Ministry of the Interior pursuant to § 59 (a) and (b) of Act No. 130 / 2000 Coll., on elections to regional councils and on the amendment of certain laws (hereinafter referred to as "the Act") and in agreement with the Czech Statistical Office pursuant to § 59 (b). (c) the Act and in agreement with the Ministry of Labour and Social Affairs and the Ministry of Finance pursuant to § 59 (d) of the Act provide:

ČÁST PRVNÍ

RULES OF PROCEDURE OF THE STATE ELECTION COMMISSION
§ 1
Preparation of Commission meetings
(1) The deliberations of the State Electoral Commission (1) (hereinafter referred to as "the Commission") shall be convened by the President of the Commission (hereinafter referred to as "the President") and by the commission member responsible, in his absence or for other serious reasons. The meetings of the Commission shall be held as necessary.
(2) The President or a committee member appointed by him shall send an invitation, a draft agenda and supporting documents to the members of the commission, so that they are received no later than three days before the date of the commission's meeting. For reasons of urgency, additional items on the agenda may be added to the agenda on the day of the panel's meeting.
(3) In exceptional cases, the meetings of the Commission shall be convened by the chairman or a commission member authorised by him without prior service of the written invitation and supporting documents.
§ 2
Principles of decision-making, negotiation and management of the Commission
(1) The proceedings of the Commission are private.
(2) The deliberations of the Commission shall be managed by the President and, in his absence, by a Member of the Commission (hereinafter referred to as "the President ').
(3) The President may invite persons who are not members of the Commission to the deliberations of the Commission or a part of it.
(4) The Commission shall adopt a resolution on each item of the meeting. The Commission is in a position to act if an absolute majority of its members are present. The resolution shall be adopted if the majority of the committee members present vote for them. If the quorum is not available, the President shall determine when the next meeting of the quorum will take place and end the meeting of the quorum.
(5) The President shall subsequently inform the members of the Commission of any measures taken between the Commission's deliberations on urgent matters. 2)
§ 3
Minutes of committee proceedings and other documents of the commission
(1) Sound recording and recording shall be taken from the meetings of the Commission. The minutes shall include the resolution adopted and any media report.
(2) The minutes of the Commission's deliberations are signed by the President. The minutes shall be received by the members of the Commission at the latest on the date on which the next meeting of the Commission takes place. At this meeting of the Commission, the members of the Commission may make comments thereon.
(3) The other documents of the Commission shall be signed by its chairman or, in his absence, by his authorised member of the Commission.
§ 4
Archiving of election documentation of the Commission
For electoral documents concerning elections to regional councils, the shredder characters and deadlines are set: 3)

METHOD AND PROCEDURE FOR VERIFICATION OF FUNCTION PERFORMANCE
§ 5
Eligibility verification
Eligibility for the operation of the election section is verified by the Regional Office for the staff of the municipality included in the entrusted municipal office and entrusted with the activities of the volub.4)
§ 6
An employee of the municipality in which the municipal office is entrusted, and in the cities of Brno, Ostrava and Plzeň, the urban part or the urban district, to be entrusted with the activities of the election section, hereinafter referred to as the "candidate ', shall receive training and demonstrate the necessary knowledge of the election section through the examination.
§ 7
The application of the applicant pursuant to Section 5 for the training and performance of the exam is sent by the Mayor of the municipality, in which the municipal office is entrusted, in the cities of Brno, Ostrava and Plzeň, the Mayor of the City or the Mayor of the City District (hereinafter the Mayor) to the Regional Office.
§ 8
(1) A test committee shall be set up for the purpose of verifying knowledge in the election section.
(2) The President and the members of the Examination Committee at the Regional Office shall be appointed by the Director of the Regional Office from among the regional staff included in the Regional Office; The chairmen of the test committees shall be the staff of the counties assigned to the Regional Authority with a certificate of test carried out under a specific legislation. 5)
(3) The Trial Committees are three members.
(4) The Regional Authority shall determine the dates and place of the examination.
§ 9
Test
(1) The test consists of verifying the legal knowledge of the elections and related legislation; consist of a written and oral part.
(2) The examination committee shall draw up a minutes of the examination committee, signed by the chairman of the examination committee and its members. The minutes shall contain:
(a) the name and surname of the tenderer, the place where he is registered for permanent residence, the indication of the employer of the tenderer and his working title;
(b) the names, surnames and working names of the members of the Examination Board;
(c) the oral questions;
(d) evaluation of the written and oral examination.
(3) The applicant shall demonstrate the necessary knowledge if he has succeeded in at least two thirds of the questions contained in the written part of the test and in two thirds of the questions contained in the oral part of the test.
(4) The results of the examination shall be notified to the candidate by the chairman of the examination committee on the day of the examination.
(5) The requirements of the Regional Authority certificate of test carried out are set out in Annex 1 to Model 8.
(6) Candidates who have successfully passed the test shall issue a double-copy certificate of the test. One copy shall be transmitted by the tenderer to the employer. 6)
(7) If the tenderer has failed the test, the whole test may be repeated in at least one month; the time limit may be shortened by the Regional Authority in exceptional cases.

