amending and supplementing the Law of the Slovak National Council on the Rules of Procedure of the Slovak National Council
The Slovak National Council decided on this law:
ČI. I
Act of the Slovak National Council No. 204 / 1968 Coll., on Rules of Procedure of the Slovak National Council as amended by the Slovak National Council Act No. 150 / 1970 Coll. and No. 12 / 1971 Coll. is amended as follows:
1.
„§ 21
(1) A Member who has been given the floor is to speak on the subject. If it deviates from the present case or if it exceeds the speaking time, the President may draw the attention of the Member.
(2) A Member derogating from the present case may, upon renotification, withdraw the floor.
(3) If the Member exceeds the time limit to make a point of order (Paragraph 14 (6)) or, if necessary, to reply to a point of order, the President may withdraw his speech.
(4) The Slovak National Council will decide on the objections of a Member to whom the word has been withdrawn by simple voting without debate. "
2. In Paragraph 37, the following paragraph 3 is inserted after paragraph 2:
"(3) The President of the Slovak National Council shall send the principles of the law and the draft law to the Government of the Slovak Socialist Republic, if not the draftsman of the law. '
Paragraphs 3 and 4 shall be renumbered paragraphs 4 and 5.

„§ 41
(1) The draft law or any other proposal discussed in the Committee shall be justified by the appellant at the meeting of the Slovak National Council; after the draftsman, the rapporteur designated by the Committee shall report on the committee's discussion of the proposal. If several committees have discussed the proposal, the committees may designate a joint rapporteur.
(2) The draft law or any other proposal discussed in the committee submitted by a group of Members of the Slovak National Council shall be justified by the Member designated by that group of Members.
(3) The draft law or any other proposal discussed in the Committee by the Government of the Slovak Socialist Republic shall state the reasons on which it is to be entrusted. '
4. in Paragraph 46, the following paragraph 3 is inserted after paragraph 2:
"(3) The Bureau of the Slovak National Council may set up permanent or temporary working groups from among the members of the Slovak National Council, which may also notify the committees of the Slovak National Council of their initiatives. '
Paragraph 3 shall become paragraph 4.
5. Paragraph 49 repeals paragraph 1 and paragraphs 2 to 5 are renumbered paragraphs 1 to 4.
6. In Paragraph 55 (1), at the end of the first sentence, the words' and examining the conditions for the removal of a Member 'shall be deleted and, before the words' whether a Member 'shall be replaced by' a '.
7. In Paragraph 58, the following paragraph 2 is inserted after paragraph 1:
"(2) In committee, the appellant shall justify the draft law or any other proposal. If the appellant is the Government of the Slovak Socialist Republic, the proposal will be justified by the member to whom the Government will entrust it. The bill or other proposal tabled by a group of Slovak National Council Members shall be justified by the Member designated by that group of Members. The rapporteur shall speak to the appellant. ';
Paragraphs 2 to 4 shall become paragraphs 3 to 5.

„§ 76
Members of the Slovak National Council may not be reduced to rights and entitlements arising from an employment relationship or a similar relationship for the performance of their duties. Members may be released from their duties only with their consent. '

„§ 78
(1) An organisation for which a Member is in a working or similar relationship shall be obliged to grant Members the leave of absence necessary for the performance of the duties of Member.
(2) Members are entitled to compensation for the loss of earnings during their leave of absence. The compensation for the loss of earnings shall be paid by the State from the budget of the Slovak National Council through an organisation to which the Member is in working or similar proportions. Members who are not in a working or similar relationship shall be compensated for lost earnings by the Slovak National Council directly. If the Bureau of the Slovak National Council has decided to release a Member, it may grant him a functional remuneration corresponding to the extent of the release and the gravity of the tasks for which he has been released; a functional remuneration is paid to him in addition to compensation for the loss of earnings.
(3) The President of the Slovak National Council and the Vice-Presidents of the Slovak National Council shall be entitled to a functional salary instead of those referred to in paragraph 2; its amount shall be determined by the Bureau of the Slovak National Council, which may also determine in which cases they shall be entitled to reimbursement of removal expenses. The salary shall be payable to the President of the Slovak National Council and to the Vice-Presidents of the Slovak National Council for a period of three months after the end of their term of office.
(4) Members may use mass means of transport free of charge in the territory of the Slovak Socialist Republic. For trips to meetings of the Slovak National Council or their bodies or for journeys entrusted to them by the Bureau of the Slovak National Council, the President of the Slovak National Council or the Committee of the Slovak National Council, they may use aircraft free of charge, including return trips. When releasing a Member outside his place of residence, lasting for more than one month, the Member may use the aircraft free of charge to visit the family, including return trips, once every 14 days. Members of the Czech National Council, when it comes to the use of aircraft, shall also have the right to use mass means of transport free of charge in the territory of the Slovak Socialist Republic to carry out the similar tasks referred to in the second sentence and those referred to in Section 69. '

„§ 79
The Bureau of the Slovak National Council shall lay down the details of the implementation of Sections 76 to 78, in particular the level of functional salaries, allowances, food and room charges; may also provide that the compensation provided for in Paragraph 77 of the Rules of Procedure is not for Members to exercise another function or to perform their duties for a longer period of time and without a proper excuse. ';
11. The provisions of Part Seven shall read as follows:

§ 84
Office of the Slovak National Council
(1) The Office of the Slovak National Council carries out tasks related to professional, organisational and technical security of the activities of the authorities and members of the Slovak National Council.
(2) The head of the Office of the Slovak National Council is the Head of the Office of the Slovak National Council, appointed and removed by the Bureau of the Slovak National Council. The activities of the head of the Slovak National Council office are managed by the chairman of the Slovak National Council.
(3) The organisation of the Office of the Slovak National Council and the systemisation of its staff shall be determined by the Bureau of the Slovak National Council. "

This Act shall take effect on 1 January 1979.
