';
2. The following Section 4a is inserted after Section 4:
Border guide
A citizen is obliged to forward to the authorities of the passport inspection of the border guide, including, in addition to his personal data, the data to which states and for which time he travels, every time he crosses the national borders of the Czechoslovak Socialist Republic. This obligation may be waived if a citizen travels to a state with which the Czechoslovak Socialist Republic has concluded a visa waiver agreement. "
The exit clauses granted before the validity of this decree, unless they contain an explicit indication of the number of journeys to which they apply (so-called permanent exit clauses), are deleted. Permanent exit clauses granted to citizens who are abroad become one-off exit clauses. The provisions of this Article shall not apply to travel clauses to countries with which the Czechoslovak Socialist Republic has concluded a visa waiver agreement.
