of 19 April 2005
on the method of making call signs, identification numbers and codes, their use and the types of radio communications services for which they are required
According to Section 150 (2) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (the Act on Electronic Communications) ("the Act '), the Ministry of Informatics provides for the implementation of Section 16 (7) of the Act:
For the purposes of this decree:
(a) radio equipment, one or more transmitters or a set of transmitters and receivers, including their accessories, needed at a given station to perform the radio communications service (hereinafter referred to as "stations");
(b) a fixed service for radio communications between fixed fixed points;
(c) fixed station of fixed station,
(d) the ground station of the ground station of the mobile ground service,
(e) coastal station of land station of maritime mobile services or radio telephone services on inland waterways;
(f) air station of the ground station of the air moving service,
(g) a mobile ground station capable of moving on the ground within the geographical borders of the country or continent;
(h) a mobile station on inland waterways located on a vessel which is not permanently connected to the mainland;
(i) by an aircraft carrier, a mobile air service station on board an aircraft;
(j) an amateur radio communication service for self-education or for mutual links by authorised non-employed persons;
(k) maritime mobile service radio communications service between coastal and ship stations or between ship stations serving to ensure the safety and operation of maritime navigation;
(l) air moving service radio communications service between air and air stations or between air stations serving to ensure the safety of air traffic;
(m) ground mobile radio communications service between base stations and ground mobile stations or between ground mobile stations;
(n) radio-telephony service on inland waterways radio-communications service between coastal and marine stations, or between ship stations, or between coastal stations serving to ensure the safety and operation of inland navigation,
(o) the call sign of any station registration which allows identification during the broadcast;
(p) a Q-code code group of three letters starting with the letter Q, which has a specific, internationally agreed meaning;
(q) a radio service whose broadcasting is intended for direct reception by the general public; that service may include audio, television or other types of broadcasting;
(r) a data flow transport flow consisting of one or more data flows representing a particular service provided;
(s) an identification number common to all terrestrial digital television broadcasting networks within the Czech Republic,
(t) by the network identifier, the identification number of a particular network for the dissemination of terrestrial digital television;
(u) an identification number for the transport data stream identifier of a particular transport data stream in terrestrial digital television broadcasting networks;
(v) by the service identifier, the identification number of the particular service transmitted by the data stream; for terrestrial digital broadcasting, the PI code shall be considered as the service identifier;
(w) a radio flow identifier identifying the number of a specific transport data stream in terrestrial digital broadcasting networks;
x) PI code code to distinguish between states, areas and the identification of a specific radio programme distributed through radio analogue broadcasting, to which it is clearly assigned in accordance with the technical standard determining the specification of the radio system RDS (Radio Data System) for very short waves with VHF / FM frequency modulation (Very High Frequency / Frequency Modulation) radio transmission in the 87,5 MHz to 108,0 MHz frequency band;
(y) the registration mark of the aircraft, the registration mark kept in the Czech Aviation Register or in the Register of Authorised Persons to keep a register of sports flying equipment (4) and the registration number provisionally assigned before registration in one of these registers.
Call signs
(1) Operators of stations operating on the territory of the Czech Republic and operators of stations of Czech entities operating outside the territory of the Czech Republic shall use call signs when broadcasting, except in the cases referred to in paragraph 3.
(2) Call signs are international, national and special.
(3) Without the call sign it is possible to operate
(a) stations for the control of models and toys, medical radioprobes and equipment intended to transmit control or measurement signals by means of an electromagnetic field generated by such equipment;
(b) stations operated on the basis of a general authorisation (Section 9 of the Act), unless the terms of the general authorisation provide otherwise;
(c) beacons for the ARDF (Amateur Radio Direction Fending).
Identification numbers and codes
(1) Identification numbers and selective call codes are assigned for the needs of maritime mobile, air mobile and ground mobile radio communications services.
(2) The identifiers referred to in § 1 (s) to (w) and PI code are assigned for radio service needs.
(3) The identification of identifiers under § 1 (s) to (w) used in the English language is set out in Annex 2 to this Decree.
