The Czech National Council decided on this law:
Objectives and main tasks of the state implementation plan for the development of the National Economy of the Czech Socialist Republic for 1971
§ 1
(1) The aim of the State Implementation Plan for the development of the National Economy of the Czech Socialist Republic for 1971 is to achieve an increase in the efficiency of the National Economy, which would allow a gradual transition from the consolidation of the economy to continuous proportional development to create conditions for addressing the development tasks of the fifth five-year plan.
(2) The State Implementation Plan for the Development of the National Economy of the Czech Socialist Republic for 1971, in accordance with the intentions of the Directive for the preparation of the Fifth Five-Year Plan, provides for the following main tasks:
(a) further development of social production by highlighting its qualitative aspect on the basis of improved use of basic funds, raw materials and materials, energy and labour, so that the national income created increases by 4.7% compared to 1970;
(b) improving the efficiency of investment construction by putting new capacity into service faster and reducing the degree of deployment against the current situation in the priority focus on the construction of a fuel-energy base;
(c) consolidation of external economic relations by accelerating the turnover of goods exchange with socialist states and by more effective involvement of the economy in the international division of labour;
(d) further development of the standard of living by increasing personal consumption in consistent remuneration according to the results of work; further strengthening the stabilisation of the internal market by addressing the structural aspects of consumption;
(e) further strengthening of the management role of the plan and increasing the efficiency and quality of management at all stages and in all elements of the national economy.
§ 2
In order to ensure the tasks referred to in Section 1, the Government of the Czech Socialist Republic sets out a state implementation plan for the development of the Czech Socialist Republic's national economy for 1971.
§ 3
State Budget of the Czech Socialist Republic
(1) The total revenue of the state budget of the Czech Socialist Republic (hereinafter referred to as the State budget of the Republic) is fixed at 90 685 723 000 Kčs,
the total expenditure of the state budget of the Republic is fixed at 90 685 723 000 CZK.
(2) Subsidy from the Federation State Budget to the Republic State Budget

(3) The state budget of the Republic includes the following financial relations with the budgets of the national committees:
souhrnný finanční vztah dotace ve výši11 975 900 000 Kčs
účelové subvence ve výši14 004 800 000 Kčs.
(4) The Government is hereby authorised to reflect in particular changes to the State Budget of the Republic, changes to the State Plan, changes to the competences of federal and national authorities, measures resulting from the Act on budgetary rules, changes in the redistribution of depreciation and profits between the production units, the adjustment of the Structural Fund and the adjustment of the general financial relationship and the special-purpose subsidies of the national committees, provided that the conditions under which the aggregate financial relationship and the special-purpose subsidies have been established are not affected by the balance of the State budget of the Republic.
§ 5
The Government may delegate the powers set out in Sections 3 (4) and 4 to the Minister for Finance.
§ 6
Entitlement of the Minister for Finance
The Minister for Finance is hereby authorised to:
(a) provide temporary assistance to ministries and other central authorities for the need for contribution organisations managed by them and regional national committees, the National Committee of the City of Prague and the National Committees of the cities of Brno, Ostrava and Pilsen, and receive guarantees for loans from socialist organisations;
(b) to provide funds with transitional loans to cover a time discrepancy between the revenue and expenditure of the State Budget of the Republic in 1971; transitional loans must be paid out by the end of 1971 and, if this is not possible, the method of payment must be proposed to the Czech National Council at the latest at the time of approval of the State Final Account for 1971.
§ 7
Use of additional resources and surplus of national committees
(1) In 1971, the National Committees shall use the resources of the Fund for Reserve and Development and other additional resources to cover the expenditure of their budgets, unless such expenditure is covered by the planned revenue of their budgets and subsidies or by the special-purpose subsidies from the State Budget of the Republic or the budget of the National Committee of the Higher Level.
(2) The resources of the Fund for Reserve and Development are those of previous years and surplus management to the extent determined by the Government. During the year, national committees shall not transfer additional resources to their reserve and development fund.
This Act shall take effect on 1 January 1971.
