DECLARATION
of 30 January 2026
implementing certain provisions of the pyrotechnic Act
The Ministry of Industry and Trade provides, pursuant to § 11 (5), § 31 (3) and (5), § 38a (5) and § 39 (2) of Act No. 206 / 2015 Coll., on pyrotechnic articles and on the modification of certain laws (Act on pyrotechnic), as amended by Act No. 344 / 2025 Coll.:
Subject matter
This decree provides
(a) a model format for the register of pyrotechnic articles certified by the notified body;
(b) the requirements for safety precautions for the display and the type, quantity and extinguishing capacity of fire extinguishers for the display or demonstration of pyrotechnic articles;
(c) the length and content of the theoretical and practical part of the training for the approval of pyrotechnic articles and the test schedule;
(d) the contents of the medical examination, the particulars of the medical assessment and the conditions for assessing medical fitness for the handling of pyrotechnic articles of categories P2, T2, F3 or F4;
(e) diseases, defects or conditions (hereinafter referred to as diseases) which exclude or restrict medical fitness for the treatment of pyrotechnic articles of category P2, T2, F3 or F4.
Register of pyrotechnic articles
The model format of the register of pyrotechnic articles certified by the notified body is set out in Annex 1 to this Regulation.
Exposition and demonstration measures
(1) In the case of display, security measures shall be taken to ensure that pyrotechnic articles are displayed:
(a) in the smallest packages intended for sale or in the original packaging of the manufacturer bearing the mark that the sample is an exhibition;
(b) in such a way as to comply with the conditions laid down in the manufacturer's instructions or instructions;
(c) separately from flammable and flame-retardant substances;
(d) dry and in such a way that their temperature does not exceed 40 ° C unless otherwise specified in the manufacturer's instructions or instructions;
(e) in such a way as to prevent their spontaneous fall, prevent their unintentional initiation or ignition and minimise the risk to the life and health of persons or property; and
(f) in such a way that it corresponds to the quantity and type of the declaration referred to in Article 31 (6) of the pyrotechnic Act and the fire protection of the exhibition space in order to avoid endangering the life and health of persons or property.
(2) At least one portable water or foam fire extinguisher with a fire extinguisher capability of at least 13 A or a portable powder extinguisher with a fire extinguisher having a fire extinguisher capability of at least 21 A shall be placed for immediate use in the area where pyrotechnic articles are displayed or shown.
Professional training for the approval of pyrotechnic articles and test schedule
(1) Professional training for the authorisation of the handling of pyrotechnic articles takes place at 16 teaching hours for the handling of pyrotechnic articles of category F3, 40 teaching hours for the handling of pyrotechnic articles of categories F4 and T2 together and 40 teaching hours for the handling of pyrotechnic articles of category P2. The duration of the lesson is 45 minutes. The content of the theoretical and practical part of the training for the authorisation of the handling of pyrotechnic articles is set out in Annex 2 to this Decree.
(2) The test schedule is set out in Annex 3 to this Decree.
Contents of medical examination
(1) The contents of the medical examination for medical fitness assessment are a basic examination which includes:
(a) an analysis of the data on the state of health and diseases so far, with a targeted focus, in particular on the occurrence of diseases which restrict or exclude medical fitness for the treatment of pyrotechnic articles of categories P2, T2, F3 or F4;
(b) a comprehensive physical examination, including an indicative examination of hearing, vision, skin and indicative neurological examination, with emphasis on the detection of a disease which excludes or limits the medical fitness for the treatment of pyrotechnic articles of category P2, T2, F3 or F4; diseases which exclude or restrict medical fitness for the treatment of pyrotechnic articles of category P2, T2, F3 or F4 are listed in Annex 4 to this Regulation.
(2) The initial examination shall be extended by additional professional examinations if such examinations are indicated by the assessor if:
(a) this is necessary to exclude the disease listed in Annex 4 to this Decree or any other disease which limits or excludes the safe treatment of pyrotechnic articles of category P2, T2, F3 or F4; or
(b) the person under consideration is in the continuous care of another doctor or clinical psychologist for the disease listed in Annex 4 to this Decree or another disease which excludes or limits the safe treatment of pyrotechnic articles of categories P2, T2, F3 or F4, if this is known to the assessor.
(3) Further professional examinations may not be carried out until the initial examination has been carried out by the investigator.
(4) In the request for further technical examination, in addition to the requirements laid down in the legislation governing the formalities and content of the medical documents2), the medical assessor's medical assessment requirement for the treatment of pyrotechnic articles of categories P2, T2, F3 or F4 shall be provided within the scope of the medical professional carrying out the professional examination.
(5) The person to be assessed may be recognised as fit or fit subject to condition if, on the basis of a medical examination, a disease excluding medical fitness or any other disease which excludes the safe treatment of pyrotechnic articles of categories P2, T2, F3 or F4 has not been identified in that person.
(6) In the detection of a disease which, according to Annex 4 to this Decree, reduces or suspect medical fitness, the person under assessment may be recognised as fit only on the basis of a positive conclusion of a professional examination.
Medical assessment requirements
The medical opinion on medical fitness, in addition to the requirements of the legislation governing the formalities and content of medical documents2) contains information that it is a medical assessment for the treatment of pyrotechnic articles of categories P2, T2, F3 or F4.
Repeal
Decree No. 284 / 2016 Coll., implementing certain provisions of the pyrotechnic Act, is hereby repealed.
Efficacy
This Decree shall take effect on the 15th day following that of its publication.