(4) The identification number of the remote pilot-in-command of the unmanned aircraft shall be the identification number assigned by the Civil Aviation Authority, which shall appear on the online training certificate for subcategories A1 and A3 of the open category of operation in accordance with the directly applicable European Union Regulation governing the operation of unmanned aircraft (5).
Creating call signs
(1) The same call sign may not be used or allocated to two or more station operators. The ban on multiple use of the same call sign does not apply to club stations for amateur radio communications services.
(2) The call signs are assigned in such a way that they cannot be confused with distress signals (SOS / MAYDAY), pilot signals (XXX / PANPAN), security signals (TTT / SÉCURITY) or code abbreviations of Q-code.
(3) The allocation of the call sign shall take into account the applicant's proposal to assign a call sign applied for the application for individual authorisation for the use of radio frequencies if the applicant's proposal complies with paragraphs 1 and 2 and paragraphs 9 to 11.
(4) When using radio frequencies on the basis of a general authorisation, the same call sign shall not be used by different station operators.
Creation of identification numbers and codes
(1) Identifiers according to § 1 (s) to (w) and PI code are given in hexadecimal form.
(2) The basic data flow, representing a specific service provided, is structured according to a technical standard specifying the general coding of moving images and accompanying audio information.
(3) The value of the identifier of the network of the Czech Republic is fixed by 0x20CB for all terrestrial digital television networks in the Czech Republic. This value of the network identifier of the Czech Republic is included by all broadcasters of broadcasting networks for the dissemination of terrestrial digital television into the service information data stream.
(4) The value of the network identifier is determined from the range of 0x3101 to 0x3200. The value shall be determined according to the configuration of the network, in such a way that each particular network with a different content must have a different value of this identifier.
(5) The value of the transporter data flow identifier is determined from the range of 0x0101 to 0xEFFF. The specific value of the 0xvzz-shaped identifier is determined by the vv being the serial number of the operator of the relevant transmission network and zz being the serial number of the transport data stream generated by it.
(6) The value of the service identifier shall be determined from the range of 0x0001 to 0x3FFF for television programmes, 0x4001 to 0x7FFF for radio programmes disseminated in broadcasting networks for terrestrial digital broadcasting and 0x8001 to 0xFF for other services disseminated in this radio service.
(7) The value of the PI code for terrestrial digital radio broadcasting shall be determined in the form of 0x2zz, the value in which is equal to the territorial scope of the transmission as follows:

The zzs are assigned to individual radio programmes and are determined in the range of 0 to F.
(8) The value of the radio flow identifier is determined in the range of 0x2000 to 0x2FFF. The specific value of the 0x2xyz-shaped identifier is determined by x representing the territorial scope of the transmission, y specific transport data flow and from the operator's serial number of the relevant transmission network.
Use of call signs
(1) The station operator sends its own call sign at the beginning and end of the connection. If the connection lasts more than five minutes, the station operator shall assign a call sign after five minutes.
(2) The operator of an amateur radio station sends his own call sign at the beginning and end of each connection. If the connection lasts longer than 10 minutes, the station operator shall assign its own call sign after 10 minutes.
(3) Unservicedstation (1) Amateur radio communications service or radio frequency user on the basis of the general authorisation in which this call sign identification condition is specified shall send a call sign within 10 minutes.
(4) If the station operator uses a superimplanted international call sign, it must transmit the Q@-@ code "QTT" before transmitting it. The supersign is additional information transmitted against the background of a useful signal that is not directly related to the content of the original transmitted information.
(1) In radio-telegraph operation, the station operator sends international call signs in the form of the Morse alphabet characters.
(2) In radio-writing operations, the station operator sends international call signs in the form of characters of the international telegraph alphabet.
(3) In radio-telephony operation, the station operator shall pronounce the individual letters and call sign numbers
(a) in the national radio communication service separately from Czech according to the spelling table in the Annex, the digits following the letters may also be expressed as collective numbers,
(b) in the international radio-communications service separately in English according to the spelling table set out in the Annex.
The station operator pronounces words, names and names in the national call sign as whole words. The aircraft register signs spell Czech or English according to the spelling table in the Annex. The figure is pronounced individually; for non-aircraft stations, several consecutive digits may be expressed as a number.
