GOVERNMENT REGULATION
of 15 June 2015
on the performance of a public service from another place and rules for creating assumptions for reconciling family and personal life with that of a public service
The Government orders pursuant to § 205 (b) and (c) of Act No. 234 / 2014 Coll., on the Civil Service:
The condition for the performance of a public service from another place is:
(a) the adoption of measures enabling the imposition of official duties on a civil service official from another place, the organisation, management and control of the performance of his national service and the imposition of orders to perform a public service, as a rule through an electronic communications network;
(b) the provision of equipment needed for the performance of a public service from another place or, where appropriate, the use of the own equipment of a civil servant for the performance of a public service.
State service from another location cannot be negotiated for administrative activities
(a) consisting mainly of personal contact with persons who cannot be replaced by other means of communication; or
(b) the exercise of which requires the use of items or information in respect of which the legislation or its nature excludes treatment outside the headquarters of the Office or its organisational department.
(1) The Office of Staff shall allow a civil servant who is classified outside the exercise of the public service on grounds of maternity leave, parental leave or who is on leave on grounds of childcare under the age of 4 years, upon request, to participate in the training of civil servants.
(2) In addition, the Office shall allow the staff member referred to in paragraph 1:
(a) access to information on changes in the competence and organisation of the Office;
(b) access to the place of performance of the public service, unless the nature of the administrative activities so exclude.
(3) The Office may reserve premises for the short-term use and residence of the children of civil servants in their service hours.
Efficacy
This Regulation shall enter into force on 1 July 2015.
