THE LAW
of 16 December 1975
on the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1976
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
The objective of the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic for 1976 (hereinafter referred to as the State Plan) is to create the necessary conditions for the continuation of the economic policy aimed at ensuring further growth of the material and cultural level of the population and the consolidation of its life guarantees. In order to achieve this objective, the 1976 State Plan seeks to further increase resource creation as a decisive precondition for meeting the growing needs of socialist society. With more demanding external and some internal economic development conditions, it focuses primarily on ensuring the structure of the creation of material resources in line with the needs of their end-use and on ensuring that national economies develop efficiently.
§ 2
The main tasks of the State Plan are:
(a) to achieve a national income growth of about 5% and to cover most of its growth (around 90%) by increasing social productivity;
(b) to ensure the planned growth of national income to increase social product production by more than 5% and, together with industrial development, to ensure adequate growth in other sectors of the national economy; pay particular attention to ensuring the development of agriculture;
(c) to create conditions for the rapid development of efficient exports and to ensure maximum efficiency on importation; continue to deepen socialist economic integration with the Member States of the Council of mutual economic assistance;
(d) to ensure maximum economy in the consumption of raw materials, fuels, energy, materials and fuels, their maximum production appreciation and versatile conditions for reducing energy and material production performance;
(e) sources of investment in the range of around 149 billion Kčs consistently focus on the actions provided for by the State Plan, the completion of construction and the putting into service of capacity;
(f) to create the necessary conditions for a more consistent improvement of the quality, technical level and operational reliability of production as a decisive precondition for increasing the efficiency of the national economy;
(g) to ensure further strengthening of the role of science and research and to create conditions for the speedy putting into practice of the results of science and research;
(h) continue to gradually improve working conditions and to ensure that the standard of living continues to grow in a consistent remuneration based on the results of work; while achieving an increase in real population income by about 5% and creating conditions for the construction of some 129 000 flats.
§ 3
Paragraph 10 and 11 (2) of Act No 101 / 1971 Coll., on the fifth five-year plan, apply mutatis mutandis to the State Plan for 1976.
§ 4
This Act shall take effect on the day of its publication.