Use of identification numbers and codes
(1) The broadcasting network operator for terrestrial digital radio and television broadcasting is obliged to disseminate the assigned identifiers and service identifier.
(2) The same value of the service identifier in terrestrial digital television cannot be allocated to two or more television or radio programmes or other services. When the television or radio programme or other services have ceased to exist, this identifier shall also cease to exist. This value of the network identifier of the Czech Republic is included by all broadcasters of broadcasting networks for the dissemination of terrestrial digital television into the service information data stream.
(3) The service identifier whose use has been terminated cannot be used again.
International call sign
(1) The international call sign shall be assigned to the operator of the station in radiotegraph operation, the station open to international public correspondence, the amateur radio communication service station, the experimental station or other station which could cause harmful interference outside the Czech Republic; the international call sign shall not be assigned if the station's identity can be ascertained from the reception abroad by other means, such as sound or visual content.
(2) Where an operator uses fixed, ground or radio stations in an international radio communications service of more than one frequency, a different international call sign may be assigned for each frequency (for a coastal station for each frequency group).
(1) The international call sign consists of a combination of letters, letters and digits, where appropriate, and may be used
(a) letters: A B C D E F G H I J K L M N O P Q R S T U V W X Y Z,
(b) digits: 0 1 2 3 4 5 6 7 8 9.
(2) In the international call sign, the first two letters are always pairs of letters OK or OL. The numbers 0 and 1 may not be used immediately after letters, except for call signs of amateur radio communication services and call signs of aircraft stations.
(3) The international call signs for each station type shall be assigned according to the following principles:
(a) fixed stations: three letters, the first two being OK or OL, followed by a maximum of three digits,
(b) base stations: three letters, the first two being OL, for which no more than three digits may be followed,
(c) coastal stations: three letters, the first two being OL, followed by one digit; the call sign of the coastal station may also be created from the name of the coastal station, in which case it shall consist of the geographical name of the position of the site and the purpose of using the coastal station and, where appropriate, the name of the operator of the coastal station (3);
(d) air stations: three letters, the first two being OK, followed by no more than two digits; the call sign of the air station may also be created from the name of the air station, in which case it shall consist of the geographical name of the position of the station and the service available,
(e) moving ground stations:
1. four letters, the first two being OL, and one digit (in radio-telephony and radio-telegraph); the letters G, H, L, O, U and V cannot be used as the third letter; or
2. the letters OL and four digits (in radio-telephony),
(f) ships' stations:
1. radio-telephony only: a pair of OL letters followed by four digits or one letter and four digits,
2. Other: four letters, the first two being OL and the third to be used for seagoing ships, letter G or H and for inland vessels, letter L, O, U or V;
(g) stations on lifeboats: call sign of the ship of which the boats are part (mother ship) and two digits;
(h) aircraft stations:
1. five letters, the first two of which are OK and the other three letters are identical to the letters of the aircraft registration mark,
2. seven characters identical to the aircraft registration mark, the first two being OK letters, the next three characters being letters and the last two digits being digits,
3. six characters, the first two being OK letters and the next four digits for motor-powered aircraft or sailplanes,
4. six characters, the first three being the letters of the OKA and the next three digits for ultra-light gliders,
5. eight characters, the first two being OK letters, the other two being optional letters and four additional digits for registration of aircraft registered in the military aviation register of the Czech Republic; or
6. ten characters, the first two being OK letters, the other two being PL letters and the remaining digits being the number of the pilot's parachute pilot's licence.
