THE LAW
of 12 December 1973
amending and supplementing Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, is amended as follows:
1. paragraphs 62 to 66, including the title, read:
"Federal Ministry of Metal and Heavy Engineering
The Federal Ministry of Steel and Heavy Engineering is a federal central administration for iron and non-ferrous metals, heavy engineering, ore mining and magnesite treatment.
The Federal Ministry of Steel and Heavy Engineering takes part in the development of a single state industrial policy and the development concept of individual sectors, or branches governed by it, in the entrusted area.
(a) carry out tasks on the national economic planning section under specific rules;
(b) manage the technical policy and draft sectoral plans for the development of science and technology;
(c) manage the investment activity and assess and approve selected investment construction actions;
(d) manage the involvement of sectors and disciplines in the international division of labour, industrial cooperation, specialisation, scientific and technological cooperation and research;
(e) manage sales and supplies within the framework of the uniform principles laid down by legislation or by the Government of the Czechoslovak Socialist Republic to ensure the needs of the economy and to make full use of production;
(f) in the framework of the established principles of State pricing policy, manage price planning, submit proposals for price measures and declare them after approval;
(g) manage wage policies in accordance with generally binding legislation and, to the extent authorised, issue sectoral wage regulations;
(h) implement the tasks of the financial policy section in accordance with specific rules and ensure the financing of the tasks of the department.
The Federal Ministry of Metal and Heavy Engineering organises and manages the state service for precious metals (1)
The Federal Ministry of Metal and Heavy Engineering runs the production technical, research, development and design bases
(a) metallurgy of iron and non-ferrous metals;
(b) heavy machinery;
(c) mining and treatment of ores and magnesite.
The Federal Ministry of Steel and Heavy Engineering, after consulting the competent authorities of the Republics, establishes and abolishes state organisations and determines the organisational arrangements of the production technical base in production units, including regional directorates; possible discrepancies are addressed by the Government of the Czechoslovak Socialist Republic. '
2. The following Sections 66a to 66d are inserted after Section 66:
"Federal Ministry of General Engineering
The Federal Ministry of General Engineering is the Federal Central Authority for General Engineering.
The Federal Ministry of General Engineering takes part in the development of a single state industrial policy and the development concept of individual sectors or branches governed by it in the entrusted area

(b) manage the technical policy and draft sectoral plans for the development of science and technology;

The Federal Ministry of General Engineering manages the production technical, research, development and design bases of general engineering.

The rights and obligations of employment and other relations are transferred from the former Federal Ministry of Mettics and Engineering to the Federal Ministry of Mettics and Heavy Engineering and to the Federal Ministry of General Engineering.
This Law shall take effect on 1 January 1974.
