adjusting methodological guidance State Planning Commission and Ministry of Finance for the preparation of the draft State Implementation Plan and State Budget for 1967 No 69 / 1966 Coll.
The State Planning Commission and the Ministry of Finance, pursuant to § 391 (1) and (2) of the Economic Code No. 109 / 1964 Coll. and § 20 of Act No. 8 / 1959 Coll., establishing the basic rules on the State Budget and on the management of the budget resources:
The methodological guidelines for drawing up the draft State Implementation Plan and State Budget for 1967 No 69 / 1966 Coll. are amended and supplemented in the following manner.
I.
1. In Article 3 (3) (b) / bb and the following text, the words "transfer prices' are replaced by" foreign trade prices franko Czechoslovak border (abbreviation FCO) '.
2. In Article 25, the following paragraph 1a is inserted after paragraph 1:
"(1a) In order to express the volume of production of products subject to the pricing principles applicable to free and limited price categories, the following shall be used for product valuation:
(a) in the category of free prices, the expected average wholesale implementation price or the starting price for the 1967 plan shall be the wholesale price resulting from the price conversion on 1 January 1967;
(b) in the category of maximum capped prices, the price at the upper limit level;
(c) in the category of indicative capped prices with upper and lower limits, the guide price; This also applies to limited prices without a defined range. '
Article 25 (3) shall read as follows:
"(3) The volume of deliveries for exports as well as the volume of imports is expressed in foreign trade prices franko Czechoslovak border (FCO). In the draft State Plan, the volume of export supplies as well as the volume of imports are expressed in wholesale prices. '
4. in Article 25, the following paragraph 3a is inserted after paragraph 3:
"(3a) Commercial goods from imports other than consumer goods for the internal market (in form No 02- 05, row 13- 15 and in form No 02- 07, column 2- 5) shall be indicated in the prices which express the acquisition value for the relevant commercial article. '
II.
1. the first paragraph of Article 88 (14) shall be as follows:
"Overview of state tasks and of the state budget of subsidised corporate and sectoral tasks of research and development work addressed by economic organisations (F-20) is the basis for determining the amount of resources from the state budget:
(a) the central authorities for the payment of invoices for State tasks, which shall be indicated on form F-13 in Group 1. Economic activities, Section 2 § 2 Article 1, under the grouping of items 2 of the service and expenditure of a non-productive nature;
(b) to economic organisations in the form of grants to cover costs related to the management of corporate and sectoral tasks, which are shown in line 20 of Form F-7;
(c) economic organisations to pay invoices for the tasks of the State Research and Development Work Plan, which are shown in line 28 of the F-7 form. "
2. The following point 5 is added to Article 98:
"5. The central authorities which carried out the conversions of the gross income (profit) plan to 1966 in accordance with the instructions of the Ministry of Finance and the State Planning Commission, such as MFF-113 / 37 482 / 1966 and SPK 103 503 / 66, for verifying the effects of the adjustment of wholesale prices and their effects on the outcome of the 1966 economic organisations, shall not carry out a justification for the calculation of price differences referred to in point 2.
The rationale for price differences for gross income (profit) shall be made by the central authorities by comparing the indices of price changes resulting from the conversion of the 1967 plan with the indices from the 1966 plan conversion, by item of the gross income (profit) plan, and by more substantial differences shall justify the comment. ';
III.
In Article 103, the present paragraph shall be renumbered as paragraph 1 and paragraph 2 shall be added as follows:
"(2) The State Planning Commission shall provide for a special measure to prepare a draft price-level development plan. '
IV.
In Annex 1 to the Guidelines List of binding tasks and binding limits of the State Implementation Plan and the State Budget
1. in Part A II, the words "in foreign trade transfer prices (in parity fco čs. border)" are replaced by the words "in foreign trade prices franko Czechoslovak border (abbreviation FCO)";
2. in Part C, the following entries are added:

V.
Annex No 2 to the Guidelines The 1967 budget composition for central organisations is amended as follows:
1. Section 16 of the revenue composition reads:
This section is intended for the accounting of funds used from the special account of the incentive fund. The amounts used from the incentive funds shall be declared at the same rate as in expenditure (Group 2, Section 8). ';
2. In the composition of expenditure A. Sectoral composition

Section 13 Cash remuneration
§ 14 Other purposes (to improve the organisation's equipment)
Section 15 Contributions to racing meals
This section is intended for accounting for the funds used by the incentive fund.
3. In the expenditure composition B The breakdown of items 8 - The allocation to economic organisations shall be supplemented by the following:
"89 Allocation to cover invoices for the tasks of the State Research and Development Work Plan. '
