Decree of the Ministry of Education of the Slovak Socialist Republic on the recognition of the equivalence of documents of graduating from secondary, secondary, vocational and university schools and documents of award of titles

on the recognition of the equivalence of documents on graduating from secondary, secondary, vocational and higher education institutions and documents on the award of titles
The Ministry of Education of the Slovak Socialist Republic provides in agreement with the Ministry of Health of the Slovak Socialist Republic pursuant to § 31 paragraph 2 of Act No. 186 / 1960 Coll., on the System of Education and Education (Education Act), and under § 19 paragraph 1 of Act No. 19 / 1966 Coll., on Higher Education:
§ 1
(1) Evidence of completed secondary education recognised in the Republic of Bulgaria, the Republic of Cuba, the People's Republic of Hungary, the People's Republic of Mongolia, the German Democratic Republic, the People's Republic of Poland, the Socialist Republic of Romania, the Democratic Republic of Vietnam, the Union of Soviet Socialist Republics and other States (hereinafter referred to as the "Contracting States"), which accede to the Convention on the Mutual Recognition of Proprietary Documents on the Graduation of Medium, Medium Professional and Higher Education Institutions, as well as on the Granting of Scientific Privileges and Titles 1) (hereinafter referred to as "the Convention" Convention "), is equivalent to the Certificate of Graduation Extested in the Slovak Socialist Republic.
(2) Diplomas and, where appropriate, other evidence of graduate degrees (universities, technicians and single-disciplinary universities of university type or faculty) recognised in each of the Contracting States are equivalent to diplomas awarded to university graduates in the Slovak Socialist Republic.
(3) Evidence of designation by the first scientific and pedagogical title issued on the territory of each of the Contracting States is equivalent in the Slovak Socialist Republic to the title "Docent '.
(4) Evidence of designation by the second scientific and pedagogical title issued on the territory of each of the Contracting States is equivalent in the Slovak Socialist Republic to the title "full professor 'or" extraordinary professor'.
§ 2
(1) The documents referred to in Article 1 are valid in the territory of the Slovak Socialist Republic on 30 January 1975 when the Convention entered into force; documents from States acceding to the Convention retrospectively on the date on which access to the Convention was granted and, where appropriate, on the date on which the document was issued after the entry into force of the Convention or, where appropriate, on the date on which access to the Convention was granted. The equivalence of the documents referred to in Article 1 (1) shall be certified by issuing the verification clause and the documents referred to in Article 1 (2), (3) and (4) by issuing a certificate of equivalence.
(2) The verification clause for the documents referred to in Paragraph 1 (1) shall be issued by the Regional National Committee competent according to the applicant's place of residence in accordance with the model in Annex 1 to this Decree.
(3) The certificate of equivalence of the documents referred to in Paragraph 1 (2) shall be issued by a university of the same or related focus in accordance with the model in Annex 2 to this Decree.
(4) The Ministry of Education of the Slovak Socialist Republic (hereinafter referred to as "the Ministry") will decide in contentious and unclear cases which school is, by its focus, the closest study. If a school is equivalent only in the territory of the Czech Socialist Republic, the Ministry will send a request for a decision to the Ministry of Education of the Czech Socialist Republic. In the case of secondary medical schools, these measures are carried out by the Ministry of Health of the Slovak Socialist Republic.
(5) Certificates of equivalence referred to in paragraphs 3 and 4 of Section 1 shall be issued by the Ministry in accordance with the model in Annex 3 to this Decree. At the same time, the Ministry shall decide in contentious and unclear cases to which the scientific degree is equal to the document submitted.
(6) The issuing authority shall keep a record of the certification clauses and equivalence certificates issued.
§ 3
Verification clauses and certificates of equivalence issued by the competent authorities of the Czech Socialist Republic shall also apply in the territory of the Slovak Socialist Republic.
§ 4
The applicant shall request the competent authority in writing to issue a verification clause or, where appropriate, an equivalence certificate. The application shall be accompanied by the original of the document (certificate, diploma and, where appropriate, proof of the scientific degree) and a certified translation thereof.
§ 5
This decree does not apply to the recognition of the equivalence of documents issued by the schools of the Contracting States which correspond in the Slovak Socialist Republic to schools in the field of the Federal Ministry of National Defence or the Ministry of Interior.
§ 8
This decree shall take effect on 1 January 1977.

2) It applies when a university in CSSR grants its graduates a degree under § 14 of Act No. 19 / 1966 Coll., on Higher Education.
