on admission to higher education
The Ministry of Education provides, pursuant to § 19 (1) of Act No. 19 / 1966 Coll., on Higher Education:
Admission to a proper study
A
Daily study
General conditions for admission
In order to study properly at higher education, applicants who have completed a full secondary education completed by the graduate examination and have successfully completed the admission procedure at the university may be recruited in accordance with the needs of the company; In higher education, the Dean may exceptionally waive the requirement of full secondary education, if it comes to candidates who have demonstrated exceptional artistic talents.
Submission of applications and sending them to universities
(1) For admission in the same school year, only one application may be submitted by the applicant indicating the field of study chosen, the faculty concerned and the university.
(2) Applications for higher education are submitted by secondary education pupils on the prescribed forms to school heads by 15 March, to higher education institutions by 31 December of the previous year. School heads shall send them to the Dean by 31 March at the latest, to the higher education institutions by 15 January at the latest. The other candidates shall send applications directly to the debtors by 31 March at the latest, to the higher education institutions of the arts by 15 January.
(3) The applicant must attach to the application a medical certificate of medical fitness for higher education, taking into account the specific requirements of each field and the pursuit of the profession for which he is qualified by higher education. Applicants for physical education and sport shall submit a medical certificate to the Department for Physical Education of the Regional Institute of National Health. Candidates with altered working capacity shall submit a medical certificate to the district social security assessment committee.
(4) In cases where the admission examination is not part of the admission procedure or may fall out [§ 3 (1) (e) and (c)], the Dean shall invite the candidate to submit a diploma certificate and an annual certificate from the senior year of the secondary school within a time limit corresponding to the dates of the examinations. The Dean may also require from the applicant the additional supporting documents and data needed to assess the assumptions for university studies.
(5) If the application has formal deficiencies, the Dean shall invite the applicant to remove it within a reasonable time. If this period passes in vain or if the application does not comply with the other conditions set out in Sections 1 and 2, the Dean may refuse the application.
Admission procedures for universities
(1) The following procedures may be followed when applicants are admitted to study:
(a) that all tenderers who have completed a complete secondary education or such a diploma shall be accepted;
(b) that the results of the study obtained at the school providing full secondary education shall be evaluated together with the results of the entrance examination which each tenderer must submit to or so;
(c) that, without the examination of admission, those candidates who prove to be a graduate certificate and, where appropriate, other secondary school certificates in the subjects relevant to the field chosen, a minimum benefit; those who fail to comply with the criteria shall be subjected to the acceptance test.
(2) The admission procedure shall be determined in advance for the school year concerned by the Dean, which shall also lay down the criteria referred to in point (c) of the preceding paragraph.
Admission test
(1) The purpose of the entrance examinations is to assess, on the basis of direct knowledge, the ability and knowledge of the applicant needed to study the chosen field; the purpose of the talent test is to directly recognize the candidate's speech or the work submitted, to assess his talent.
(2) The acceptance test usually has a part written and oral and, if necessary, a part practical. In the fields of artistic character, part of the entrance exam is a talent test. The Dean shall determine the content, scope, parts and dates of the entrance examinations so that applicants can be informed in due time. The Dean shall inform the candidate at least 14 days in advance of the date of the examinations. The examinations can only take place after graduation, only in the universities of the artistic direction can they begin on 1 February.
(3) Candidates shall present a military identity card (soldiers of the basic military service), an annual certificate of senior year and a diploma certificate (except for applicants for study in higher education).
(4) If the candidate cannot attend the entrance examination for serious reasons, in particular for illness, the receiving committee shall, at the request of the applicant, set a replacement date at the latest by the date of the examination.
(5) The acceptance tests shall be prepared and carried out by a test panel of at least three members; their chairman and members are appointed by the Dean of faculty teachers.
(6) Each examination panel shall keep a report on the admission tests, which shall record the essential facts characterising the course and results of the test and the overall conclusion as to whether and to what extent the candidate has demonstrated the preconditions for the study of the chosen field in the test. This conclusion serves as a basis for the decision of the Admission Commission and is not communicated by the candidate to the Examination Committee.
Decision on adoption
(1) It organises its own admission and the reception of candidates is decided by the Reception Commission. The Commission shall be at least three members, its chairman and the members shall be appointed by the Dean of faculty teachers. The members of the Reception Board are also chairmen of individual test committees (§ 4 (5)). The Commission shall act by a majority of its members; in the event of a tie, the vote of the President shall be decided. It shall inform the tenderer in writing within 15 days at the latest. The negative decision shall be justified and shall contain an instruction on appeals.
(2) The applications of applicants who have not been accepted to study will be forwarded to the Dean at their request to the faculty where there are still vacancies. The Admission Board of the Faculty to which the application has been submitted may in this case waive the new entrance exam. The applicant's application for the transfer of the application shall have the effect of giving up the appeal.
(3) The decision on admission to higher education in the field of arts in respect of applicants who have not yet passed the graduation examination is (except for those referred to in § 1) conditional. If the applicant does not submit the diploma at the latest in the registration at the relevant faculty, he may not be enrolled for study.
Appeals
An appeal may be lodged by the applicant against the rejection decision of the receiving committee within 5 days of the date of service at the Dean. Referral is decided by the Rector, and if there are universities which are not divided into faculties or separate faculties, the Ministry of Education within 15 days. Their decision is final. The same applies if the Dean has rejected the application under Paragraph 2 (5).
B
Study at work
(1) Paragraph 1 to 6 of this Decree, with the following amendments and additions, shall apply to admission to study at work (if implemented in the relevant field):
(a) only applicants who have performed basic military service may be admitted to study at work if they are subject to it;
(b) when deciding on admission, account shall also be taken of the applicant's practice, in particular the practice corresponding to the chosen field of study. In the fields which require prior experience for their nature, the Dean shall determine the type and length required.
(2) A candidate may also be admitted to the study at work who has not been approved by the organisation in which he is employed. *)
(3) The conditions for admission to supplementary or extension studies are laid down in specific provisions.
Admission to extraordinary studies
(1) Candidates who will study only individual subjects (extraordinary studies) may also be admitted to university.
(2) Candidates for extraordinary studies must comply with the conditions laid down in Section 1 of this Decree. The Dean shall determine how applications are to be submitted and the decision to be accepted, based on the provisions of paragraphs 2 to 6 of this Order.
Final provisions
(1) In universities which are not divided into faculties, the Rector performs the duties of the Dean under this Decree; The function of the Dean is performed by the Rectorate in this case.
(2) If there is a judicial rehabilitation or where there are grounds for non-judicial rehabilitation or for the re-admission of a candidate who has left his / her studies or for a candidate who has successfully completed one university course, the Dean may accept the application beyond the specified deadlines and may also forgive the admission test in whole or in part.
(3) This decree also applies to foreign nationals, unless they are decided by the Admission Commission at the University of Prague on 17 November; foreign nationals may be admitted to higher education only with the approval of the Ministry of Education, which they shall apply for when applying. Special directives apply to the admission of foreign nationals to study commissions at the University of Prague on 17 November.
(4) This decree shall take effect on the day of its publication. *)
