amending and supplementing the Act of the Czech National Council on the Rules of Procedure of the Czech National Council
The Czech National Council decided on this law:
Čl. I
Act of the Czech National Council No. 1 / 1969 Coll., on Rules of Procedure of the Czech National Council, as amended by the Czech National Council Act No. 147 / 1970 Coll. and No. 19 / 1971 Coll. is amended as follows:
1. In Article 12, the following paragraph 2 is inserted after paragraph 1:
"(2) The President of the Czech National Council will send a draft bill to the Government of the Czech Socialist Republic if the government is not the draftsman of the law."
Paragraphs 2 and 3 shall become paragraphs 3 and 4.
2. Paragraph 28 (1) reads as follows:
"(1) The draftsman will justify the bill or other proposal that was discussed in the committees at the meeting of the Czech National Council. If the Government of the Czech Socialist Republic is the appellant, the proposal will be justified by the member to whom the Government will entrust it. If the draftsman is a group of Members of the Czech National Council, the Member shall state the reasons for the proposal. The rapporteur shall speak to the appellant. ';

"A Member who has been given the floor is to speak on this matter. If it deviates from the present case or if it exceeds the speaking time, the President may draw the attention of the Member. '

"(1) A Member who deviates from the present case may, after re-notification, withdraw the floor.
(2) If the Member exceeds the time limit for making a point of order (Paragraph 26 (6)) or, if necessary, to reply to a point of order, the President may withdraw his speech.
(3) The Czech National Council will decide on the objections of a Member to whom the word has been withdrawn by simple voting without debate. "
5. Paragraph 43 (2), second sentence shall read as follows:
"The proposal shall be submitted in writing to the President of the Czech National Council. '
6. In Section 49, point 5 is deleted.
7. In Paragraph 51, the following paragraph 3 is inserted after paragraph 2:
"(3) The Bureau of the Czech National Council may set up permanent or temporary working groups from members of the Czech National Council. Working groups may also communicate their initiatives to the Czech National Council committees."
8. In Paragraph 64 (1), at the end of the paragraph, the words "or whether the conditions for the removal of a Member are laid down."

"(3) In committee, the appellant shall justify the draft law or any other proposal. If the Government of the Czech Socialist Republic is the appellant, the proposal will be justified by the member to whom the Government will entrust it. If the draftsman is a group of Members of the Czech National Council, the Member shall state the reasons for the proposal. The rapporteur shall speak to the appellant. ';
10. Paragraph 83 is deleted and paragraphs 84 to 97 are renumbered as paragraphs 83 to 96.
11. § 98 is renumbered Article 97 and reads:
„§ 97
Refunds
(1) Members of the Czech National Council may not be reduced to the rights and entitlements arising from an employment relationship or equivalent for the performance of their duties.
(2) Members may be released from their service only with their consent in order to serve as Members. An organisation for which a Member is working or having a similar relationship shall be required to provide him with the leave of absence required for the duties of a Member.
(3) Members are entitled to compensation for lost earnings during their leave. The reimbursement of the lost earnings shall be paid by the State from the budget of the Czech National Council through an organisation to which the Member is in working or similar proportions. Members who are not in a working or similar relationship shall be compensated by the Czech National Council directly. If the Bureau of the Czech National Council has decided to release a Member, it may award him a functional remuneration corresponding to the extent and gravity of the tasks for which he has been released; a working remuneration shall be paid by Members in addition to compensation for the loss of earnings.
(4) Members of the Czech National Council are entitled to reimbursement of expenses related to the performance of the parliamentary mandate of compensation not subject to payroll tax.
(5) The President of the Czech National Council and the Vice-Presidents of the Czech National Council shall be responsible for the functional salary referred to in paragraph 3, which shall be determined by the Bureau of the Czech National Council, which may also determine when they are entitled to reimbursement of the removal expenses. The functional salary is payable to the President of the Czech National Council and to the Vice-Presidents of the Czech National Council for a period of three months after the end of their term of office.
(6) Members may use public transport equipment free of charge in the territory of the Czech Socialist Republic. For trips to meetings of the Czech National Council or its bodies or for journeys to which they have been entrusted by the Bureau of the Czech National Council, by the President of the Czech National Council or by the Committee of the Czech National Council, they may also use aircraft free of charge including return trips. When releasing a Member outside his place of residence, lasting for more than one month, a Member may use the aircraft free of charge also to visit the family, including return trips, once every 14 days. Members of the Slovak National Council, when it comes to the use of aircraft, also have the right to use mass vehicles free of charge in the territory of the Czech Socialist Republic to perform the similar tasks referred to in the second sentence and those referred to in § 83.
(7) The Bureau of the Czech National Council shall determine the details, in particular the level of functional salaries, allowances, food and accommodation charges; may also provide that Members shall not be liable for the refunds referred to in paragraph 4 if they also perform another function or if they do not perform their duties for a longer period of time and without a proper excuse. ';
12. The following part of the text is inserted after the newly marked Section 97:

„ČÁST VIII

Office of the Czech National Council
§ 98
(1) The Office of the Czech National Council carries out tasks related to professional, organisational and technical security of the activities of the institutions and members of the Czech National Council.
(2) The head of the Office of the Czech National Council is the head of the Office of the Czech National Council, which is appointed and recalled by the Bureau of the Czech National Council. The activities of the head of the Czech National Council Office are managed by the President of the Czech National Council.
(3) The organisation of the Office of the Czech National Council and the systemisation of their staff are determined by the Bureau of the Czech National Council. "
13. Part VIII - Transitional and final provisions - shall be renumbered Part IX.
Čl. II
This Act shall take effect on 1 January 1979.
