DECLARATION
Ministry of Metal Industry and ore mines
of 21 October 1960
on the introduction of a balance sheet gesture for standard screws and nuts
The Ministry of Steel Industry and the ore mines, in agreement with other supply and customer central authorities, and the authorities, on the basis of the Government Resolution of 16 March 1960, provide for a number. 208:
Balance Gestor
(1) Improving the supply of the national economy by standard screws and nuts, ensuring the development, modernisation and specialisation of their production, thereby increasing the economy, requires the creation of conditions for a coherent overview of the resources and needs of the national economy in those products and making the most effective use of those resources.
(2) The Ministry of the metallurgical industry and the ore mines identified *) the balance sheet gestor of the screws and nuts of Šdrářny, n., Libčice nad Vltavou and entrusted it as a branch gestor with some other tasks. The balance gestor may entrust partial tasks to some of its subordinate organisations. * *)
Rights and obligations of the gestor
(1) The balancing gestor carries out, in accordance with the needs of the planned development of the national economy in cooperation with other suppliers and customers, a survey of the economic needs of screws and nuts and promotes the appropriate development of resources to cover them for all suppliers that are obliged to discuss and agree with the balance-sheet gestor, in accordance with the needs of the planned development of the national economy, in cooperation with other suppliers and customers.
(2) Suppliers are required to communicate to the balance sheet gestor:
(a) its production programme of screws and nuts,
(b) production capacity for screw and nut production;
(c) other relevant data (except those subject to confidentiality), whether or not the production is intended for own use or for other customers;
(d) other information required by the balance sheet gestor.
Suppliers shall be obliged, in particular at the stage and within the time limits laid down by the relevant regulations for the preparation and preparation of draft annual and long-term plans, to specify their data and to inform the balance sheet gestor of the planned changes.
(3) (a) The balancing gestor accepts the requirements of customers, except for its own consumption in accordance with point 3c, and evaluates them and distributes them in accordance with the planned sources (including imports); all participating suppliers who are also obliged to bear a proportion of the personal and material costs associated with that activity agreed with the Gestor shall participate in this balance sheet gestor activity.
(b) The balancing gestor shall fill the sources with orders in accordance with the time limits laid down by the relevant regulations and in agreement with the suppliers involved.
(c) The balancing gestor may, as a priority, allocate to the supplier all or part of its production capacity of screws and nuts for its own use or for the rated customers who then submit their orders up to a specified volume to the directly designated supplier.
d) The screws and nuts for the railway superstructure are allocated by the balance sheet gestor only to events specifically approved by the relevant interministerial commission.
(4) Suppliers shall conclude delivery contracts with customers on the basis of orders or capacity allocation.
(5) The balancing gestor may provide for an exchange of the production programme between each supplier in agreement with them, or provide a supply from another source and use the available capacity to produce a more suitable range.
(6) Suppliers cooperate with the balance sheet gestor on the section of standardisation and technical development.
(7) Undertakings that plan, order, import and distribute the machinery and equipment for the production of screws and nuts either with a single purpose or with a direct designation for such production must seek the approval of the balance sheet gestor.
(8) The material for the production of screws and nuts is provided by the supplier undertakings in their material technical supply plan. For the State Planning Commission, the competent authority shall justify this part of the consumption and indicate whether the balance sheet gestor agrees to the relevant production. The State Planning Commission will allocate the material fund for the production of screws and nuts only to the department whose companies produce these products with the agreement of the balance sheet or branch gestor. Similarly, the central authorities shall act in relation to subordinate organisations.
(9) The balancing gestor shall determine which orders will be covered by the import under the divided financial quota, shall carry out a censure of import requirements before being submitted to foreign trade undertakings in order to limit imports to the necessary level.
(10) Collectors are required to provide the balance sheet gestor with true data on their needs in the needs survey, in particular before the plan is drawn up, in order to obtain a consistent and comprehensive overview of the needs of the national economy in the screw and nut sectors.
(11) Both suppliers and customers are normally obliged to notify the balance sheet gestor of the stocks of screws and nuts which they do not necessarily need to carry out their planned tasks.
Deliveries from metal outlets warehouses
Orders for quantities less than the minimum order quantities laid down for deliveries from production companies shall handle metallurgical outlets. *)
Dispute resolution
Resolving contradictions shall be governed by the principles set out in the relevant guidelines. * *)
This decree shall take effect from the date of its publication.
