on the compulsory fitting of certain motor vehicles with safety belts, cut-off yellow light and warning triangle
The Ministry of Transport, in agreement with the Ministry of Interior, pursuant to § 16 (b) of the Government Decree No. 54 / 1953 Coll., on road traffic, as amended by the legal measure of the Bureau of the National Assembly No. 13 / 1956 Coll.:
§ 1
(1) Passenger cars put into service after the date of application of this Decree must be fitted in front seats with safety belts with three-point attachments (combined abdominal and shoulder belts) of a type approved by the Ministry of Transport. The installation of safety belts shall be carried out in suitable and tested anchorages in the bodywork of these vehicles with 7 / 16 and 20 turns per English thumb.
(2) Child safety belts shall be so manufactured as to be fitted to the lower anchorages for normal safety belts.
(3) Passenger cars put into service before the date of application of this decree shall be fitted with safety belts as referred to in paragraphs 1 and 2 by 1 January 1970 at the latest if they are fitted with anchorages.
§ 2
(1) Self-propelled road working machinery and special-purpose vehicles operating on public roads in unclosed road traffic *) must be equipped with intermittent yellow light (car yellow). For other vehicles, this obligation may be laid down by the Ministry of Transport or the Regional Transport Inspectorate of Public Security as regards vehicles whose technical competence they approve.
(2) The electrical installation of the intermittent yellow light shall be carried out on the vehicle in such a way that it can be activated by a special switch even if the other external lighting of the vehicle is switched off, whether the vehicle is in motion or still.
(3) The source of intermittent yellow light shall be of constant intensity and the effect of the intermittent light shall be achieved in a manner other than the intermittent operation of the lamp (s), e.g. a rotating clone.
(4) The intermittent yellow lights shall be placed at the highest position of the bodywork, if possible, in the longitudinal plane of symmetry of the vehicle or symmetrically on both sides of this plane, in the case of self-propelled road work machines not less than 1,9 m above the ground; shall be so placed on the vehicle that at least one directly visible from any point on a horizontal plane 1 m above the ground 20 m away
(5) At a distance of less than 0,75 m in any direction from the lamp of intermittent yellow light, there shall be no other lamps on the vehicle.
(6) The operation of the intermittent yellow light shall be signalled to the driver by a special yellow or orange colour light placed in the driver's field of view.
(7) The intermittent yellow light shall only be activated in relation to the working power of the vehicle for which the equipment is intended.
(8) Vehicles other than those referred to in paragraph 1 may use intermittent yellow lights only if it is imposed on them by a decision of the competent authority authorising the transport of a particularly large article or the use of a vehicle whose dimensions exceed the specified level. * *)
§ 3
Motor vehicles weighing more than 3500 kg in total shall be equipped with a warning triangle of the approved type.
§ 4
This Decree shall take effect on 1 January 1969.
