on the award of state awards to Clemente Gottwald
The Government of the Czechoslovak Socialist Republic orders, with the consent of the President of the Republic, pursuant to § 7 of Act No. 247 / 1949 Coll., on Honours and Honours:
The state awards of Clemente Gottwald are awarded as a token of the recognition of the socialist state for excellent creative performances that have enriched human knowledge, created artistic values or otherwise contributed to solving the tasks of socialist construction and further development of culture in our country.
The State Awards of Klement Gottwald are awarded annually by the President of the Republic on a proposal from the Government on 9 May.
The State Awards of Clemente Gottwald may be awarded to individual persons or collective organisations in the following groups:
in the first group for works, performances or discoveries of social, natural, mathematical, medical and technical sciences,
in the second group for excellent inventions and fundamental changes in the development of technology and excellent application of new treatment methods,
in the third group for works or performances in the field of writing, art, theatre, music, artistic and documentary cinematography and used graphics.
(1) The honorary title of "Laureate of the State Prize of Clementa Gottwald" belongs to the Honorary.
(2) The Laureates of the State Prize Clemente Gottwald have the right to wear a red ribbon lined with a white and blue stripe, with a laurel smear.
(3) The Laureates of the State Prize of Klementa Gottwald will be given the deed that the State Prize of Klementa Gottwald has been awarded to them.
(4) The details of how the provisions of paragraphs 1 to 3 apply in cases where a collective is awarded shall be laid down in a statute approved by the Government.
(1) The public prices of Klement Gottwald are accompanied by remuneration, which is:

(2) Rewards are not subject to taxes or charges.
(1) Proposals for the award of the State Awards of Clementa Gottwald are made by public institutions, organisations or individuals of the Committee on State Awards of Clementa Gottwald.
(2) The Committee on State Awards of Clemente Gottwald and his Commission on Science, Technology and Art are composed of excellent representatives of science, technology and art and other fields of creative activity. The members of the Committee and the Commission shall be appointed and withdrawn by the Government.
(3) The Committee on State Prizes of Clemente Gottwald assesses the proposals put forward and makes a proposal to the Government to award state prizes. It does so on the basis of the comments that will result from the public consultation of the proposals for the award of the State Awards of Clemente Gottwald, which the Committee on State Prizes of Clemente Gottwald will present for public debate, and on the basis of opinions from its committees.
The formalities for the submission of proposals for the award of the State Awards of Clemente Gottwald, the manner in which proposals are to be heard and the details of the award of the State Awards of Clemente Gottwald are laid down in the Statute approved by the Government.

Statute for consideration of proposals
on the award of the State Awards of Klement Gottwald, approved by the Government on 16 September 1960

The State Awards of Clemente Gottwald pursuant to Government Decree No. 139 / 1960 Collections and Individuals on a Government proposal are awarded annually by the President of the Republic on 9 May.
The government is proposing to award state prizes The Committee on State Awards of Clemente Gottwald, which is discussing and evaluating excellent creative performances that enrich human knowledge, create artistic values or otherwise contribute to solving the tasks of socialist construction and further development of culture in our country.

On the basis of the new fact that the role of all the people in economic and cultural construction is increasing, that new conditions are being created for the realisation of further bold perspectives throughout our lives, it is stipulated that consideration of proposals for the award of the state awards of Clementus Gottwald should be made according to the following principles:
1. Proposals for the award of state awards shall be submitted by 31 October each year at the latest for the award of the following year in particular by the presidium of academies, the Board of Scientific and Technical Companies, central offices and authorities, universities, businesses, artistic associations, editorial boards of newspapers and journals and staff meetings.
Proposals shall be submitted in four copies for each work, work or performance separately. All proposals must be supported by proper documentation and assessments. The proposal must be accompanied by scientific work, literary and musical work published by the press, descriptions of inventions, new materials, machine structures, improvements in production methods and others in four specimens. The proposal needs to include data, such as originality, to address fundamental issues of methodological, economic effect, whether only an individual or a collective is involved in the solution (in the case of a collective, to specify the merits of individual workers). This list is not exhaustive, it is merely informative, as the application must be processed according to the nature of the case.
Scientific publications, literary works and works of art shall be evaluated, if published in print or in public, at least 4 months before the deadline set for the submission of proposals.
2. The proposals submitted shall be examined by the Committee on State Prizes of Clemente Gottwald and shall start on the proposals adopted in the commissions which shall select the proposals which are eligible for further negotiations for the award of the State Prize.
3. The list of proposals in the field of science, technology and art that are eligible for public debate will be discussed and published by the Committee in the paper by 30 November.
4. They shall organise and examine the published proposals in close cooperation with the social organisations, in particular the Academy of Sciences with their scientific societies and departments, scientific and technical societies, scientific research institutes, central offices and authorities, universities, ROH associations, businesses, cooperatives, artistic associations, editorial boards of newspapers and journals and working meetings.
5. The institutions, offices, authorities and components referred to in the preceding paragraph shall send comments from the public debate as well as material for the discussion of the Committee on State Prizes of Clemente Gottwald by 31 January each year.
6. After this deadline, the relevant Commission and the Committee shall re-evaluate the proposals for the award of the State Awards of Clemente Gottwald and the results of the public consultation, after which the Committee shall submit a proposal to the Government.

As a general rule, the Committee on State Prizes will not recommend the award of the State Prize to those authors who have already been awarded the State Prize if it is not a work, performance or work of exceptional importance; it does not normally recommend the award of the State Prize to Clementa Gottwald for the work, work or performance for which the author has been rewarded with distinction, honorary title or public recognition within the meaning of Act No. 247 / 1949 Coll., or in any other appropriate way.
The honoured will receive a state prize and use the honorary title "Laureate of the State Prize of Clemente Gottwald." The distinguished listed will receive a state diploma and have the right to wear a laureate ribbon. Collections whose members are not specifically listed will receive a State Prize for the award of a State Prize to a collective without a laureate ribbon, and the creative staff of such a collective can issue a Certificate to the Committee on State Awards of Clementa Gottwald that they were members of a collective awarded the title "Laureate of the State Prize of Clementa Gottwald."
