Decree of the Czech Mining Office amending and supplementing the Order of the Czech Mining Office No. 435 / 1992 Coll., on the metering documentation of mining activities and certain activities carried out in a mining way

amending and supplementing the Order of the Czech Mining Authority No. 435 / 1992 Coll., on the metering documentation of mining activities and certain activities carried out in a mining way
The Czech Mining Office provides pursuant to § 39 paragraph 3 of Act No. 44 / 1988 Coll., on the Protection and Use of Mineral Wealth (Mining Act), as amended by the Act of the Czech National Council No. 541 / 1991 Coll.:
Čl. I
The decree of the Czech Mining Office No. 435 / 1992 Coll., on the metering documentation of mining activities and certain activities carried out in a mining way, is amended as follows:
1. Paragraph 3 (3) shall be deleted.
2. Paragraph 4 (3) shall be deleted.
3. Paragraph 10 (1) (h) reads as follows:
"(h) technical report (on documentation taken over, final report on bearing and registration sheets of main mining works),";
4. Paragraph 10 (4), second sentence shall be deleted.
5. Paragraph 10 (6) shall be deleted.
6. the following Section 10a shall be inserted after Section 10, including heading and note 12:
„§ 10a
Digital documentation management
(1) All works related to the creation of digital documentation must be carried out using software the use of which is governed by specific regulations. 12)
(2) Notebooks, calculations and lists of coordinates of the base point points are part of the digital documentation database system.

7. Paragraph 11 (4) shall be deleted.
8. Paragraph 12 (3) shall be deleted.
9. In Paragraph 14, the following paragraph 2 is inserted after paragraph 1:
"(2) A digital model of the basic mine map on storage media shall also be considered as the original of the digital base mine map; the graphic print output is a picture of the basic mine map."
Paragraphs 2 to 9 shall be renumbered paragraphs 3 to 10.
10. In Paragraph 17 (4), the first sentence is: "If the presentation of the data referred to in paragraph 2 would make it difficult to read and clarify the basic mining map, these data shall be recorded on a separate translucent with the coagulation referred to in Article 14 (5) on the scale of the basic mining map."
11. Article 17 (6) and (7) are added as follows:
"(6) The main mine meter is responsible for classifying data from the complex database of the digital base mine map into individual layers of the graphic system; the layer content shall be specified in the layer overview and their content, which shall be continuously supplemented.
(7) In the case of changes and repairs in the digital base mine map, the main mine meter shall ensure that its original condition is documented and shall decide on the method of identification. ';
12. In Paragraph 18, the following paragraph 2 is inserted after paragraph 1:
"(2) If profiles and cuts are conducted in digital form, the graphic print output is a picture of profiles and cuts."
Paragraphs 2 and 3 shall become paragraphs 3 and 4.
13. Paragraph 19 shall be added to paragraph 4:
"(4) If the surface map is conducted in digital form, it is possible to use both vector and raster images. Graphic print output is a picture of a surface map which is created by a compaction of layers of graphic system on one sheet."
14. Note 6:
"6) § 4 of Act No. 200 / 1994 Coll., on Geometry and on the amendment and addition of certain laws related to its implementation."
15. Paragraph 21 shall be added to paragraphs 4 to 6:
"(4) The purpose of the mine maps conducted in a digital form shall be based on the digital base of the mine map and shall consist of removal, replenishment or modification of layers of the graphic system as defined in paragraphs 1 and 2.
(5) The assembly of the relevant layers (depending on the character of the digital special purpose mine map) with the basis of the digital basic mining map - its graphic output on the necessary scale and format - is a picture of the digital special purpose mine map.
(6) In the case of a picture of a ventilation map and an image of an accident control map, they shall be supplemented by a worker appointed by the organisation in accordance with Article 2 (5) and shall verify the main mine meter. ';
16. In Paragraph 22 (3), the second sentence is: "In the operating mine map, the intersection of the map sheets' frames shall be drawn with an indication of its laying of the leaves according to paragraphs 6, 7 and 8 of Section 14."

