ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 6 April 2020
on the adoption of crisis measures
Following Government Resolution 194 of 12 March 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status for the territory of the Czech Republic because of a health threat related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic and, within the meaning of § 5 (a) to (e) and § 6 (1) (b) and § 6 (2) (b) of the Crisis Act, decided to take emergency measures to deal with the crisis situation.
Government provided the duration of the emergency is extended
I. orders with effect from 14 April 2020 from 00: 00 hours for the duration of the emergency condition
1. the ban on entry into the Czech Republic for all foreigners does not apply:
(a) for foreigners residing with a temporary stay of more than 90 days or permanent residence in the Czech Republic, family members - spouses and minor children - citizens of the European Union and citizens of the Czech Republic who are entitled to enter the Czech Republic,
(b) for citizens of the European Union and foreigners authorised to reside in the European Union who transit through the Czech Republic for the purpose of travelling home and have a note issued to that effect by the representative office (transit and repatriation),
(c) if the entry of these aliens is in the interest of the Czech Republic,
(d) for cross-border workers who regularly cross the national border with the Czech Republic from a neighbouring State for the purpose of carrying out work in the Czech Republic;
(e) for international transport workers,
(f) for critical infrastructure service personnel;
(g) for diplomats and officials of international organisations;
(h) emergency situations;
The Ministry of the Interior shall, by means of a communication published on the website of the Ministry of the Interior or by other appropriate means, adjust the details of crossing the national border;
2. to all persons entering the territory of the Czech Republic immediately upon entry into the territory of the Czech Republic to notify this fact, by telephone or other remote access, of the regional health station responsible for the place of residence or the declared stay,
3. that the obligation to notify entry into the Czech Republic under point 2 does not apply to:
(a) persons referred to in points 1 (b) and 1 (h). These persons shall be required to notify entry into the Czech Republic as referred to in point 2 if their stay in the Czech Republic is longer than 24 hours,
(b) persons referred to in points 1 (c), (d), (e), (f) and (g). These persons shall be required to notify their entry into the Czech Republic in accordance with point 2 if their stay in the Czech Republic is longer than 14 days,
(c) citizens of the Czech Republic who regularly cross the national border in order to carry out work in a neighbouring State. These persons shall be required to notify their entry into the Czech Republic in accordance with point 2, if their travel period has been longer than 14 days,
(d) citizens of the Czech Republic who have travelled in an emergency situation. These persons shall be required to notify their entry into the Czech Republic as referred to in point 2 if their travel time has been longer than 24 hours,
(e) citizens of the Czech Republic who have travelled as international transport workers, as workers of critical infrastructure, diplomats or officials of international organisations. These persons shall be required to notify their entry into the Czech Republic in accordance with point 2, if their travel period has been longer than 14 days,
4. regional health centres to decide on quarantine pursuant to § 64 (a) in conjunction with § 2 (7) (a) of Act No. 258 / 2000 Coll. for persons who notify entry into the territory of the Czech Republic pursuant to point 2 or 3; the public health protection authority may, in individual cases of persons falling under the category of interest of the Czech Republic, the service of critical infrastructure, diplomats and officials of international organisations, or an emergency situation, decide on other quarantine measures in accordance with Act No. 258 / 2000 Coll. and on the duration of those measures,
5. that travel from the territory of the Czech Republic is possible only if necessary, provided that the purpose of travel is in accordance with the exceptions to the prohibition of free movement ordered by an exceptional measure of the Ministry of Health and according to point III., and that travel within the territory of the Czech Republic is not sufficient to achieve the purpose of travel,
6. all persons entering the Czech Republic after 14 April 2020,
(a) in the event of any symptoms of an infectious disease (in particular increased temperature, cough, shortness of breath, indigestion, loss of smell, general weakness or other symptoms), immediately notify this fact, by telephone or other remote approach, to its registered health service provider in the field of general medicine, or, if they do not have a registered provider, to any provider in the field of general medicine;
(b) to suffer from the cross-border control of symptoms of infectious disease and, if signs of infectious disease are detected, to provide the necessary synergy to healthcare professionals when carrying out a biological sample to detect the presence of COVID-19 disease;
(c) in the case of travel, to limit, as far as possible, direct personal contact in foreign territory;
7. that the purpose of travel for cross-border workers who, for the purpose of carrying out their work in a neighbouring State, regularly cross the national border if their travel time was less than 14 days, and for critical infrastructure service workers who, for the purpose of such service, if their travel time was less than 14 days, is in accordance with the exceptions to the ban on free movement ordered by the Ministry of Health emergency measures and according to point III, only after the submission of a note by the representative office of the destination country, that they are health, social services and essential components of the integrated rescue system, or a critical infrastructure operator, and that measures have been taken at the place of work to prevent the spread of the SARS CoV-2 Coronavar, in particular the obligation to carry out breathing protection devices;
8. To ensure that all persons receiving foreigners under the derogation in point I. / 1 / f ensure that workers entering for service in the Czech Republic comply with the rules for critical employees under the Government of the Czech Republic Decree of 30 March 2020 No. 332 on the adoption of a crisis measure, published under No. 140 / 2020 Coll.,
II. Orders the citizens of the Czech Republic, their family members and foreigners referred to in point I. / 1 / a, who are repatriated on the territory of the Czech Republic, to give prior notice of the date and method of repatriation to the representative office of the Czech Republic responsible for the country from which they leave and, after crossing the border of the Czech Republic to travel to the place of residence, not to use public transport and taxis;
III. prohibits, with effect from 14 April 2020, from 00: 00, for the duration of the emergency situation, all persons entering the territory of the Czech Republic who have not been ordered to quarantine in accordance with point I. / 4., free movement within the territory of the whole Czech Republic except:
(a) travel to, and pursuit of, employment and business or other similar activities,
(b) journeys strictly necessary to provide basic living needs, to provide care for children, to provide care for animals, to use the necessary financial and postal services, to supplement fuel;
(c) travel to health and social services establishments;
(d) travel to deal with urgent official matters;
(e) travel back to their place of residence;
(f) funerals;
IV. Extending the validity of the Government Resolution of 30 March 2020 No 334 on the adoption of a crisis measure, published under No. 142 / 2020 Coll., until 13 April 2020 23: 59;
V. requires the First Deputy Prime Minister and the Minister of the Interior to modify the details of the crossing of the national border as referred to in point I. / 1. of this resolution by means of a communication published on the Ministry of the Interior's website or by other appropriate means;
VI. shall be deleted with effect from 14 April 2020;