PROCEDURE OF THE GENERAL AUTHORITIES AND OF THE COUNTRY AUTHORITIES IN THE SAFEGUARD AND ARCHIVATION OF VOTING LEVEL AND OTHER ELECTION DOCUMENTS
§ 10
(1) The Municipal Office, the City Office, the City Office, in the cities of Brno, Ostrava and Plzeň, the City District Office or the City District Office (hereinafter referred to as "the Municipal Office"), shall ensure that, before the elections are held, the votes, envelopes and forms are protected so as to prevent abuse.
(2) The Municipal Office will take over all electoral documents, except for one copy of the record of the conduct and the outcome of the vote in the constituency from the District Electoral Commission. The municipal office shall keep three sets of unused ballots for archiving. Official envelopes, used ballots, auxiliary ballots for the addition of priority votes and used auxiliary census sheets, the municipal office will destroy the protocol
(a) after 30 days from the date of the futile expiry of the period for the submission of an application for nullity of vote, nullity of elections or nullity of election of the candidate (hereinafter referred to as "nullity proposal"),
(b) after 30 days from the date of the futile expiry of the period for lodging a constitutional complaint against the court's decision on the application for annulment; or
(c) 30 days after the date on which the Constitutional Court failed to comply with the last constitutional complaint lodged against the court's decision on the application for annulment.
(3) The electoral documents of the Regional Office, including one copy of the minutes on the course and the outcome of the vote in the constituency, shall be kept by that Office.
(4) Documentation on the financial costs of elections to regional councils shall be stored separately from the other documentation. 8)
(5) For electoral documents concerning the holding of elections to regional councils, the shredder characters and deadlines are set: 3)
(a) a candidate list, a declaration by the candidate for registration, including supporting documents on the candidate list, the waiver document or its appeal documents, the decision of the Regional Authority on the registration of candidate lists, the decision of the court on the registration of the candidate list, the ballot, the minutes on the outcome of the vote................. (b) other electoral documents............... V / 5.
(6) At the end of the shredding period, the procedure shall be followed in accordance with the specific legislation.3)

MODEL OF THE CANDIDATE CHARTER, MODEL OF THE VOTING LINE, CERTIFICATE OF DECLARATION, SAMPLES OF PRESSURE FOR THE INSURANCE AND PROCESSING OF RESULTS OF VOTING IN THE COUNTRY, SAMPLES OF OTHER DOCUMENTS AND METHOD OF DETERMINATION OF PRESSURE OF THE POINT
§ 11
(1) For elections to regional councils, the following models are set out in Annex 1 to this Decree:
1. Announcement of the time and place of elections to the regional council
2. Promise of the Rector and Members of the District Election Commission
3. Candidate list for elections to the regional council with an attachment
4. Voting card for election to regional council
5. Minutes of the results of the regional council elections
7. Certificate of Election by the Regional Council
8. Certificate of test carried out
9. Minutes of test performed
10. Record of refusal of registration and result of voting in the constituency of the Czech Statistical Office.
(2) For elections to regional councils, the model forms are set out in Annex 2 to this Decree:
1. Card of member of the State Election Commission with photo
2. Card of member of the Secretariat of the State Election Commission
3. Identity of the staff member of the municipality appointed by the municipal authority 9)
4. Card of member of the District Election Commission
5. Registration card of the District Election Commission
6. Minutes of the course and outcome of the vote in the constituency with an annex.
(3) If the District Electoral Commission makes use of the software supplied by the Czech Statistical Office, the press outputs from this programme10 are replaced by the form referred to in paragraph 2 (6).
(4) For elections to regional councils, the model of the form of the electoral licence and the procedure for the safekeeping of the form provided for in the Ministry of Interior Decree on the implementation of certain provisions of the Act on Elections to Parliament of the Czech Republic 24) shall be used.
§ 12
The Regional Office provides printing of ballots for county 11) through a business company selected by the Ministry of Interior 12) according to special legislation. 13)

