Act on State honours of the Czech Republic

THE LAW
of 9 July 1994
on state honours of the Czech Republic
Parliament has decided on this law of the Czech Republic:
§ 1
(1) By lending or awarding state honours to the Czech Republic ("honours"), the State appreciates the individual's outstanding civic merit of building a free democratic society, the results of work, efforts to defend the country, heroic and other exceptional acts.
(2) Honours are orders and medals.
(3) The lines are a higher form of distinction; they are lent to the citizens of the Czech Republic and awarded to those who are not citizens of the Czech Republic.
(4) Medals are a lower form of honours; are awarded.
§ 2
The Order of the White Lion is hereby established as the highest honour of the people who have been particularly excellent in the Czech Republic.
§ 3
The Order of Thomas Garrigua Masaryk is hereby established as a medal for those who have been outstanding in developing democracy, humanity and human rights.
§ 4
The Medal is set up For heroism as a commendation of persons for heroism in combat and honours of those who, with the commitment of their own life, have earned to save human life or considerable material values.
§ 5
The Medal is set up For merit, such as honours of persons who have been deserving of the State or the territorial authority.
§ 6
The details of the honours referred to in paragraphs 2 to 5 and their conferral and award are laid down in the Statutes set out in Annex 1 to 4 and included in this Act.
§ 7
The right to lend and award honours is for the President of the Republic, unless another institution can do so.
§ 8
Proposals to lend or award honours shall be submitted to the President of the Republic by the Chamber of Deputies, the Senate and the Government; The President of the Republic may lend or award honours without such a proposal.
§ 9
The award awarded or awarded by the President of the Republic may be submitted on his behalf by the person appointed by him.
§ 10
The decorated will take over the insignia of the honours and the charter of his loan or award. If honours are given or awarded to the citizens of the Czech Republic in memoriam, the survivors will take over the award of the medal and the award of the medal. If a medal is awarded to a person who is not a citizen of the Czech Republic in memoriam, the survivors of the insignia will take over the honours and the certificate of award.
§ 11
(1) Insignia of honours is only entitled to wear decorated.
(2) After the death of the bearer of the Order - citizen of the Czech Republic - the numbered insignia of the Order returns to the President's Office. After the death of a person decorated with a medal or after the death of a bearer of order who is not a citizen of the Czech Republic, the insignia of honours and certificates of honours remain for the survivors. If there are no survivors, the President's office will return.
(3) The Honorary, to whom the final judgment of the Court of First Instance has imposed a penalty for the loss of honorary degrees and honours, is obliged to return the awarded or awarded honours to the President's Office.
§ 12
(1) Rows, crosses and medals and other decorations are worn in the following order:
(a) The Order of the White Lion,
(b) The Order of Thomas Garrigua Masaryk,
(c) Czechoslovak Regulations;
(d) foreign regulations in the order of classes and the order in which they were awarded;
e) Medal for heroism,
(f) Medal of Merit,
g) Czechoslovak crosses, medals and other decorations,
h) Foreign crosses, medals and other decorations according to the degrees and order in which they were awarded.
(2) Miniatures of honours may be worn on social clothing.
§ 13
The regular days for lending and awarding honours under this law to the citizens of the Czech Republic are 1 January and 28 October.
§ 14
Act No 404 / 1990 Coll., on State honours of the Czech and Slovak Federal Republic, with the exception of the provisions of Sections 16 and 18, and Decree of the Government No. 35 / 1986 Coll., on the Medal for Heroic Action and Honorary Honorary Degree of the Preservation Corps, is hereby repealed.
§ 15
This Act shall take effect on the day of its publication.

