on the election of the President of the Republic.
The National Assembly of the Czechoslovak Republic decided on the following Act:
The President of the Republic shall be elected by the National Assembly.
In order for the election to be valid, an absolute majority of Members must be present at the time of the election.
(1) The election is held in a public meeting without debate.
(2) The Rules of Procedure of the National Assembly shall apply to this meeting, unless otherwise provided for in this Act.
(1) In the first election, the majority of Members present shall decide.
(2) If this result is not achieved in the first choice, the second choice shall be made.
(3) If no one reaches a three-fifths majority in the second election, a closer vote shall be held between the two candidates who receive the largest number of votes in the second election; in the event of a tie, a draw shall be drawn from which the candidate is to be put to a close vote.
(4) Votes cast at a closer vote to someone other than one of the two candidates involved in this election are invalid.
(5) In the short term, one of the candidates is elected to receive a larger number of votes; in the event of a tie, the lot shall decide.
(1) Before the first election, a group of at least 100 Members may propose a joint candidate for the presidency of the Republic. If only one such proposal is made, the first choice shall be made by raising a hand or rising.
(2) Otherwise, tickets shall be voted on in the election of the President of the Republic.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
