DECLARATION
Ministry of Industry and Trade
of 15 May 1996
on the solution of emergency in heating
The Ministry of Industry and Trade provides, pursuant to § 45 (6), with regard to § 12 (2) and (7) of Act No 222 / 1994 Coll., on the Terms and Conditions of Business and on the Performance of State Administration in the Energy Sector and on State Energy Inspection:
(1) In the event of the occurrence and consequences of disturbances and accidents and in the event of a complete interruption of the heat supply system, the emergency plan shall be followed.
(2) The emergency plan contains:
(a) description and arrangement of the heat supply system;
(b) the powers and responsibilities of management staff;
(c) a description of typical and anticipated working arrangements in emergency situations;
(d) a plan to limit the heat consumption from the heat supply system at each sampling point (the regulatory plan);
(e) emergency shutdown procedure;
(f) the procedure for the renewal of supplies;
(g) the method of connection to employees and customers.
(1) The method and extent of the limitation of heat consumption to address emergency situations shall be carried out in accordance with the regulatory plan.
(2) In each system of heat supply, regulatory levels of supply shall be determined depending on the degree of limitation of its performance.
(3) The sampling diagrams for each regulatory stage are agreed separately at each sampling point in the contract.
(4) When regulating heat collection, consideration shall be given to the urgency of heat supplies, in particular in terms of health, food, economic mobilization, education and other needs.
This decree shall take effect on the day of its publication.
