Regulation on lower health workers

about lower health workers.
The Government of the Czechoslovak Republic orders according to § 4 paragraph 1 of Act No. 170 / 1950 Coll., on health professions:
§ 1.
(1) The task of lower health workers is to cooperate in ensuring the proper provision of public health care by conscientiously performing ancillary health services under the direction of other healthcare professionals.
(2) The lower health professionals are: dental instrumentaries, spa, sanitation, sanitaries, gypsum workers, disinfectants and meat-workers; This range of lower health workers can be adapted by implementing regulations to the needs of national health care.
§ 2.
Dental instructors assist dentists and dentists at the chair; In particular, they shall also clean and sterilise tools and equipment and be responsible for maintaining them, keep records of the treated, consumables and work reports; they may also perform, as instructed by the physician, the physiotherapeutic actions required for dental treatment and assist in the production of roentgen images.
§ 3.
The spa staff work under the guidance of medium-sized health workers in health institutions in which the spa is provided; in particular, prepare baths and beds, ensure the cleanliness of bath facilities of all kinds, take care of the laundry, transport the sick unable to move and assist them in the bath; care for all doctor's instructions and the safety of patients.
§ 4.
Sanitaries and sanitaries shall carry out auxiliary medical work in medical institutions under the authority of a central or higher health worker, in particular:
1. in the bed and outpatient departments of the institutions: sanitaries clean and disinfect nursing equipment, prepare bandages, provide surface cleaning in the patient's rooms, provide laundry, assist in carrying out treatment operations, accompany the patient to various examinations, provide errands related to diagnosis and treatment of the patient, and receive and issue toppings of the patients, or provide food and work related to the operation of the preparation kitchen including dishes; The competent authorities of the Member States shall ensure that:
2. in laboratories: ambulances clean and maintain laboratory equipment, apparatus and glass and assist in simple laboratory operations; perform auxiliary work in dental laboratories; are in charge of small test animals and assist in the collection of their blood, vaccination, autopsy and collection, storage and dispatch of tissues for examination; sanitaries shall carry out more physically strenuous work of the same species, in particular in larger experimental animals;
3. in the autopsy rooms, the sanitaries take over the bodies, take care of them in the institution and prepare them for the autopsy table; purify them after the autopsy, assist in storing them in coffins and release them; clean and maintain autopsy equipment and tools, autopsy equipment and their space.
§ 5.
Plasters work under the guidance of a doctor in medical facilities; in particular they make plaster bandages, corsets, spirals and beds, adjust beds to different positions, build and adjust extensive and suspension devices for orthopedic treatment, scan plaster bandages and prepare the patients for Roentgen checks.
§ 6.
Disinfectants work under the authority of health and anti-epidemic services and under the relevant directives; their task is in particular to:
1. disinfecting buildings, premises and facilities in the field and overseeing the implementation of ordered measures against communicable diseases; disinfecting wells and other water sources according to the guidelines;
2. in health institutions, they perform depollution of persons and of the uppers and disinfection of clothing, laundry and other objects, operate equipment for physical and chemical disinfection and maintain their maintenance, operate waste water treatment stations and are responsible for their operation.
§ 7.
The meat auxiliaries shall assist, in accordance with the relevant rules and guidelines of the veterinary surgeons, in particular in the investigation of slaughter animals and meat, the suspension of meat and its treatment or disposal, and the supervision of the collection of secondary slaughter proceeds and the purity and conduct of disinfection at slaughter; indicate the result of the assessment on meat, assist in keeping records of the inspection of slaughtered animals or imported meat and in health checks on edible food of animal origin, in particular meat products.
§ 8.
A lower health profession may be performed by a person who is physically and mentally fit for that profession, who is civil and who can demonstrate a specified professional knowledge.
§ 9.
In order to enable lower health workers to perform their tasks properly and improve their working standards, they shall participate in further training and training. Training and training shall be managed by the Regional National Committees in accordance with the guidelines of the Ministry of Health.
§ 10.
The position of lower health workers is determined and amended by the Regional National Committee under the Regional National Committee's guidelines so that it is consistent with the national national economic plan. If a lower health worker is transferred to a place of employment in another district - except where such relocation has been agreed by the participating regional national committees - or if an important general health interest so requires, its location shall be determined by the regional national committee after hearing the participating regional national committees.
§ 11.
The Regional Council, after the case of the Regional National Committee, may impose a certain work obligation on a lower health worker in determining the place of work or at any time thereafter in the field of state health care and, if an important general health interest so requires, special tasks for exceptional needs.
§ 12.
The provisions on reimbursement of travel, moving and other expenses, after the provisions on reimbursement of expenditure to training participants, shall apply to the reimbursement of expenses incurred by lower health professionals by taking over the obligations imposed on them under the Law on health professions and the Regulations issued pursuant to it.
§ 13.
The provisions of § 10 to 12 do not apply to lower health professionals of the armed forces, the National Security Corps and the Prison Guard Corps, and to disinfectants employed by public transport undertakings.
§ 14.
(1) A closer regulation of the pursuit of the profession of lower health professionals, with the exception of lower occupational health workers, the National Security Corps and the Prison Guard Corps, as well as the adaptation of their scope to the needs of national health care, is carried out by the Ministry of Health in agreement with the central authorities involved and in cooperation with a unified trade union organisation; in particular, gives more detailed provisions
(a) the tasks and scope of the activities of each group of lower health workers;
(b) the expertise needed to pursue the profession of lower health workers and their further training and training.
(2) Further arrangements for the performance of the profession of lower health professionals of the National Security Corps and the Prison Guard Corps will be made by the Ministry of National Security and Justice in agreement with the Ministry of Health.
§ 15.
The measures taken in accordance with the provisions of this Regulation before it is effective shall be those taken to implement it.
§ 16.
This Regulation shall enter into force on the day of its publication; They shall be carried out by health, national defence, national security and justice ministers in agreement with the participating members of the Government.
