Decree of the Ministry of Labour and Social Affairs on the transfer of working time in connection with holidays in the five-day working week between 1968 and 1970

on transfers of working time in connection with the five-day working week holidays between 1968 and 1970
In order to make more economical the layout of working time and to enable workers to make better use of working days to relax, the Government of the Czechoslovak Socialist Republic, on a proposal from the Ministry of Labour and Social Affairs (§ 94 of the Labour Code No. 65 / 1965 Coll.), established by order of 11 November 1968 No. 400 that:
1. in 1968
(a) working leave from Saturday 21 December is moved to Monday 23 December and working leave from Sunday 22 December is moved to Tuesday 24 December. The working hours of Monday 23 December are moved to Saturday 21 December and the working hours of Tuesday 24 December are moved to Sunday 22 December;
(b) the working leave of Saturday, 28 December shall be postponed until Monday 30 December and the leave of Sunday 29 December shall be postponed until Tuesday 31 December. The working hours of Monday 30 December shall be postponed to Saturday 28 December and the working hours of Tuesday 31 December shall be postponed to Sunday 29 December;
2. in 1969
(a) the working leave from Sunday 4 May shall be moved to Friday 2 May and the working time from Friday 2 May shall be moved to Sunday 4 May;
(b) the working leave from Sunday, 26 October is moved to Monday, 27 October and the working leave from Saturday, 25 October is moved to Sunday, 26 October. The working hours of Monday 27 October shall be postponed until Saturday 25 October;
(c) the working leave of Saturday, 27 December is transferred to Wednesday, 24 December and the leave of Sunday, 28 December is transferred to Saturday, 27 December. The working hours from Wednesday 24 December shall be postponed until Sunday 28 December;
(d) the working leave from Saturday 3 January 1970 is transferred to Wednesday 31 December 1969 and the leave from Sunday 4 January is transferred to Friday 2 January 1970. The working hours from Wednesday, 31 December 1969 shall be moved to Saturday, 3 January 1970 and the working hours from Friday, 2 January 1970 shall be moved to Sunday, 4 January 1970;
3. where any of the Saturdays concerned by the movement referred to in the preceding paragraphs do not qualify for leave of work for workers under the regular schedule of their working hours, the working hours which they may have on such Saturdays shall be transferred accordingly;
4. workers who are granted an advantage for work on Saturdays and Sundays shall also benefit from this advantage on the days on which leave of work is transferred from those days;
5. transfers do not concern continuously operated workplaces.
The government further imposed
1. Councils of the Regional and Regional National Committees, the National Committee of the City of Prague and the National Committee of the Slovak Capital of Bratislava to ensure the adaptation of bus and local transport of workers and pupils, the operation of nursery and school schools, school satellites and clubs according to the time transfers provided for by this resolution;
2. the Minister for Transport to ensure the adaptation of rail transport;
3. the Director of the Central Communications Administration, to ensure the services of the links;
4. the Minister for Internal Trade, the Minister for Agriculture and Nutrition, Councils of Regional and District National Committees, the Board of the National Committee of the City of Prague and the Board of the National Committee of the City of Slovakia Bratislava, and recommends that the Chairpersons of the Union of Consumer Cooperatives and the Union of Production Cooperatives take the necessary measures to ensure the smooth supply, distribution of food products and certain services to workers, in particular to ensure the supply and sale of meat, milk, butter, bread and pastries, taking into account working hours under this resolution;
5. to all ministers, heads of central authorities and councils of regional and regional national committees (the Council of the National Committee of the City of Prague and the Board of the National Committee of the City of Slovakia Bratislava) whose subordinate organisations apply transport requirements, to take the necessary measures to ensure that the loading and unloading of railway wagons does not fall below 90% of the monthly average of daily loading and unloading on those working days;
6. the Minister for Mining to ensure the continuous supply of 24-hour enterprises supplied directly by means of transport facilities to the Minister for Mining on the days of work leave.
At the same time, the Government authorised all ministers, the heads of central bodies, the Councils of the Regional National Committees, the Council of the National Committee of the Capital City of Prague and the Council of the National Committee of the City of Slovakia Bratislava to allow, after consultation with the Central Committee of the relevant trade union or, where appropriate, the relevant Regional Trade Union Council for enterprises and establishments, an exemption from the arrangements for transfers of working time under this resolution, if necessary for operational reasons, in order to ensure a smooth supply or in terms of production tasks.