Explanatory note

Annex No 3
Test schedule
Test
1. The test shall verify the acquired expertise of the participant for the approval of the pyrotechnic articles of the relevant pyrotechnic article category.
2. The test consists of 3 parts - theoretical written and oral and practical. The oral, written and practical part of the test is aimed at the relevant category of pyrotechnic article.
3. The written part of the examination shall be carried out by means of a test of knowledge from the whole issue, which shall be the subject of training for the approval of pyrotechnic articles. The written part of the test shall be evaluated by the Examination Committee by assessing each correct response with one point. In order to obtain a "benefit 'rating, at least 80% of the maximum number of points shall be reached. Otherwise, the evaluation shall be" not successful' and it shall not be possible to proceed to the oral and practical part of the test.
4. The oral part of the test is targeted
4.1. in the case of professional training for the authorisation of the handling of pyrotechnic articles of categories P2 or F4 and T2:
4.1.1. the legislation applicable to pyrotechnic articles,
4.1.2. characteristics, categories, design and technical requirements for pyrotechnic articles,
4.1.3. explosive substances and mixtures thereof contained in pyrotechnic articles,
4.1.4. the handling of pyrotechnic articles and fireworks,
4.2. in the case of professional training for the authorisation of the handling of pyrotechnic articles of category F3 to:
4.2.1. the legislation applicable to pyrotechnic articles,
4.2.2. characteristics, design and technical requirements for pyrotechnic articles,
4.2.3. Treatment of pyrotechnic articles.
5. The practical part consists of a separate task which contains
5.1. Description of the pyrotechnic article,
5.2. Use of the pyrotechnic article,
5.3. Means of initiating the pyrotechnic article,
5.4. a description of the destruction or disposal of the pyrotechnic article where the oral part of the test is aimed at pyrotechnic articles of categories P2 or F4 and T2;
5.5. a description of the procedure in the case of a partially or completely non-functional pyrotechnic article where the oral part of the test is aimed at pyrotechnic articles of category F3.
6. The results of the oral and practical part of the test shall be evaluated by the degree of "benefit 'or" benefit'. The results of each of these parts of the test shall be decided by the examination panel by voting. If the participant does not benefit from the oral part of the test, it may not proceed to the practical part of the test.
7. To pass the test successfully, it is necessary to obtain an assessment of the "benefit 'levels in all parts of the test.
8. The test result shall be communicated to the participant by the chairman of the examination committee or, where appropriate, by the chairman of the examination committee, who shall also inform him of the procedure for repeating the test.
Protocol
1. A report shall be drawn up by the Examination Panel on the conduct and outcome of the examination, indicating the names of the members of the Examination Panel, the date and place of the examination. The report shall also include the identification data of the training participant for the authorisation of the handling of pyrotechnic articles and the results of its evaluation.
2. The protocol shall be signed by all members of the examination committee.
3. The protocol containing the "benefit 'assessment from all parts of the test is the basis for the authorisation for the treatment of pyrotechnic articles of the relevant pyrotechnic article category.
4. The Protocol shall be drawn up in duplicate with the original validity of the original, one copy being received by the participant and the other for the purposes of the Czech Office for the Testing of Weapons and Weapons.

1. clinically serious disorders of attention, memory, intellect, judgment and orientation,
1.1. Dementia of atrophic-degenerative origin, secondary dementia, organic amnesty syndrome, chronic or recurrent organically conditioned impaired consciousness,
1.2. Organically contingent personality disorder; or
1.3. Clinically serious forms of specific personality disorder, namely paranoid, schizophreid, dissociative or emotionally unstable personality disorder,
2. untreated, recurrent or chronic psychotic disorders, namely:
2.1. schizophrenia,
2.2. A schizophrenic disorder,
2.3. Delusion disorder; or
2.4. Schizotypic disorder,
3. untreated, recurrent or chronic mood disorders
3.1. Manic episode,
3.2. A depressive episode; or
3.3. bipolar affective disorder,
