DECLARATION
of 24 March 2004
amending Decree No. 106 / 2001 Coll., on sanitary requirements for recovery actions for children
According to Section 108 (1) of Act No. 258 / 2000 Coll., on the Protection of Public Health and on the Amendment of Certain Related Acts, as amended by Act No. 274 / 2003 Coll., (hereinafter "the Act '), the Ministry of Health provides for the implementation of Sections 8 (2), 9 (3) and 11 (1) (a) and (d) of the Act:
Decree No. 106 / 2001 Coll., on sanitary requirements for recovery actions for children, is amended as follows:
1. At the end of Paragraph 1, the sentence "In addition, this Decree is amended in Annex 1 to the group of foods which cannot be administered or used for the preparation of food at recovery events, and the conditions for the use of certain foodstuffs, in Annex 2 to the first aid course for the medical practitioner of recovery events and schools in nature, in Annex 3 to the model for the medical assessment of the fitness of the child to participate in the recovery event and school in nature, and in Annex 4 to the minimum scope of the medical kit for recovery actions for children and schools in nature. '.
2. In the first sentence of Article 2 (1), the word "protected 'shall be inserted before the word" outdoor'.
3. Article 3, including the title and footnotes 4) to 7), reads as follows:
Space conditions
(1) Recovery events are organised in construction or tents. The buildings used for the organisation of recovery actions for children with reduced mobility must comply with the requirements of the specific legislation.4)
(2) The tents intended for the accommodation of children must have a fixed waterproof tarp. The sleeping spaces shall be insulated from the ground against moisture and cold and the storage spaces for personal items shall be insulated from moisture.
(3) The hygiene requirements for food service establishments are laid down in a separate legislative act (5). In tent camps, dining areas, such as shelter or large tent, consist of a dining room, kitchen, dishes and storage space. These premises, except for the fireplace, shall always be covered and secured against adverse external effects. (5) There must be sufficient working space. Substances, raw materials, semi-finished products and foodstuffs (hereinafter referred to as "foodstuffs') shall be stored under conditions laid down by the manufacturer or by specific legislation.6) Stored foods shall not affect each other and shall not be adversely affected by external effects. Separate working areas, which may include plates of food contact material, must be marked and different for working with uncooked food and heat-treated food. The washing of kitchen and dining utensils must be separated; This can only be washed in drinking water. In buildings in which catering is provided only during recovery operations, at least the above requirements laid down for the fixed camps shall be complied with.
(4) Building washrooms are used separately by sex. In the washroom, there shall be for 5 children one wash basin with running water and drain or one effluent stopcock with a drain of used water outside the place of personal cleaning and at least one shower rose per 30 children. For tent camps, 5 children are set up with one effluent rooster with a drainage of water used outside the place of personal cleansing. For fixed camps, daily washing of children can be provided directly in the water stream, which corresponds to the hygiene limits of bathing water quality indicators. 7) At all recovery events, the possibility of bathing or showering in warm water must be ensured at least once a week. Bathing or showering in warm water can be replaced by using a sauna if the child's health permits.
(5) The toilets are always used by children separately by gender. Two toilets are set up in 20 children, one additional toilet for each additional 20 children. It must be possible to wash your hands in running water near the toilets. The dry toilets must provide intimacy and be filled daily with soil or other natural bulk material. Before leaving the campsite, dry toilets shall be filled with soil and marked if they are not toilets placed on a sink.
(6) In construction, the infirmary and insulation are set up in separate rooms equipped with a sink with running drinking water and with the possibility of heating and using hot water. Isolation must have its own toilet. The isolation or treatment facility shall not be equipped with patrols, nor shall it be used for other purposes. There's a single bed for 30 children. In tent camps, the infirmary and isolation are located in dedicated tents. Medicines and medical documentation of the participants in the recovery action shall be located in such a way that neither children nor other unauthorised persons have access to them.
4) Decree No. 369 / 2001 Coll., on the general technical requirements for the use of buildings by persons with reduced mobility.
5) Decree No. 137 / 2004 Coll., on the hygiene requirements for catering services and on the principles of personal and operational hygiene in epidemiological activities.
6) Act No. 110 / 1997 Coll., on Food and Tobacco Products and amending and supplementing certain related laws, as amended.
7) Decree No. 135 / 2004 Coll., laying down the hygiene requirements for swimming pools, saunas and sanitation limits of sand in outdoor playing areas. '
4. Paragraph 4 (2) reads as follows:
"(2) The spaces in the buildings must be dry, with natural ventilation and illumination. (3) The area per child must be at least 2,5 m2. In buildings and tents, the number of children staying must satisfy the condition of maintaining the space for storing personal items and the possibility of moving between beds."
5. In Article 4 (3), the words "sidewall preventing 'are replaced by the words" barrier against'.
(6) Paragraph 5 (2) and (3), including footnote 8, read:
"(2) Drinking water must comply with the hygiene requirements laid down in the specific legislation.8) Recovery actions shall preferably be supplied with drinking water from the public tap or from a public well designated as a source of drinking water. Only closed containers made of materials intended for direct contact with drinking water and reserved for this purpose shall be used for the delivery or import of drinking water, if any. Marked containers with imported or supplied drinking water shall be stored in a cool and shady place.
(3) For personal hygiene purposes, with the exception of tooth cleaning and cleaning, water complying with the hygiene limits of bathing water indicators in the wild may be used. 7)
8) § 3 (1) of Act No. 258 / 2000 Coll., as amended by Act No. 274 / 2003 Coll. Decree No. 376 / 2000 Coll., laying down requirements for drinking water and the scope and frequency of its control. ';
7. In the second sentence of Article 7 (3), the word "established 'shall be deleted.
8. The last sentence of Paragraph 7 (4) reads: "A building used for another similar event for children, (12) in which meals are provided only during the duration of such an event, must meet the requirements of Section 3 (3)."
9. In Article 7 (5), "in the Annex 'is replaced by" in Annex No 1';
10. The Annex shall be renumbered Annex 1 and point 1 thereof shall read as follows:
"1. The following foods may not be administered at child recovery events:
(a) milk and milk products from dairy-treated milk (off-market), 13)
b) own-made ice cream and ice cream cut from group packaging, 13)
(c) uncooked meat products, 14)
(d) uncooked eggs and products thereof, 14)
(e) undercooked eggs and products thereof, 14)
(f) mayonnaise own production and products thereof. 14). "
