establish trade unions for each sector and section of their competence."
37. Paragraph 63 (1) reads as follows:
"(1) The Department shall be managed by the Board of the National Committee; the department shall be responsible to the Board for all its activities. In the cases referred to in Paragraph 62 (1), the Department shall also be subordinate to the national higher-level committee department, if it is the regional national committee department, also to the competent central administration. In the cases referred to in Sections 62 (2) and (3), it shall be responsible to the competent Commission. ';
38. Paragraph 64 (1) reads as follows:
"(1) Urban national committees, district national committees and local national committees in municipalities where the size of the territory and the special conditions of economic and cultural development so require shall establish civil committees. Citizens elect their members at public gatherings for a period of 5 years. '
Paragraph 66 (1) reads as follows:
"(1) The levels and types of national committees, as well as their status, competence and organisation, are regulated by the Slovak National Council by law within the limits of constitutional laws."
40. Paragraph 67 (2) (c) reads as follows:
"(c) resolve the disputed issues that arise between regional national committees and ministries (central government bodies) and the boundaries of regional national committees when developing and implementing national policy;"
41. in Paragraph 68 (2), paragraph (a) reads as follows:
"(a) process the development concept of the sector (section) and help apply it to the conditions of individual regions,"
42. Article 68 (4) reads as follows:
"(4) Ministries (central government bodies) active in centrally managed sectors
(a) develop, in cooperation with the Regional National Committees, the sector development concept (department) and proposals for medium-term plans; discuss the preparation of important investments and measures concerning the deployment of plants and establishments and changes in the employment of the population;
(b) lead to close synergies with the national committees, in particular the regional and urban national committees, so as to discuss with the national committees all serious measures relating to the development of their territory. "
Paragraph 43, paragraphs 69 and 70 are deleted.
44.
(1) If the generally binding regulation of the National Committee is contrary to the law or other generally binding legislation or to the generally binding regulation of the National Committee of the Higher Level, the National Committee of the Higher Level shall repeal such regulation, if it is a generally binding regulation of the Regional National Committee, it shall be repealed by the Slovak National Council.
(2) In the cases referred to in paragraph 1, the Board of the national higher-level committee shall suspend the implementation of such a generally binding regulation and submit the matter to its national committee at its next meeting. If it is a generally binding regulation of the Regional National Committee, the Government shall suspend them and refer the matter to the Slovak National Council. '
45.
Where certain measures of the Division (Administrative Commission) are incorrect in matters referred to in Paragraph 62 (1) and if the National Committee or its Board is not remedied, they may be repealed by the Department (Administrative Commission) of the High Level National Committee, if the measures of the Division (Administrative Commission) of the Regional National Committee are taken by the competent central administration. ';
46. In Paragraph 81, paragraphs 3 and 4 and paragraph 1 are deleted.
47. Instead of the words "National Assembly" are inserted in the relevant provisions of the Act, unless otherwise provided for by this Act, the words "Slovak National Council" in the relevant fall.
(1) Scope in matters listed in the Annex And this law moves from the central authorities of the Slovak Socialist Republic to the Regional National Committees and, in the matters listed in Annex B, to the Regional National Committees.
