DECLARATION
of 3 May 2016
on the marking of borders of military exits and the marking of security and protection zones in the territory of military exits (on marking of borders and zones in the territory of military exits)
The Ministry of Defence ("the Ministry ') provides, pursuant to § 33 paragraph 2 of Act No. 222 / 1999 Coll., on the Protection of the Czech Republic, as amended by Act No. 15 / 2015 Coll.:
Subject matter
This decree provides
(a) the manner, content and form of marking of the boundaries of the military exits in the field; and
(b) the method, content and form of marking of the safety and protection zones in the territory of the military depots.
Method and content of marking of the border of the military escape in the field
(1) The boundaries of the military escape are defined by the boundaries of the cadastral territories, which define the territory of the military escape pursuant to Article 6 of the Law on the border of the military escape.
(2) If the limits of the military departure are taking place
(a) after the link of the border signs, are marked directly,
(b) by a border waterway, a border moat or other terrain element which does not allow direct marking shall be marked indirectly.
(3) When marked directly, the border signs are set in the border line of the military exit. In the case of indirect marking, the boundary markings shall be located on the outer or inner side of the military exit border line in a manner which guarantees unambiguous identification of the military exit border.
(1) The indication of the progress of the military escape in the field must be clear, unambiguous and must be carried out by the border features laid down in this decree.
(2) The boundary character of the military exit border is a rectangular board on whose white background the words "MILITARY ORIGIN - INSTALLATION WITHOUT AUTHORIZATION OF DISTANCE '(hereinafter referred to as" BORDER BOARD') are marked.
(3) The border board shall be located at the borders of a military escape throughout its perimeter, in particular at places designated by the office of departure.
(a) for entry into a military escape; or
(b) to indicate the boundaries of the military exit by the coordinates indicated in the thematic state map work intended for displaying the military exit border.
(4) Border signs indicating the border of the military escape in the field are located
(a) always at the break of the border or, where applicable, the ground break of the territory of the military escape;
(b) mutual visibility with other adjacent border boards, taking into account the terrain inequalities and relief of the landscape of the military exit territory, at a distance of not more than 300 m from each other along the border line;
(c) on lines of suitable terrain elements,
(d) on a pillar or other supporting element if they are firmly attached to the ground; the placing of border boards on live trees is prohibited;
(e) in the case of roads or local roads as close as possible to the border of such roads;
(f) to the vertical or horizontal surface of construction; the location shall not jeopardise the stability of the construction or restrict its use.
(5) The lower edge of the border board shall be 2 000 mm above the terrain.
Form of marking of the boundaries of the military field escape
(1) The boundary board is made of sheet metal with an anti-corrosion layer or reinforced plastic in such a way as to guarantee high resistance to and changes to climate conditions.
(2) Borders may be made in two sizes, namely:
(a) large panes of 500 mm in height and 700 mm in width; or
(b) a small boundary board with dimensions of 300 mm in height and 500 mm in width.
(3) A small border sign may be used as a border sign in cases where it is effective in relation to the carrier element on which it is placed.
(4) The boundary board shall have the graphic form of a white field in the red frame, in which the text is marked in red letters of 100 mm height using a capitals marking cut.
(5) The column on which the border pane is placed is made of galvanized metal and has a circular form with a diameter of 60 to 70 mm.
(6) The model of the border sign is set out in Annex 1 to this order.
Marking of safety and protection zones in the territory of military exits
(1) The boundaries of the safety zone within the territory of the military escape are defined as defined by the Ministry's decision to establish the safety band (1), as shown in the state thematic map.
(2) The boundaries of the protection zone within the territory of the military exit are characterised by their designation in a measure of a general nature of the Ministry on the establishment of the protection zone (2), as shown in the national thematic map work.
(3) Paragraph 2, § 3 (1) and (3) to (5) and § 4 (1) to (5) shall apply mutatis mutandis to the indication of the boundaries of the safety and protection zone in the field.
(1) The boundary character of the boundaries of the safety zone shall be the warning band on whose white background the words "SAFETY PASSPORT are marked in red. _
(2) The boundary character of the border of the protection zone is the band board, the white background of which is marked with the words "PROTECTIVE PHASE. _
(3) The belt panes referred to in paragraphs 1 and 2 may be made in two sizes:
(a) a large boundary character measuring 500 mm in height and 700 mm in width; or
(b) a small border sign measuring 300 mm in height and 500 mm in width.
(4) If the band board indicates
(a) the border of the security zone at the place specified in the Ministry's decision establishing them for entry into those territories; or
(b) the border of the protection zone at the place designated by measures of a general nature of the Ministry on their establishment for entry into that territory;
is designated as a barrier board; the barrier plate shall be placed together with the road sign governing road traffic conditions on the territory of the safety or protection zone on the barrier.
(5) The models of band boards and barrier boards are set out in Annex 2 to this Decree.
(1) If the Ministry decides to establish a safety zone in the territory of a military escape designated as a target and impact area, shooting range or special training ground, the boundaries of that zone in the field of military escape throughout its perimeter shall be marked by the belt panes referred to in § 6 (1) or by the barrier boards on special-purpose roads, permanently.
(2) If the Ministry decides to establish a safety zone on the territory of a military escape designated as a training area of the armed forces of the Czech Republic of a temporary nature, the boundaries of that zone shall be marked throughout its perimeter by barrier boards on special purpose roads in a place intended to enter the safety zone for the period strictly necessary for training.
Transitional provision
Borders, band boards and barrier boards which indicate the boundaries of military exits, safety or protection zones until the date of entry into force of this Decree may be used to indicate the boundaries of military exits, safety and protection zones, taking into account their physical and user status and location in accordance with the purpose of indicating the relevant field borders in accordance with this Decree no later than 31 December 2020.
Efficacy
This decree shall take effect on the 15th day following its publication.
