of 3 April 2002
declaring a binding part of the Beskyda Territorial Plan
The Ministry of Local Development announces pursuant to § 29 paragraph 3 of Act No. 50 / 1976 Coll., on Territorial Planning and Construction Regulations (Construction Act), as amended by Act No. 83 / 1998 Coll. and Act No. 132 / 2000 Coll.:
The binding part of the Beskyda zoning plan is defined in Annex 1 to this communication and listed in Annex 2 to this communication.
The Zoning Plan of the Grand Territory of the Beskyda, approved by the Government of the Czech Republic Resolution of 25 March 2002 No 298, is deposited in the Regional Offices of the Moravian-Silesian Region and the Zlín Region, the Regional Offices of Frýdek-Místek, Nové Jicin and Vsetín and the Ministry of Local Development.

Beskyda's long-term territorial plan
The binding part of the Zoning Plan of the Beskyda large territorial unit (hereinafter referred to as the "Beskydy VÚC ÚC") is defined by the Czech Government Resolution of 25 March 2002 No 298 as follows:
1. When using the territory, protect corridors and areas for:
a) motorway D 47 Belélotin - Ostrava - state border of the Republic of Poland in the route Vrážná - Mankovice - Bílek - Klimkovice with tunnel guidance in the space between the western edge of Klimkovice and the spa area (K. ohýlov),
b) express communication R 48 Belélotin - Český Těšín - the state border of the Republic of Poland in the section Dub - Rychaltice in the track of the existing I / 48 with the downstream southern circumference Frýdku-Mistek and the northern circumference Dobrá and further in the section Dobra - Trřanovice south of the current I / 48,
c) express communication R 49 Otrokovice - Zlín - state border of the Slovak Republic in the route Pozděchov - Horní Lideč - Střelý,
(d) transfers and bypasses on first-class roads:
- I / 11 - as a four-lane in the section Mokré Lazka - Vřesina and as a four-lane in the section Těrlicko - Třanovice - Hnojník - Bystřice and further in the western circumference of Jablunkov and the eastern circumference of Most near Jablunkov
- I / 35 - as a four-lane in the section Dub - Valašské Meziříčí with the northern circumference of the city and further in the section Valašské Meziříčí - Rožnov pod Radhoště as a two-lane
- I / 48 - Frýdek-Místek - completion of city transit as a four lane
- I / 49 - as a double lane in the section Lužná - Horní Lideč and Lidechko- centre
- I / 57 - as a double lane in the section Fulnek - Šenov u Nové Jichín, bypass Bludovic, bypass Valašské Meziříčí with connection to the bypass I / 35 and in the section Horní Lideč - Valašské Orders, as a four-lane in the section Valašské Meziříčí - Vsetín - Pozděchov
- I / 58 as a four-lane in the section Příbor - Petřvald, as a two-lane in the sections Frenštát pod Radhostí - Kopřivnice - intersection with R 48
- Southern tangent of Ostrava as a four-lane in the sections Petřvald - Krmelín and Krmelín - Paskov,
(e) transponders and bypasses on Class II roads:
- II / 150 in Komárno - Valašské Meziříčí
- II / 464 - bypass Butovic including connection to highway D 47
- II / 468 - Třinec - cross-border transfer and construction work with railway line ČD
- II / 473 - Kanyovice, Václavovice, Šenov - transpositions of subsections
- II / 476 - in the intersection section with I / 11 - Třinec and in the section Třinec - Horní Líštná
- II / 477 - in the section Paskov - Vratimov and in the section Frýdek-Místek - Old Town -Baska
- II / 482 - in the section Kopřivnice - Fish
- II / 483 - in the section Veřovice - Frenštát pod Radhostí - Kunčice pod Ondříník - Čeladná including the northern bypass of Frenštát pod Radhostí
