Slovak National Council
of 19 December 1975
on the State Plan for the Development of the National Economy of the Slovak Socialist Republic for 1976
The Slovak National Council decided on this law:
(1) The objective of the State Plan for the Development of the National Economy of the Slovak Socialist Republic for 1976 (hereinafter referred to as the "State Plan for 1976") is to create the necessary conditions for the continuation of the economic policy aimed at ensuring further growth of the material and cultural level of the population and the consolidation of its life-assurance. Further growth in resource creation is crucial to achieving this objective, based on a continuous increase in the efficiency of the national economy, the intensive use of existing production factors, the improvement of management and organisational work and the use of advanced knowledge of science and technology. With more demanding external and some internal conditions for economic development, the state plan focuses primarily on the structure of the creation of material resources in line with the needs of end-use.
(2) By making greater use of the material production base and faster dynamism of the development of the economy, ensuring further increase in the Slovak Socialist Republic's participation in the development of the national economy of the Czechoslovak Socialist Republic, thereby creating conditions for further convergence of the economic and social levels of both Republics.
The main tasks of the state plan for 1976 are:
(a) achieve more than 7% of industrial production growth in the Slovak Socialist Republic (of which in organisations within the government of the Slovak Socialist Republic by around 6.5%), construction production by 11%, agricultural production by about 6.5% and the development of other material and non-production sectors proportionally;
(b) to create conditions for further structural changes, in particular through the implementation of development programmes and faster development of engineering, in construction orientation of capacity gains, in particular for the construction of production ducts, industrial construction, civil and technical equipment for housing;
(c) make investments in the amount of 45,7 billion Kčs (of which in organisations under the responsibility of the Government of the Slovak Socialist Republic in the amount of 30,9 billion Kčs); pay special attention to the completion of construction and the putting into use of capacity in accordance with the planned deadlines;
(d) speed up the development of efficient exports and ensure maximum efficiency on importation; as part of the deepening of socialist economic integration with the Member States of the Council of mutual economic assistance, to seek greater involvement of the Slovak Socialist Republic's economy in this process;
(e) further strengthen the role of science and research in the development of the economy and create the preconditions for the rapid application and use of the results of science and research in practice;
(f) to ensure maximum economy in the consumption of raw materials, fuels, energy, materials and fuels, their maximum production appreciation and to create universal conditions for reducing energy and material production performance;
(g) increase the number of workers in the socialist sector of the national economy (without single agricultural cooperatives) by 34.4 000 people (of which 22.7 000 in organisations within the responsibility of the Government of the Slovak Socialist Republic) in the rational management of labour in production and non-production sectors;
(h) continue to ensure further growth in the standard of living of the population and, on the basis of the results of the work, to achieve an increase in real income of the population by about 5.8%, an increase in personal material consumption by more than 5% and an increase in social consumption by 8%; submit 45,000 housing units to use in all forms of housing and create the preconditions for further expansion of the materially technical base of non-production sectors, in particular education and health.
Paragraphs 8 (j), 10 (1) (c), 10 (2) and 11 (2) of the Slovak National Council Act No. 120 / 1971 Coll., on the State Plan for the Development of the National Economy of the Slovak Socialist Republic for 1971 - 1975 apply mutatis mutandis to the State Plan for 1976.
This Act shall take effect on the day of its publication.
