Regulation on reports of regional national committees on education, education and physical education

of 25 January 1949
on the reports of regional national committees on education, education and physical education.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
§ 1.
(1) A report on education, education and physical education is hereby established for each Regional National Committee.
(2) The report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, shall be laid down by the Ministry of Education, Science and Art and by the Ministry of Information and Information in an agreement with the Ministry of Interior.
§ 2.
(1) The report for education, education and physical education provides regional administration in matters of school, scientific and artistic, foundations, state-of-the-art, folk education, librarian and physical education.
(2) In matters referred to in paragraph 1, they shall carry out a report - without prejudice to the competence of other bodies (offices) - in particular the following tasks:
1. Develop in its field (paragraph 1) a part plan of its own regional plan and monitor its implementation and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. ensure the promotion of single education and general and vocational education for young people, as well as further school education for working persons, establish schools and establish their districts, establish classes and courses for working persons, manage and supervise schools;
3. oversees urban music institutes and private schools of all kinds and takes care of pedagogical supervision of nursery and shelters for children of pre-school age;
4. ensure the establishment of school homes and youth satellites, the social needs of the student, as well as of accommodation, and the establishment of parents' and school friends' associations and oversees the activities of the facilities and associations concerned;
5. Recognises the people in the spirit of popular democracy by managing state-of-the-art political education, by directing state-of-the-art political actions and by cooperating in the moral political education of citizenship to industry;
6. Contributes to increasing labour productivity by generally promoting socialist competition;
7. Care for continuous extracurricular education of the people on the basis of the scientific opinion of the world by permanent education facilities, education centres and training of workers;
8. Cares the development of science and art and seeks to make culture the property of all people by establishing cultural cooperatives, cooperating with cultural workers, providing for the establishment of houses of education and other cultural facilities, as well as training of folk workers and volunteers;
9. Protects historical, historical, artistic and cultural monuments at all, takes care of archiving, museum, library, galleries and exhibitions, including administrative matters of public archives, takes care of the conservation of nature and landscape and ensures that results are used to educate the people;
10. brings the people closer to the book as a particularly important source of culture by supporting and supervising the activities of public libraries, caring for the education of readers and training of librarians;
11. care for increasing the physical and protective fitness of the people by extracurricular physical education, educational stay in nature and tourism;
12. Manages affairs of the foundations, except the foundations of the church.
(3) As regards the fields set out in paragraphs 1 and 2, the report shall also be subject to administrative criminal proceedings.
§ 3.
The Ministry of Education, Science and Art and the Ministry of Information and Information will issue regulations in agreement with the Ministry of Interior and other participating central authorities to detail the scope of the reports of the Regional National Committees on Education, Education and Physical Education.
§ 4.
On 1 February 1949, the Regional National Committees of the Regional Administration are in charge of the matters referred to in Section 2, which are still provided by the Regional National Committees, and in Slovakia, the competence of the same kind, which is still exercised by the Education, Science and Art Commonwealth and the information and education delegation.
§ 5.
This Regulation shall enter into force on 1 February 1949; They shall be carried out by the Ministers of Education, Science and Art, Information and Information and Home Affairs in agreement with participating members of the Government.
