DECLARATION
of 6 May 2016
amending Decree No 82 / 2011 Coll., on the measurement of electricity and on the method of determining the compensation for unauthorised collection, unauthorised delivery, unauthorised transmission or unauthorised distribution of electricity, as amended by Decree No 476 / 2012 Coll.
The Ministry of Industry and Trade provides pursuant to Article 98a (1) (a) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Performance of State Administration in the Energy Sector and on the Amendment of Certain Laws (Energy Act), as amended by Act No. 158 / 2009 Coll., Act No. 211 / 2011 Coll., Act No. 165 / 2012 Coll. and Act No. 131 / 2015 Coll.:
Decree No. 82 / 2011 Coll., on the measurement of electricity and on the method of determining the compensation for unauthorised collection, unauthorised delivery, unauthorised transmission or unauthorised distribution of electricity, as amended by Decree No. 476 / 2012 Coll., is amended as follows:
1. In Article 1 (2), at the end of the introductory part of the provisions, the words "from the highest type to the lowest type, single or multi-tariff 'shall be added.
2. in Article 1 (2) (a), (b), the words "active and reactive" shall be inserted after the words "values."
3. In Paragraph 1 (2) (c), the word "S 'is replaced by the word" M', after the words "which is', the word" running time 'is inserted and the words "not being type A or type B measurements' are replaced by the words" and the continuous recording of the mean active power value over the measurement interval is performed directly by the measuring device '.
4. In Paragraph 1 (2), the words "; the measurement of type C is not continuous, may be remotely transmitted 'shall be added at the end of the text in point (d).
5. In Paragraph 2 (1), the comma at the end of point (g) is replaced by a dot and point (h) is deleted.
6. In Paragraph 2 (2), the words "with installed power exceeding 10 kW 'shall be added at the end of the text in point (b).
7. in § 2 (2) (e):
"(e) customer demand points with a power consumption of up to 1 kV from the distribution system through which the power plant with an installed power output above 10 kW is connected;"
8. in Article 2 (2), point (f) is deleted;
Point (g) shall be renumbered as point (f).
9. Paragraph 2 (4) reads as follows:
"(4) At least by measuring type M electricity must be measured at
(a) transmission points for power generating plants up to and including 1 kV directly connected to the distribution system with installed power up to and including 10 kW;
(b) customer demand points with a voltage of up to 1 kV from the distribution system, through which the power plant with an installed power up to and including 10 kW is connected. ';
10. In Article 2, the following paragraph 5 is inserted after paragraph 4:
"(5) Electricity at the transfer points and at the sampling points referred to in paragraph 4 may be measured by type B measurements. ';
Paragraphs 5 to 7 shall be renumbered paragraphs 6 to 8.
11. in Paragraph 2 (6), "6" is replaced by "7."
12. in Paragraph 2 (8), the words "with installed power up to and including 5 kW" shall be deleted and the words "measuring type B" shall be replaced by the words "at least measuring type M."
13. in Article 3 (2) of the introductory part of the provision, the words "and M" shall be inserted after the words "type B."
14. in Article 3, paragraph 3 is deleted;
Paragraph 4 shall become paragraph 3.
15. in Article 4 (3), the word "Calculation" is replaced by the words "If the data recorded by the measuring device are not available, the calculation";
16. in Paragraph 4 (4), the word "estimate" shall be deleted;
17. in Article 4 (5), the words "consumption estimation" shall be replaced by the words "determination of spare consumption data" and the word "use" shall be replaced by "use."
18. Paragraph 5 (2) is deleted.
Paragraphs 3 to 9 shall be renumbered paragraphs 2 to 8.
19. in Paragraph 5 (2), "08 < j < 1808" is replaced by "0 ° < j < 180 °" and "1808 < j < 3608" is replaced by "180 ° < j < 360 °";
20. in Article 5 (7), "S" is replaced by "M";
21. In Paragraph 6 (3), the words "type A and type B" are inserted after the word "measurement," and at the end of the paragraph, the phrase "For continuous measurements at a level of particularly high, very high and high voltage, the performer shall be evaluated in the basic measurement interval."
22. in Paragraph 6 (5):
"(5) At the request of the electricity manufacturer, the distribution system operator or the customer and, where the measurement allows, the transmission system operator or distribution system operator shall provide the electricity producer, the distribution system operator or the customer with impulse outputs from the measurement continuously directly at the transfer point or at the sampling point, or make the measured values available by means of another communication interface of the electrometer. The use of impulse outputs or the provision of measured values by a transmission system operator or distribution system operator through other electrical communication interfaces shall not be permitted without the consent of the transmission system operator or distribution system operator. ';
23. in Article 6 (6), the word "equipment" shall be replaced by "equipment in a three-phase system."
24. in Article 7 (2), the words "where a change in the rate of exchange of measuring equipment requires," shall be inserted after the word "tariff."
25. in Article 7 (3), the word "S" is replaced by "M" and the word "regular" is inserted after the word "purpose."
26. in Article 7 (4), "S" is replaced by "M";
27. in Article 7 (5), the word "protocol" is replaced by the word "record."
28. in Article 7 (6), the words "the distribution system operator" shall be inserted after the words "the requests."
29. in Article 8 (1), "type A and type B measurements" is replaced by "type A, type B measurements and type M measurements."
30. in Paragraph 8 (4) (a) (2), "S" is replaced by "M" and "active power in kW a" is inserted after "value."
31. in Paragraph 9 (4) (c), the word "weakest" shall be deleted and the words "at the point of connection to the unmeasured part" shall be inserted after the word "conductor."
32. in Article 9 (6) (a):
"(a) for the collection of electricity from a low voltage network
1. from the penultimate periodic deduction made for the purpose of annual balancing of electricity consumption, but not more than 24 months; the self-reading of electricity consumption is not considered a regular deduction in such a case,
2. not more than 24 months in cases where the deduction for the purpose of balancing the consumption of low voltage electricity is made more than once a year, ';
33. in Paragraph 9 (9) of the introductory part of the provision, the word "valid" is replaced by the word "effective."
34. in Paragraph 9 (9) (b):
"(b) prices for a distribution system service, where the price component of a distribution system service to support supported sources is the amount of CZK 495 / MWh, and where the rate C 02d or D 02d is used in the low voltage network, according to the category of electricity consumption,"
35. in Article 9 (9), points (c) to (e) are deleted;
Point (f) shall be renumbered as point (c).
36. in Paragraph 10c, the designation of paragraph 2 is deleted.
Efficacy
This decree shall take effect on the 15th day following its publication.
