on the establishment of trade unions and other departments of national committees
The Government of the Czech Socialist Republic orders pursuant to § 61 paragraph 3 of Act No. 69 / 1967 Coll., on National Committees, as amended by the Act of the Czech National Council No. 137 / 1982 Coll., amending and supplementing the Act on National Committees and regulating the jurisdiction of municipal national committees in certain sections of government ("the Act '):
(1) The Regional National Committees establish:
the organisational department,
the department of cadre and staffing,
Planning department,
Regional Planning Department,
the Financial Department,
construction and zoning department,
the local economy department,
Trade and Tourism Department,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Labour,
Health Department,
Department of Home Affairs,
(2) The Regional National Committee may, with the agreement of the Government of the Czech Socialist Republic (hereinafter referred to as "the Government"), divide the Department of Construction and Urban Planning into the Department of Construction and the Department of Urban Planning.
(3) The Regional National Committee may combine the trade unions referred to in paragraph 1 or, where appropriate, the trade unions resulting from the division of the department referred to in paragraph 2.
(1) The National Committee of the City of Prague establishes
the organisational department,
the department of cadre and staffing,
Planning department,
Regional Planning Department,
the Financial Department,
Department of Construction,
Department of Local Industry and Services,
Transport Department,
Trade and Tourism Department,
Department of Water and Forestry, Energy and Agriculture,
housing department,
Department of Education,
the Department of Culture,
Health Department,
Department of Social Affairs,
Department of Home Affairs,
department of the main architect of the capital city of Prague.
(2) The District National Committees in Prague establish
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
Department of Construction,
the Energy, Transport and Agriculture Department,
housing department,
Department of Trade and Services,
Department of Education and Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Internal Affairs.
(3) The National Committee of the City of Prague may merge the trade unions referred to in paragraph 1; the District National Committees in Prague may, after consultation with the National Committee of the City of Prague, merge the trade unions referred to in paragraph 2.
(1) National Committees of the cities of Brno, Ostrava and Plzeň establish:
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Trade and Tourism,
housing department,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Home Affairs,
(2) National Committees of the cities of Brno, Ostrava and Pilsen may, with the agreement of the Regional National Committee, divide the local economy, trade and tourism into the local economy and trade and tourism departments, the social and health sectors into the social and health sectors.
(3) The national committees of the cities of Brno, Ostrava and Plzeň may, after consulting the Regional National Committee, combine the trade unions referred to in paragraph 1 or, where appropriate, the trade unions resulting from the division referred to in paragraph 2.
(4) The National Committees of the cities of Brno, Ostrava and Plzeň determine which trade unions and other departments are set up by the local national committees.
(1) The Regional National Committees shall establish:
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
construction and zoning department,
Department of Local Economy, Trade and Tourism,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Home Affairs,
(2) The Regional National Committee may, with the agreement of the Regional National Committee, divide the Department of Construction and Urban Planning into the Department of Construction and Land Planning, the Department of Local Economy, Trade and Tourism into the Department of Local Economy and the Department of Trade and Tourism, the Department of Social Affairs and Health into the Department of Social Affairs and the Department of Health.
(3) The Regional National Committee may, after consulting the Regional National Committee, combine the trade unions referred to in paragraph 1 or, where appropriate, trade unions resulting from the division of trade unions referred to in paragraph 2.
(1) Urban National Committees of the first category (Section 10 (3) of the Act)
(a) establish:
Department of Organisational and Home Affairs,
the department of cadre and personnel work,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Transport and Trade,
housing department,
Department of Education and Culture,
the Department of Social Affairs, Labour and Health;
(b) may, with the agreement of the Regional National Committee, divide the Department of Organisational and Home Affairs into the Department of Internal Affairs, the Department of Local Economy, Transport and Trade into the Department of Local Economy and Trade and the Department of Transport.
(2) Urban National Committees of the second category (Section 10 (4) of the Act) may, with the agreement of the District National Committee, establish:
Department of Organisational and Home Affairs,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Transport and Trade,
housing department,
Department of Education and Culture,
Department of Social Affairs, Labour and Health.
(3) Other urban national committees and local national committees may, with the agreement of the district national committee, establish:
(a) in municipalities over 5000 inhabitants
the Planning and Financial Department,
Department of Construction, Local Economy and Trade,
the administrative department;
(b) in municipalities with a population of up to 5000, one department, usually economic.
(4) The municipal national committees and local national committees may combine the departments referred to in the preceding paragraphs, namely the municipal national committees of the first category (Section 10 (3) of the Act) after consulting the regional national committee and other municipal national committees and local national committees after consulting the district national committee.
(5) Paragraphs 3 and 4 apply mutatis mutandis to local national committees in the capital of Prague and in the cities of Brno, Ostrava and Pilsen.
National committees may establish trade unions and departments of national committees other than those referred to in the previous provisions only under specific rules. 1)
If the municipal national committees of the second category (Section 10 (4) of the Act) have established a cadre and personnel division before the entry into force of this Regulation, they may continue to do so.
The Order of the Government of the Czech Socialist Republic No. 135 / 1971 Coll., on the establishment of trade unions of national committees is hereby repealed.
This Government Regulation shall enter into force on 1 January 1983.
