NAME OF THE REPUBLIC OF CZECH
AND THE FEDERATIVE PEOPLE'S REPUBLIC OF JUGOSLAVIA
HAVE BEEN AGREED AS FOLLOWS WITH THE FINAL PROTOCOL:
Agreement
on cultural cooperation
between
The Republic of Czechoslovakia
and
The Federal People's Republic of Jugoslavia.
The Government of the Czechoslovak Republic and the Government of the Federal People's Republic of Jugoslavia, wishing, within the meaning of Article V of the Treaty on Friendship and Mutual Assistance between the two States, signed on 9 May 1946, to negotiate an Agreement which would promote and facilitate friendly cooperation in the field of scientific, educational, artistic and physical sciences, have appointed, to this end, the following objectives:
Government of the Republic of Czechoslovakia, Dr Vladimir Clementis, State Secretary of the Ministry of Foreign Affairs of the Czechoslovak Republic;
Government of the Federal People's Republic of Jugoslavia Boris Ziherl, Chairman of the Commission for Schools and Science of the Government of the Federal People's Republic of Jugoslavia;
who, following the exchange of their full powers which have been found to be in good and proper form, have agreed on the following articles:
The High Contracting Parties shall make every effort to ensure at their universities and other higher education institutes the establishment of professors' chairs and the establishment of language, literature, history and other subjects which would contribute to the recognition of the other High Contracting Party.
The High Contracting Parties may establish cultural institutes in the territory of the second High Contracting Party provided that the general legal provisions on the establishment of such institutes which apply in the territory concerned are respected. These institutes mean: permanent exhibitions, libraries, reading rooms and archives, intended for studies and for the fields covered by this Agreement.
The High Contracting Parties will be encouraged to exchange researchers, professors, teachers, awareness-raising workers, students, pupils, artists and representatives of other cultural professions and trade unions.
The High Contracting Parties, being aware of their Slavic fraternity, will proceed towards students and pupils, members of the second High Contracting Party, as well as domestic members.
The conditions under which examinations, certificates and diplomas of all species in force in the territory of one High Contracting Party and for admission to the service of the other High Contracting Party may be recognised shall be examined and determined.
The High Contracting Parties shall, as far as possible, provide scholarships to enable the members of the other Contracting Party to study, train or work as researchers on its territory.
The High Contracting Parties will be encouraged to cooperate closely between scientific, cultural, awareness-raising, physical, artistic and similar associations and the organisations of their countries, thereby mutually supporting their activities.
To this end, the High Contracting Parties shall ensure the freedom of scientific research in libraries, archives and in the field to the scientists of the other Party, while maintaining the general legal provisions in force in the country where such research work takes place.
The High Contracting Parties will work to eliminate the harmful consequences of German fascist and any other fascist propaganda against the Czechoslovak Republic and the Federal People's Republic of Jugoslavia in the field of science and culture.
The High Contracting Parties will support the organisation of holiday courses for teachers of universities and other schools of all degrees and species, as well as for cultural and educational workers and artists of the second High Contracting Party. This also applies to exchanges of racing practice, exchange of course participants during holidays and training camps of all kinds.
The High Contracting Parties will be supported - possibly by providing material resources - by mutual visits to individuals as well as to selected groups of scientific, educational and physical workers, writers and artists to develop scientific, educational, cultural, physical and other cooperation.
The High Contracting Parties will promote cooperation between recognised youth organisations, professional organisations of awareness-raising workers, as well as between other scientific and cultural organisations and associations of both countries.
The High Contracting Parties will assist each other in their efforts to disseminate culture and to explore each other widely, in particular:
(a) organising exchanges of books and magazines, daily and periodical newspapers and other publications between relatives of the institutes and associations of both countries;
(b) cultural care of citizens of the second High Contracting Party in its territory, as well as cultural care of its citizens in the second High Contracting Party in agreement with its respective institutions;
(c) facilitating and implementing the exchange of museum material;
(d) facilitating the activities of journalists' agencies and correspondents and supporting press visits and excursions;
(e) lectures and language courses;
(f) the replacement of teaching aids;
(g) concerts;
(h) exhibitions and enterprises of all kinds;
(i) theatre performances, exchange of actors or theatre files;
(j) radio, film, record, etc.;
(k) the cultivation of sport relations through sport and physical organisations, the promotion of tourism and the organisation of recreational businesses;
l) Each High Contracting Party will take appropriate care to protect copyright and to publish primarily valuable literary works of the other High Contracting Party in good translations.
The High Contracting Parties shall establish a permanent Joint Commission, composed of 14 members. This Commission will act as an advisory, initiative and supervisory body.
The Joint Commission will be divided into two sections: one will have a seat in Prague, the other in Belgrade. Each section will have seven members.
Members of the Czechoslovak Section will be appointed by the Czechoslovak Ministry of Education and Education in agreement with the Ministry of Foreign Affairs and the Ministry of Information. The members of the South Slavic Section will be appointed by the Commission for Schools and Science in agreement with the Commission for Culture and Arts and with the South Slavic Ministry of Foreign Affairs.
The Prague Section of the Joint Commission will have representatives of the Czechoslovak Ministry of Foreign Affairs, Ministry of Education and Education, Ministry of Information, Cultural, Information and Artistic Workers and Youth. In the Belgrade Section of the Joint Commission, South Slavic Ministry of Foreign Affairs, the Commission for Schools and Science, the Commission for Culture and Arts, the Association of Information Workers and the Central Council of South Slavic Youth will have representatives.
The meetings of the two sections may be attended by the press attaché as well as the cultural attaché of the other country, as well as by a representative of the National Society for Cultural Cooperation between Czechoslovakia and Jugoslavia and experts.
List of appointed members The section will be submitted by diplomatic channels to the second High Contracting Party for approval.
The Plenum of the Permanent Joint Commission will meet as needed, at least once a year, alternately in the Czechoslovak Republic and the Federal People's Republic of Jugoslavia. At these meetings, the 15th member to be appointed by the Czechoslovak Ministry of Education and Education on a proposal from the Prague Section will be chaired by the Joint Commission in Czechoslovakia, and the Commission for Schools and Science on a proposal from the Belgrade Section, meeting in Jugoslavia.
The task of the Joint Commission will be to take decisions at plenary sessions and propose measures for the implementation of this Agreement. The first of these measures will be the development of an Additional Protocol, which will become part of the Agreement once it is approved by both Parties. The Joint Commission will supervise the implementation of the Agreement and the decisions and measures taken by agreement and will present to the High Contracting Parties any changes it considers necessary.
This Agreement shall be implemented in practice by the competent central authorities on the basis of the initiatives and proposals of the Joint Commission.
The two High Contracting Parties undertake to take the necessary administrative and financial measures for the practical implementation of this Agreement.
The provisions of this Agreement do not in any way alter the effectiveness of the laws and regulations of the High Contracting Parties concerning all foreigners as regards entry and residence in the country.
This Agreement shall be ratified. The replacement of instruments of ratification will take place in Prague.
The Agreement shall enter into force on the date of the replacement of the instruments of ratification.
This Agreement shall remain in force for at least five years. If none of the High Contracting Parties announces six months before the expiry of the deadline that it wishes the Agreement to cease to apply, the Agreement shall remain in force until six months after one of the High Contracting Parties has expressed its wish that the Agreement cease to apply.

When signing this Agreement, both High Contracting Parties agree that the Joint Commission, established pursuant to Article XII. of this Agreement, shall meet for the first time not later than three months from the date of signature of this Agreement.
Made in Belgrade in two specimens in Czech and Serbian languages on 27 April 1947. Both texts are authentic.