Annex No 1
DEFINITIONS OF THE RULE OF WHITE LIVE
The Order of the White Lion is granted or granted by the President of the Republic
(a) citizens of the Czech Republic for their particularly excellent merit in the state, in particular in the field of politics, administration of the state, the development of the economy, science, technology, culture, art, education, extraordinary merit in defence and security of the state, excellent command and combat activities, scientific and professional work of military and military character, and for the significant fame of the country abroad;
b) to those who are not citizens of the Czech Republic, for particularly excellent merit in favour of the Czech Republic.
(1) The Order of the White Lion has five classes, of which the First Class is the highest, and the Order Chain, which can only be awarded to heads of state.
(2) The White Lion Order has two groups - civil and military.
Insignia of the lower class of the order is returned to the Office of the President of the Republic when the upper class is lent.
The President of the Republic is responsible for the order insignia of Class I of the Order, including the order chain, which, after the end of office, can be given to him for life by a resolution from both chambers of Parliament.
A numbered insignia with a numbered sheet shall be transmitted to the Order Carrier.
(1) The white lion order badge is a five-piece granate enamel star. The parts of the starfish are connected together by lime leaves with stems pointing towards the centre of the starfish. On the middle medallion of the starfish, there is a crowned, two-tail, silver lion exceeding the individual parts. On the reverse there is a medallion on the centre of the starfish, in whose target is a large state emblem of the Czech Republic and in the increased golden intercircle a blue copy of "PRUVDA WELCOME" separated by a blue leaf. On the middle highest part is mounted moveable overhanging curtain in the form of an oval lime wreath crossed with a group of civil palm leaves, with a group of military crossed swords spikes up. The emblem, the curtain, the intercircle, the framing of the starfish and the leaves are made of gold silver.
(2) Insignia of Class I of the Order consists of a jewel on a large ribbon worn from right shoulder to left side and a star worn on the left side of the chest. The jewel consists of an order badge with a diameter of 68 mm, and the rim of the curtain is 35x25 mm. Magnificence is 100 mm wide red-white-red-white-red in the ratio 5: 15: 60: 15: 5, a cokard overlapping the anchor to hang the jewel is sewn at the crossing point. The red color of all the ribbons has a scarlet shade. The star is eight-pointed, silver, radial, shiny with a diameter of 90 mm, the centre is placed with a granate red medallion, in whose target is a plastic crowned, double-tail, silver lion and a silver copy of "TRUTH WELCOME" in the outer circle, separated by a silver leaf. On the back of the star there is a large national character of the Czech Republic in the lens.
(3) The row chain consists of twenty articles connected to the circumference by two chains. The middle hanging article on the jewel consists of a white enamel monogram "CR." Other articles are made by silver lions with a copy "WELCOME TRUE." The dimensions of the hanging cell are 40x30 mm, the chain is made of heavily gilded silver, the force of the articles is 2 mm.
(4) Insignia class II consists of a standard badge on the capital ribbon and a smaller star worn on the right side of the chest. The row badge has a diameter of 62 mm, the curtain has dimensions of 30x20 mm and is accompanied by a vertical enamelled hanging trapezoidal buckle with dimensions of 35x8x4 mm. The neck ribbon is 45 mm wide red-white-red-white-red in ratio 3: 7: 25: 7: 3. The star is the same as the first class, but 70 mm in diameter. On the back of the star there is a large national character of the Czech Republic on the lens.
(5) Insignia class III of the order is the same as for Class II but without star.
(6) Insignia IV class consists of a 45 mm diameter badge, the curtain is 20x15 mm. The badge is hung on a 38 mm wide breast trapeze ribbon with a 20 mm diameter, the ribbon is red-white-red-white-red in a ratio of 2: 6: 22: 6: 2.
(7) The Insignia of the V class of the order is, in addition to the enamelled parts of silver and the breast trawling ribbon is without rebound. Otherwise, it's the same as Insignia IV.
(8) If there is no "in natura" insignia on the uniforms, they are replaced by ribbons of 38x10 mm size, supplemented by classes: I. grade silver miniature lion with two lip leaves, II. class silver miniature lion, II. class silver miniature with gold dracoupe mat, IV. class rota, V. class only ribbon.
(9) On the citizens' clothing is worn in the button hole left lapels differentiated rosettes by class, namely: I. class with lion and dracoun gold mat, II. class with lion and silver dracoupe mat, II. class with gold dracoupe mat, IV. class with silver mat, V. class without support. Roots have a diameter of 8 mm, washers dimensions 16x6 mm.
(10) The matrix numbers shall be placed on the back of the line pin, on the back of the string hanger and on the top of the lens on the back of the star.
On festive occasions, the order insignia is worn "in natura," only insignia of the highest class. On other occasions, the corresponding rind shall be worn on the lapel, insignia shall be replaced by ribbons on the service and walking uniform.
Insignia IV and V. class of order and ribbon of all classes are worn on the left side of the breast.
The White Lion Order is being administered by the President's Office.
The Office of the President of the Republic will publish a public competition for the artistic solution of the order 1)