- II / 487 - Janová - transponder including connection to road I / 57, Huslinky, Nová Hrozenkov, Velka Karlovice - transponder,
(f) Class III transponders:
- III / 011 - Bukovec - Hrčava
- III / 4915 - Lipál - All-mine,
g) the purpose of communication Nová Hrozenkov - state border of the Slovak Republic (access to the recreational location Kohútka - Portáš),
h) the modernisation of the II Railway Corridor in the section Jeseník nad Odrou - Suchdol nad Odrou - Studénka and III Railway Corridor in the section Třinec - Jablunkov - State border of the Slovak Republic,
(i) Frýdek-Místek Airport, Valašské Meziříčí (Poščná - Choryna) and Huslinky for individual air transport, sports flying and rescue air service,
(j) border crossing points:
- Upper Líštná / Leszna Gora - for freight transport
- Great Karlovice / Makov- Kasarne, Great Karlovice / Makov- Stodoliska, Karolinka-Javorník / Papradno, New Hrozenkov- Portát / Lazy pod Makytou, Huslenky / Lazy pod Makytou- Papaya saddle, Studlov- End / Teeth - on hiking trails,
(k) new cableways:
- from Vranče to the ridge of Javorník to the area of Portáš (district Vsetín)
- from Velké Karlovice na Kasárne (county Vsetín)
- Nýdek na Malou Chantoryji (county Frýdek-Místek)
- from the Bridges near Jablunkov to the top of Skalka (Frýdek-Místek district),
(l) expansion of energy nodes transformer 400 / 110 / 22 kV Vratimov and 400 / 110 kV Nošovice,
(m) new electrical lines of very high voltage:
- 400 kV for power output from the Power plant Děttorovice in the section Vratimov - Bruzovice - Nošovice in the modified route through the passage through the Datyňský forest
- 400 kV in the section Nošovice - Mosty u Jablunkova - state border of the Slovak Republic
- 110 kV in the section Zubří - Hutisko- Solanec including the construction of the distribution plant 110 / 22 kV na k. ú. Vigantice (county Vsetín),
n) the new very high-pressure gas pipeline Příbor - Třanovice including surface and subsurface equipment to connect underground gas storage tanks Šmberk (Nové Jičín district) and Třanovice-Zhukov district (Frýdek-Místek district),
(o) new high pressure pipelines:
- Vsetín - Střelná - state border of the Slovak Republic (emergency connection)
- Wallachian Command - Gunshot
- Jablunkov - Bridges near Jablunkov - state border of the Slovak Republic (emergency connection)
- Vyšné Lhoty - Raškovice - Janovice
- Rožnov pod Radhoště - Hutisko- Solanec - Karolina
- Vsetín - Lipral
- Třanovice - Fertilizer - Chamber Lhotka
- ♪ Choryne - ♪
- Frenštát pod Radhostí - Čeladná - New Dědina

(p) new water lines:
- Frydec- A place including the water tower Old Town
- ♪ Needle ♪
- Pustějov - Kujavy and group water supply Děnná - Lukavec - Bravina (connection to Ostrava regional water supply)
- supply of the commercial zone production plant east of Mošnov airport
- Ratiboř - Hostálková - Kateřinice a Prlov - Pozděchov (connection to the Vsetín group water pipeline),
(r) new sewerage collectors and sewage treatment plants (hereinafter referred to as "CHOV"):
- group sewerage of settlements in the water catchment area Ondřejnice including ČOV Brušnik
- Lower Bečva - connection to the sewer network of the town of Rožnov pod Radhošt a ČOV Zubří
- Baby - Pink including common chov
- Beef - Huslots including common chov Beef
- Vojkovice - Dobratice - including joint Czech Republic
- Frýdek-Místek - extension of sewer system to nearby settlements
- Vřesina - connection of sewerage to central Czech Republic Ostrava
- Valašské Senice - Francova Lhota - including the common chov Francov Lhota
- Lidecko - Upper Lidecko - including common Czech Republic
- Prv - Late school - including joint Czech Republic Prlov
- Lipál - connection to DOV Vsetín
- Vidče - Sítež (county Vsetín) - including connection to ČOV Zasová.