„§ 26
Addition of graphic documentation
(1) The basic mine map is supplemented by an activity
(a) underground in accordance with a special Regulation (13) by the 15th day of the following month at the latest, in pencil and in a permanent manner, once quarterly;
(b) on the surface of a special Regulation (14), on a regular basis once a year;
(c) on the surface during the opening, preparation and conquest of exclusive bearings, when it is about conquest with block mining, regularly once every five years;
(d) on the surface of the opener, preparation and extraction of exclusive bearings, where the process of each of the production walls is less than 20 m per year or annual extraction does not exceed 50 000 m3, regularly once every two years.
(2) The surface map is supplemented at least once a year.
(3) The operating mine map shall be supplemented in accordance with paragraph 1.
(4) The ventilation map and the accident control map are supplemented by:
(a) metering at least once a month, but newly created connections of mine (underground) works, underground connections with the surface and changes in ventilation resulting in a change in wind currents shall be supplemented no later than 24 hours;
(b) in ventilation not later than three days, but changes in ventilation resulting in a change in wind currents shall be marked within 24 hours at the latest,
(c) designated by a special Regulation (8) on the road map of accidents within 24 hours at the latest.
(5) The basic map of the plant shall be supplemented at each change, at least once a year.
(6) Profiles and cuts are supplemented according to the intervals set out in paragraph 1.
(7) In the event that the graphic documentation is supplemented in accordance with paragraph 1 (c) and (d), the situation on the site in question shall be targeted at regular annual intervals and the state of the observed situation shall be placed in the operating map or on the point of intersection which forms part of the base mine map.
(8) Each document shall bear a registration number, the date of the last addition and shall be certified by the main mine meter.
(9) For digital documentation, the main mine meter verifies the graphic print output of the digital model.
8) The proceeds of the Czech Mining Office No. 4555 / 87 on plans to combat serious traffic accidents in deep mines (reg. 4 / 1988 Coll.).
13) § 2 (a), (b), (c), (e) and (f) and § 3 (d), (e), (f) and (i) of ČNR Act No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration, as amended by ČNR Act No. 542 / 1991 Coll.
14) § 2 (a), (b), (c), (e) and (f) and § 3 (a), (b), (g) and (h) of ČNR Act No. 61 / 1988 Coll. '.
18. Paragraph 27 (3) shall be deleted.
19. Paragraph 35 is renumbered paragraph 1 and the following paragraph 2 is added:
"(2) If this document is run digitally, the location and method (e.g. disk, computer) of its storage must also be indicated. The image of a digital document shall have the same registration number as the registration number of its digital model. ';
20. Paragraph 36 shall become paragraph 1 and the following paragraphs 2, 3 and 4 shall be added:
"(2) The digital form documentation shall be stored and secured on media with a magnetic record in two copies in two locations separated from the original site on the computer, in an area protected against magnetic and chemical effects which could affect the carrier or data stored on it. At the same time, regular renewal of the storage data carrier shall be ensured, at least at three-year intervals. The recovery of the carrier shall be subject to registration, the data of which shall be verified by the main mine meter. In the event of any change in the stored information, the part of the entry on the medium that will be changed, printed and stored shall be required to make clear what change occurred compared to the original state.
(3) The digital form documentation shall be stored and secured on laser record media (CD ROM, etc.) in a single copy stored separately from the original site on the computer, in a space protected against physical and chemical damage. Any additional additions to the condition recorded on the CD ROM which has been stored on the temporary magnetic record media shall be stored and secured until the new complete transcription to the CD ROM is completed.
(4) In order to ensure clarity and operationality of the search for documentation, a detailed overview shall be drawn up indicating the date, place and manner of storage of the documentation. ';
21.
„§ 37
Documentation of the liquidated organisation
When the activity referred to in Article 1 has been completed, the documentation of the liquidated organisation shall be treated in accordance with specific rules. 15)
15) ČNR Act No. 97 / 1974 Coll., on archiving, as amended by the ČNR Act No. 343 / 1992 Coll. Decree of the Czech Mining Office No. 52 / 1997 Coll., laying down requirements to ensure safety and health at work and safety of operation in the disposal of major mining works. "
22. in § 40 (1), the words "and § 26" shall be deleted.
Čl. II
Transitional provision
(1) The certificate of professional competence of the main mine meter or of the mine meter issued by the Slovak Mining Office or by the district mining authorities of the Slovak Republic shall expire on 31 December 1997.
(2) Exemptions concerning geodetic bases pursuant to § 6 (7) and § 7 (5) of Decree No. 435 / 1992 Coll., on metering documentation for mining activities and certain activities carried out in a mining way, issued under this Order and authorised under the earlier regulations, shall expire on 31 December 1999.
Čl. III
This Decree shall take effect on 1 September 1997.
