Regulation on the composition, organisation and operation of the General Secretariat of the Economic Council

on the composition, organisation and manner of action of the General Secretariat of the Economic Council.
The Government of the Czechoslovak Republic hereby orders, pursuant to § 6, paragraph 4 of the Decree of 25 August 1945 of the President of the Republic, No 63 Coll., on the Economic Council (hereinafter referred to as the Decree):
§ 1.
The General Secretariat of the Economic Council (Section 5 of the Decree), hereinafter referred to as the General Secretariat, shall be organised with the Bureau of the Government in accordance with other provisions.
§ 2.
It is for the Secretary-General to lend service to the Secretariat-General, whose lease is not reserved for the President of the Republic or Government, and to appoint a candidate.
§ 3.
The Secretary-General shall issue, with the approval of the Bureau of the Government of the Government, the rules of organisation providing for the internal organisation of the General Secretariat, mutatis mutandis, to the tasks of the Economic Council, in particular its division into trade unions.
§ 4.
(1) The General Secretariat deals with the ordinary cases of the Economic Council, provides for its correspondence and provides for its files. It shall carry out auxiliary work in connection with the convening and negotiation of meetings of the Economic Council, the Panel of Experts and the commissions set up pursuant to Article 6 (2) of the Decree. It shall draw up draft resolutions and measures of the Economic Council.
(2) All resolutions and measures of the Economic Council shall be submitted to the Government for approval.
§ 5.
(1) An overview of the general economic situation in the State shall be negotiated and maintained by the General Secretariat in the extent and manner to be determined by the Economic Council.
(2) An overview of the overall economic situation in the State is confidential. The Secretary-General shall report to the Government or the Bureau of the Government upon request.
§ 6.
The proposals made by the Economic Council bodies pursuant to Article 8 of the Decree, in particular the draft economic plan drawn up by the State Office of Planning, shall be examined by the General Secretariat - if necessary for the co-operation of the Panel of Experts and other commissions - in particular as regards compliance with the guidelines issued by the Economic Council. In doing so, it shall ensure that divergent opinions are brought into line. These institutions' proposals, together with any amendments and opinions of the Commission, shall be submitted by the Secretary-General to the Economic Council.
§ 7.
The General Secretariat shall provide the Economic Council with its auxiliary bodies (Section 8 of the Decree) and shall supervise the progress of their work.
§ 8.
For the periods laid down by the Economic Council, the General Secretariat shall require the authorities and economic organisations to sub-programmes for their preparation of legislative works and general and specific measures of a fundamental nature where they may have an impact on economic life.
§ 9.
For the purposes of the records necessary to carry out and carry out the tasks of the Economic Council, the authorities and the economic organisation of the General Secretariat shall notify the General Secretariat of the performance of the tasks imposed on them by resolutions of the Government on the basis of resolutions and measures of the Economic Council.
§ 10.
(1) The General Secretariat may request other authorities or bodies to carry out review and rationalisation actions within the framework of directives approved by the Government (Section 5 (2) of the Decree), in order to allocate their expertise to the General Secretariat for the review and rationalisation (organisation) activity.
(2) In order to ensure a consistent and efficient organisation of the review and rationalisation (organisation) activities of authorities and institutions, the General Secretariat may propose to the Government the adoption of binding directives.
§ 11.
Members of all commissions with the General Secretariat and all invited experts and experts shall be obliged to remain completely silent on all matters discussed in those commissions, unless they have been relieved by the Secretary-General of that obligation.
§ 12.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