(i) lifeboat stations: call sign of the aircraft of which the boats are part (parent aircraft) and one digit;
j) Amateur radio communications services station:
OK0 to OK9 and one, two or three letters, or OL0 to OL9 and one or more letters or digits;
1. call signs starting with OK0 and one, two or three letters are assigned to unattended stations;
2. call signs starting with OK1 and OK2 and three letters starting with K, O or R are assigned to club stations;
3. call signs starting with OK1 to OK7 and two or three letters, with the exception of the character combination referred to in point 2, shall be assigned to individuals holding a Class A2 HAREC licence;
4. call signs starting with OK8 and two or three letters are assigned to foreign nationals travelling from the territory of the Czech Republic,
5. call signs starting with OK9 and three letters shall be assigned to individual stations holding a Class N NOVICE licence,
6. call signs starting with OL0 to OL4 and OL6 to OL9 and two or more letters or figures, the last of which must be a letter, shall be assigned only for special temporary use opportunities, for the duration of such opportunities only, but not more than 14 months,
7. call signs starting with OL5 and two or more letters or figures, the last of which shall be the letter, with the exception of call signs referred to in point 8, shall be assigned only for special temporary use opportunities, but not more than for the duration of such opportunities,
8. call signs starting with OL5 and two or three letters shall be assigned to the club stations of entities registered with specific international groupings combining groups of radio amateurs of the same interest or professional activity, or directly to the club stations of entities representing those international groupings, with two or three letters per digit 5 representing the name of such specific international groupings or expressing their specific activity;
9. call signs starting with OK1 to OK7 or OL0 to OL9 and one letter shall be assigned only for the purposes of international amateur races.
(4) The call sign of an amateur radio communications service station allocated by an earlier authorisation, with the exception of a call sign for special uses, may be reassigned to another applicant of that service not earlier than five years after the expiry of the original authorisation. The call sign may be reassigned immediately if
(a) a change in the person of the holder of the authorisation to operate an unattended station;
(b) a change in the person of the holder of the authorisation to operate a club station; or
(c) the assignment of a previously assigned call sign to a natural person related to the holder of the original authorisation.
National call sign
(1) The national call sign shall be assigned to the station operator when operating the radio communications service exclusively on the territory of the Czech Republic.
(2) The national call sign shall consist of:
(a) a combination of letters, letters and figures, if any, different from that used in international call signs, which may be used:

(b) one-word term followed by a digit; the word vulgar or confusing cannot be used as a word; or
(c) the name of the station, the local name or the name of the operator which may follow the figures.
(3) The national call sign of the station for communication by remote-control pilots of unmanned aircraft for the purpose of ensuring safe air traffic control shall be assigned in accordance with the principles:
(a) seven characters, the first three being the designation of an air operator, if published by the International Civil Aviation Organisation, or the letters of the DRN, if not published by the designation of an air operator by the International Civil Aviation Organisation, and the remaining characters being the last four characters are the identification number of the remote pilot-in-command of an unmanned aircraft; or
(b) seven characters, the first two being OK letters and the other five being the same as the aircraft registration mark, if any.
(4) The national call sign for the operator of the station managing the property of the State forming the railway transport route (6) forms a combination of one-word expressions where, in the case of:
(a) the fixed station is a combination of expressions corresponding to the working classification of the staff member and the place of work;
(b) moving stations shall be a combination of expressions corresponding to the working grade of the service staff member, the place of work and the exact position of the service staff member.
(5) The holder of an individual authorisation for the use of ground-based mobile service radio frequencies shall establish call signs for each station in accordance with paragraph 4 in accordance with the conditions laid down in such an individual authorisation for the use of radio frequencies and in accordance with international traffic regulations and the directly applicable European Union Regulation on the technical specification for interoperability for the traffic operation and management subsystem, maintenance subsystem or telematics use subsystem in passenger and freight transport7).
(6) If the station operator uses more than one frequency, a different call sign may be assigned for each frequency.
Special call sign
(1) The special call sign shall be assigned at the request of the operator of the aircraft or ship station, or for specific characteristic signals or other characteristics of the transmission.
(2) The special call sign consists of:
(a) for aircraft stations:
1. an international call sign of an aircraft station preceded by either a radio-telephonic abbreviation of the aircraft operator or an aircraft type designation;
2. radio-telephonic abbreviation of the operator of the aircraft under which the serial number of the flight is included; or
3. the registration mark and, where appropriate, the special aircraft mark;
(b) in the case of ships' stations, a special mark of the vessel, which may also be the name of the vessel, which may be preceded by the identification of the type of vessel.
Efficacy
This Decree shall take effect on 1 May 2005.
