on the objectives and main tasks of the State Development Plan and the State Budget of the Slovak Socialist Republic for 1971
The Slovak National Council decided on this law:
Objectives and main tasks of the State Development Plan of the Slovak Socialist Republic
(1) The objective of the State Plan for the Development of the National Economy of the Slovak Socialist Republic (hereinafter referred to as the "State Plan of the Republic") for 1971 is to achieve an increase in the efficiency of the national economy and further increase in resources in order to strengthen the economic base of the development of the company and its standard of living.
(2) The main tasks of the State Plan of the Republic in 1971 are:
(a) increase the efficiency and continuity of the production process and the production of resources on the basis of improved use of basic funds, raw materials and materials, energy and labour, in particular in industry, agriculture and construction, in order to achieve a national income growth of 6.9%;
(b) the further development of foreign trade and the international division of labour, ensuring the commitments resulting from the coordination of five-year plans with the Member States of the Council of mutual economic assistance; ensure preferential export growth before import growth and production growth;
(c) to make investment construction more efficient, to concentrate the means for the planned capacity to be put into service and to further reduce capacity; improve the preparation of new construction;
(d) further consolidate and increase the standard of living achieved by increasing the overall real income of the population in the context of consistent remuneration according to the results of work, improving the satisfaction of the population's demand on the market and the gradual development of the cultural and health care sector.
(1) In order to achieve the objectives and security of the main tasks referred to in Article 1, the Government of the Slovak Socialist Republic shall establish, in accordance with the objectives and main tasks of the State Plan of the Czechoslovak Socialist Republic, the State Plan of the Republic for 1971.
(2) The Government of the Slovak Socialist Republic will, during the year, make adjustments to the binding tasks of the State Plan of the Republic for 1971 resulting from changes in the management of the national economy by the federal authorities and the authorities of the Republic and by the National Economic Planning Act.
Determination of the State Budget of the Slovak Socialist Republic

(2) The state budget of the Republic shall include:
| souhrnný finanční vztah rozpočtu národních výborů k státnímu rozpočtu republiky (dotace ze státního rozpočtu republiky) ve výši | 5 943 975 000 Kčs |
| a účelové subvence poskytované ze státního rozpočtu republiky do rozpočtů národních výborů ve výši | 6 235 060 000 Kčs. |
Management responsibility
The Ministry, other central authorities, organisations and national committees shall be responsible for the management and management of the budget resources for their own activities in the organisations under their responsibility.
Empowerment of the Government of the Slovak Socialist Republic
(1) The Government of the Slovak Socialist Republic is hereby authorised to:
(a) to adjust the budgetary expenditure of ministries and other central authorities and organisations, subsidies and special-purpose subsidies for national committees in the course of 1971, if required by the security of the treasury balance of state management;
(b) to adjust the financial relations between the Republic's state budget and the national committees' budgets in the course of 1971 if the conditions under which subsidies and special-purpose subsidies have been set have changed as a result of its action;
(c) to reflect in the Republic's state budget the financial consequences resulting from organisational changes and delimitation which have an impact on the relationship between the Republic's state budget and the Federation's state budget;
(d) to reflect the financial consequences resulting from changes in the Republic's state plan and the mobilisation of the government budget reserve, provided that this does not undermine the balance of the Republic's state budget;
(e) implement the necessary budgetary measures for the period from 1 January 1971 until the adoption of the modified State Budget of the Republic for 1971, which will result from changes in the scope of federal and national authorities and from the Act on the rules of the State Budget of the Czechoslovak Federation and on the principles of the management of the budgetary resources of the State Budget of the Federation and Republics (budgetary rules).
(2) The Government of the Slovak Socialist Republic may delegate the powers referred to in paragraph 1 to the Minister of Finance of the Slovak Socialist Republic.
Empowerment of the Minister of Finance of the Slovak Socialist Republic
The Minister of Finance of the Slovak Socialist Republic is hereby authorised
(a) to finance short-term loans to cover the transitional deficit of the state budget of the Republic where the deficit results from a time discrepancy between revenue and expenditure of the budget; short-term loans must be paid in principle by the end of 1971 and, if this is not possible, the method of payment must be proposed to the Slovak National Council at the latest when approving the Slovak Socialist Republic's State Final Account for the financial year 1971;
(b) to charge, at the end of the year, the funds granted to the State Budget of the Republic from the State Budget of the Federation for specific special-purpose actions.
Use of additional resources and surplus of national committees
(1) In 1971, the National Committees shall use the resources of the Fund for Reserve and Development and other additional resources to cover the expenditure of their budgets, unless such expenditure is covered by the planned revenue of their budgets and subsidies or by the special-purpose subsidies from the State Budget of the Republic or the budget of the National Committee of the Higher Level.
(2) After the implementation of the financial arrangements for 1971, the National Committees will transfer part of the surplus of their management for 1971 to their reserve and development fund to the extent specified by the Government of the Slovak Socialist Republic. The remaining part of the surplus shall be carried to the state budget of the Republic.
(3) The Minister for Finance of the Slovak Socialist Republic is hereby authorised to regulate the way in which the contributions to the State Budget of the Republic referred to in paragraph 2 are implemented.
Infringement of financial and budgetary rules
The Government of the Slovak Socialist Republic is hereby authorised to reduce, bind or, where appropriate, withdraw funds from the State Budget of the Republic of Slovakia to ministries, other central authorities and organisations and to fund state funds, provided that such bodies and organisations or organisations are in breach of the financial and budgetary rules or the principles of subsidy policy; for the same reasons, it may reduce subsidies and special-purpose subsidies granted from the State budget of the Republic to the national committees.
This Act shall take effect on 1 January 1971.
