Czech National Council
of 19 December 1975
on the National Economy Development Plan of the Czech Socialist Republic for 1976
The Czech National Council decided on this law:
§ 1
The aim of the State Plan for the Development of the National Economy of the Czech Socialist Republic for 1976 (hereinafter referred to as the State Plan for 1976) is to create the necessary conditions for the continuation of economic policy aimed at ensuring further growth of the material and cultural level of the population and the consolidation of its life guarantees. In order to achieve this objective, the 1976 State Plan provides for further growth in resource creation as a decisive precondition for meeting the growing needs of socialist society and focuses first of all on ensuring the structure of the creation of material resources in line with the needs of their end-use and on ensuring consistent efficiency in the development of the national economy.
§ 2
The main tasks of the state plan for 1976 are:
a) achieve a national income growth of around 4.5% in the territory of the Czech Socialist Republic and cover most of its growth (around 96%) by increasing social productivity;
(b) to ensure the planned growth of national income, increase industrial production by around 4,9% and ensure adequate growth in other sectors of the national economy; pay particular attention to ensuring the development of agriculture;
(c) to create conditions for the rapid development of export efficiency and to ensure maximum import efficiency; ensure active participation of the authorities of the Czech Socialist Republic in the deepening of socialist economic integration with the Member States of the Council of mutual economic assistance;
(d) ensure the maximum cost-effective use of labour in each sector and their distribution in accordance with the structure and needs of the national economy;
(e) to ensure maximum economy in the consumption of raw materials, fuels, energy, materials and fuels, their highest possible production appreciation and versatile conditions for reducing energy and material production performance;
(f) the sources of investment consistently focus on actions set out in the 1976 State Plan, the completion of construction and the putting into service of capacity;
(g) the development of the various areas of the Republic to focus on the further growth of their economic base;
(h) to create the necessary conditions for a more consistent increase in the quality and technical level of production and for the security of supply of consumer goods to the internal market in the necessary quantities and assortment structure;
(i) to ensure further strengthening of the role of science and research and to create conditions for the speedy putting into practice of the results of science and research;
(j) continue to ensure further growth in the standard of living in consistent remuneration according to the results of work; In doing so, the growth of real population income by about 4.6% and the creation of conditions for the construction of roughly 84 000 flats.
§ 3
The provisions of § 5 (l), § 7 (2) and (3) and § 8 of Act No. 115 / 1971 Coll., on the State Plan for the Development of the National Economy of the Czech Socialist Republic for the years 1971- 1975 apply mutatis mutandis to the State Plan for 1976.
§ 4
This Act shall take effect on the day of its publication.