2. For the need to progressively ensure flood protection of territories and settlements, the territorial protection of areas for the construction of:
(a) dry tanks - Bukovec and Horní Lomná (Frýdek-Místek district),
(b) a system of dry tanks - coppers and controlled by inundations in Rožnovská Bečva,
(c) a system of controlled inhouses and longitudinal protection barriers in Vsetín Bečva,
(d) a system of longitudinal protection barriers on the connected Bečva over the profile Teplice nad Bečvou.
3. For the construction of commercial zones of above-local importance, territorial protection of areas:
a) na K. ú Mošnov (Nová Jicin district), east of the airport complex,
(b) to K. Ú. Kopřivnice and Vlčovice (Nové Jicin district), following the existing area of TATRA a. s. Kopřivnice,
(c) to K. Ou. Fertilizer and Třanovice (county Frýdek-Místek) in connection with the proposed transport hub at K. Tošanovice (off-level road junction R48 and I / 11),
(d) na k. ú. Nošovice a Nižni Lhoty (county Frýdek-Místek),
e) na k. ou. Náloky a Lhotka nad Bečvou (county Vsetín) in the continuation of the existing industrial zone on the northwest edge of Valachian Meziřicí.
4. The constructions associated with the implementation of the projects referred to in points 1 and 2 and defined in the graphical part of the zoning plan of the scale 1: 50 000 and 1: 100 000, provided with an approval clause, shall be of public benefit. The public benefit is also caused by the construction of transport and technical infrastructure resulting from the location of public utility buildings of superlocal importance.
5. The limits of land use resulting from the solution and negotiation of the Beskyda CPS and having a supra-local importance to consider:
(a) Defined existing and proposed compositional parts of the trans-regional and regional environmental stability system, as defined in the main drawing of 1: 50 000. The specified areas of biocentres and biocoridors are unstoppable. Exemptions may only be allowed for biologists which are cross-linked with line parts of construction of transport and engineering networks. Any intervention which could adversely affect the function of biologists and biocenters shall be inadmissible.
(b) Defined corridors for transport structures in the range of:
- in the case of motorways and roads of a gear type of territory 300 m wide from the outer lane axis to both sides,
- for Class I and Class II roads of 200 m from the axis to both sides,
- for railway lines of territory 100 m wide from the axis to both sides.
c) Defined corridors for water lines and sewerage of supra-local importance within the territory of 100 m from the axis indicated in the graphic documentation of the Beskyda UPN VÚC.
d) Defined corridors for energy structures within the territory of 200 m from the axis indicated in the GPN VÚC Beskyda graphic documentation.
e) Management 400 kV - (Power plant Děttorovice) - Vratimov - Nošovice. In the section of the Datynský forest, implement a line using high mast, allowing the wiring to be placed above the forest level and subject to minimisation of forest washing at the site of the mast construction. The maximum can be expected to wash the strip at a width of 4 m in conjunction with the line for construction and maintenance of the line. The axes of the defined corridors are indicated in the graphic documentation of the Beskyda VÚC.
f) For the location of the Bridges by Jablunková-Skalka, the limit is the maximum land acquisition intended to fulfil the forest function in the range of max. 2.5 ha and the ski slope is excluded.
g) For cableway installation Chantoryje is the limit of maximum land acquisition intended to fulfil the forest function in the range of max. 1,4 ha.
h) For the location of the cableway station Vranča- Portáš, the maximum land take is the territorial limit of 0,65 ha.
i) For the seating of the cable car Great Karlovice - Kasarne is a condition of the route leading by the existing passage, created for the power line 22 kV, and the wiring of this line.
(j) The flood area given by the total isoprene Q100 and the 1997 flood range enclosed in the main drawing. The ranges of the catchment area shall be specified by the designated catchment areas of the competent water management authorities, which shall replace this limit in the relevant territory.
(k) Designated territories of dry coppers Upper Lomná and Bukovec. Any other use which would make it impossible for them to be carried out shall be prohibited on these areas.
6. The design period of the major territorial unit zoning plan is set until 2015.
7. Within the meaning of Article 16 (3) (a) of Decree No. 135 / 2001 Coll., on the zoning documentation and the zoning documentation, a 4-year period is hereby established in which the evaluation of the VÚC of Beskyda will be carried out on the basis of which it was approved.