FORM OF THE COOPERATION OF THE AUTHORITIES OF STATE GOVERNMENT IN THE CONTROL OF DATA MANAGEMENT BY THE COMPETENT POLITICAL PARTIES, POLITICAL HONES AND COALICATIONS IN THE PROCESSING OF CANDIDATE LISTS AND IN THE PRESENTATION OF THE BASIS OF THE PRINCIPLES OF THE CANDIDAMENTAL LISTS FOR THE ESTABLISHMENT OF REGISTERS AND CALCULATION OF CANDIDATES AND CANDIDYING POLITICAL PARTIES, POLITICAL HOSPITAL HES AND COALICS OF THE STATISTIC AUTHORITIES AND LOSING OF THE STATE ELECTION COMMISSION
§ 14
(1) The Regional Office shall continuously purchase and transmit to the Czech Statistical Office for the establishment of a register of candidates copies of the submitted candidate lists, no later than the first day following the expiry of the deadline for submitting the candidate lists.
(2) The Czech Statistical Office shall draw up a list of candidates with the same name, surname and age and other supporting documents for the inspection of the candidate documents submitted by the Regional Office. 17) It shall forward these documents to the Regional Office no later than the 60th day before the election date.
(3) After evaluation and following the instructions of the Regional Authority, the Czech Statistical Office updates the register of candidates. Similarly, the application shall be made in cases of revocation or renunciation of a candidate's application for registration or refusal to register a candidate's application by decision of the court. 18)
(4) At the latest on the first day following the expiry of the marketing authorisation period, the Regional Authority will send a list of registered candidate lists and a list of rejected candidate lists in the county to the Commission.
§ 15
(1) The Commission will draw 45 days before the election date the numbers for the voting lists of political parties, political movements and coalitions. Voting lists of the same political parties, political movements and coalitions must be marked with the same winning number in all regions. Every political party, political movement and coalition enters the draw only once, regardless of how many regions it has submitted candidate lists. As many whole numbers are inserted into the winning pool in an uninterrupted ascending row starting with number 1, as many different political parties, political movements and coalitions have submitted candidate lists. If a political party, political movement or coalition has not submitted a candidate list in all regions, this number shall remain vacant in the region.
(2) If either political party, political movement or coalition has not been registered in the county by decision of the court, 18) the number drawn by that political party, political movement or coalition in that region remains vacant.
§ 16
(1) After winning the numbers, the Czech Statistical Office will draw up a code list of the candidate political parties, political movements and coalitions, according to which they will be marked with the number and / or name and abbreviation of the name when processing and delivering the results of the elections.
(2) The Czech Statistical Office will enter the winning numbers of political parties, political movements and coalitions in the candidate register, copy the registry's data in the scope of the candidate list and submit it to the Regional Office.
(3) The Regional Office shall immediately inform the Czech Statistical Office of any surrender or withdrawal of a candidate in the period from the expiry of the deadline for the registration of the candidate list until the election is opened by submitting to it a copy of the waiver declaration and the withdrawal of the candidate. The Czech Statistical Office sets a sign in the candidate register for these persons to ensure that they are not taken into account when determining the results of the elections.

ČÁST ŠESTÁ

Special remuneration for the performance of the duties of a member of the District Electoral Commission, the manner in which it is paid and paid
§ 17
(1) The President of the District Electoral Commission is responsible for the performance of the duties of the Special Reward 20) (hereinafter referred to as the "Reward") of CZK 2,200, the Vice-President of the District Electoral Commission of CZK 2,100 and the other members of the District Electoral Commission of CZK 1,800. If the vote is repeated, the reward will increase by 400 CZK.
(2) If elections are held for regional councils in the run-up to other election21), the remuneration of a member of the District Electoral Commission pursuant to paragraph 1 is increased by 400 CZK for each subsequent election. If the second round is held in the elections, the remuneration for the next round of elections to the Senate of the Parliament of the Czech Republic or the election of the President of the Republic under the special legislature25 will be increased.
(3) In addition to the remuneration referred to in paragraphs 1 and 2, a member of the District Electoral Commission who is neither in employment nor in employment, shall be entitled to compensation for lost earnings for the duration of the term of office of a Member of the District Electoral Commission of CZK 43 per hour, but not more than CZK 340 per day.
(4) The remuneration referred to in paragraphs 1 and 2 and the flat-rate compensation for the loss of earnings referred to in paragraph 3 shall be paid by the municipal authority within 30 days of the closure of the electoral commission. In the event that a member of the District Electoral Commission does not participate in all the deliberations of the District Electoral Commission, the municipal authority shall reduce the total amount of remuneration determined in accordance with paragraphs 1 and 2, according to the records of his participation in the deliberations of the District Electoral Commission.

FINAL PROVISIONS
§ 18
(1) At the latest within 15 days of the entry into force of this Order, the Head of the District Office shall send applications to the Ministry of the Interior of candidates for training and carrying out the examination referred to in Section 7 (1).
(2) The Mayor shall send the application for training and carrying out the examination referred to in Article 7 (2) to the district office within 15 days of the entry into force of this Order.
§ 19
If measures have already been taken to prepare elections in accordance with this decree before the beginning of the regulation, these measures shall be viewed as being taken for its effectiveness. 23)
§ 20
Efficacy
This decree shall take effect on the day of its publication.