DETERMINATION OF THE RULES OF TOMAS GARRIGUA MASARYK
The order of Tomas Garrigua Masaryk grants or grants the President of the Republic to persons who have excellently deserved the development of democracy, humanity and human rights.
The order of Thomas Garrigua Masaryk has five classes, of which Class I is the highest.
The President of the Republic is responsible for the order of Class I insignia, which can be given life by the resolution of the two chambers of Parliament.
A numbered insignia with a numbered sheet shall be transmitted to the Order Carrier.
(1) The order badge of the Order of Thomas Garrigua Masaryk is a blue enamel star. A medallion with a plastic portrait of President T. G. Masaryk is placed in the centre of the star. On the back of the starfish is placed the medallion, in whose target is the great state emblem of the Czech Republic and in the white intercircle the order password "VIDARI STAY" and the lip ticket. The middle highest part is attached to the raised curtain in the form of a slightly oval lime wreath. The portrait, the character, the curtain, the password and the frame of the starfish are made of gold silver.
(2) Insignia of Class I of the Order consists of a jewel on a large ribbon worn from right shoulder to left side and a star worn on the left side of the chest. The jewel consists of an order badge with a diameter of 68 mm, and the rim of the curtain is 35x25 mm. Magnificence is 100 mm wide, red-white-blue-white-red in ratio 5: 40: 10: 40: 5. The star is eight-pointed, silver, beam with a diameter of 90 mm, a medallion with a portrait of T. G. Masaryk is placed on the centre and with a white intercircle with the motto "BELIEVE STAY" and a lime leaf. The encircling, the portrait, the password and the leaf are made of gold silver. On the back of the star there is a large national character of the Czech Republic in the lens.
(3) Insignia of Class II of the Order consists of an order badge on the capital ribbon and a smaller star worn on the right side of the chest. The row badge has a diameter of 62 mm, the curtain has a size of 30x20 mm and is supplemented by a vertical, blue enamel, hanging buckle with dimensions of 30x4 mm. The neck ribbon is 45 mm wide, red-white-blue-white-red in a ratio of 2: 18: 5: 18: 2. The star is four-pointed, silver, beam 70 mm in diameter, a medallion with a portrait of T. G. Masaryk is placed in the centre and with a white intercircle with the motto "CREDIT" and a lime leaf. The encircling, the portrait, the password and the leaf are made of gold silver. On the back of the star there is a large national character of the Czech Republic in the lens.
(4) Insignia class III of the order is the same as for Class II but without star.
(5) Insignia IV of the Order consists of an order badge with a diameter of 45 mm, the curtain is 20x15 mm. The badge is suspended on a 38 mm wide breast trapeze ribbon with a 20 mm diameter, the ribbon is red-white-blue-white-red in a ratio of 2: 15: 4: 15: 2.
(6) Insignia of the V class of the order is, in addition to enamelled pieces of silver and the breast trapeze ribbon is free of rind. Otherwise, it's the same as Insignia IV.
(7) If the insignia of the Tomáš Garrigua Masaryk Order "in natura" is not worn on the uniforms, the ribbons of size 38x10 mm are replaced by the one-class eight-pointed star, the other-class four-pointed star, the third-class star, the IV-class rota, the V-class only the ribbon.
(8) On the citizens' clothing, the left lapel is worn in a button hole, differentiated by dracoule mat by class, namely: I. Gold-wide class (20x8 mm), II. Gold-narrow class (16x5 mm), III. Silver-wide class (20x8 mm), IV. Silver-narrow class (16x5 mm), V. Roots have a diameter of 10 mm.
(9) The matrix numbers are placed on the curtain of the line badge and on the top of the lens on the back of the star.
On festive occasions, the order insignia is worn "in natura," only insignia of the highest class. On other occasions, the corresponding rind shall be worn on the lapel, insignia shall be replaced by ribbons on the service and walking uniform.
Insignia IV and V. class of order and ribbon of all classes are worn on the left side of the breast.
Tomáš Garrigua Masaryk's affairs are administered by the President's Office.

DETERMINATION OF THE MEDAL FOR THE GRAND
Medals For heroism, the President of the Republic grants persons for heroism in combat and those who have done their part to save human life or considerable material values.
In the award of a numbered medal, a decorated numbered instrument is handed over with it.
Medals For heroism, she has a diameter of 33 mm and is struck by silver. On the reverse there is a large state emblem of the Czech Republic and a matrix number. The medal is mounted with a perpendicular ear and a moving ring on a 38 mm wide breast straining ribbon, golden yellow-white-red-blue-gold yellow in a ratio of 14,5: 3: 3: 3: 14,5. The ribbon is 38x10 mm.
The medal "in natura" or ribbon is worn on the left side of the breast. On festive occasions, medals are "in nature." A narrow 8 mm trapezoidal ribbon in the lapel hole may be worn on the left lapel.
Medals For heroism, he manages the President's Office.

DEFINITIONS OF THE MEDAL FOR THE BENEFITS
Medals For merit, the President of the Republic grants to persons who have been responsible for the State or a territorial body, in particular in the fields of economic, science, technology, culture, art, sport, education and education, the environment, international relations, defence, security of the state and citizens or in the fields of social, charitable, volunteering or health.
The award of the medal shall be accompanied by an award-winning numbered instrument.
Medals It has a diameter of 33 mm for merit. On the face of the medal there is a symbolic representation of the merits of the republic and a copy of the "RESEARCH '. On the reverse is a great state emblem of the Czech Republic. The medal is embossed with silver and gilded, it is worn on 38 mm wide breast straining ribbon, yellow-purple-yellow in the ratio of 18: 2: 18. The ribbon is 38x10 mm.
The medal "in natura" or ribbon is worn on the left side of the breast. On festive occasions, medals are "in nature." A narrow 8 mm trapezoidal ribbon in the lapel hole may be worn on the left lapel.
