Basic concepts
For the purposes of this decree:
(a) Radio-telephony on inland waterways is a mobile radio-communications service (1) on very short waves used to ensure radio-telephony communication on inland waterways (hereinafter referred to as "radio-telephony service on waterways") between ships and coastal stations or between ship-to-ship stations or between coastal stations, carried out on frequencies reserved for this purpose by the Ministry of Transport and Communications, the Czech Telecommunications Office (hereinafter referred to as "Czech Telecommunications Office") in accordance with the permitted radio frequency ranges in the Czech Republic (2) and in accordance with the specific legislation.1).
(b) A ship's station consisting of one or more radio stations shall be a mobile station of radio telephone service on waterways located on a vessel which is not permanently connected to the mainland.
c) Coastal station is a ground station of radio telephone service on waterways designed for cooperation with ship stations and other coastal stations. The coastal station shall consist of one or more radio stations, at least one of which shall be permanently located. Coastal stations are radio stations of the State Navigational Administration (hereinafter referred to as the "Navigational Administration '), operator of the land part of the port, (3) Waterway Manager, (3) Waterway objects, navigation management, navigation information providers or other radio telephone services to ensure the safety of navigation.
d) The radio station is a radio transmitter and receiver or a combination of radio transmitter and receiver, including the equipment of their accessories required at the radio communication service station in accordance with a specific regulation. 4) A radio station allowing for simultaneous listening and broadcasting on two frequency channels is considered sufficient to replace two radio stations.
(e) The assembly of vessels shall be free (consecutive or adjacent) or fixed or articulated connections for the purpose of joint navigation.
f) The sailing object is a lock, a hoist or a serviced closing object on the navigation channel.
g) The call procedure is the procedure for establishing radio communication on inland waterways between radio stations.
h) Simplex operation is a mode of operation of a radio station which uses one or two frequencies and allows the transmission of messages alternately in both directions, e.g. by manual control, while the current reception of messages is not possible during the transmission of messages.
i) Duplex operation is a way of operating a radio station that allows simultaneous transmission of messages in both directions and requires simultaneous use of two frequencies.
j) Semi-duplex operation is a mode of operation of a radio station which requires the simultaneous use of two frequencies, where simplex operation is performed at one end and duplex operation at the other end of the radio link.
k) ATIS is an automatic system for identification of radio stations on waterways (Automatic Transmitter Identification System).
The transport-relevant waterways used (hereinafter referred to as "designated waterways') on which vessels, navigational objects or port facilities must be equipped with radio stations and on which radio telephone service on waterways is operated are:
(a) the Elbe watercourse from the river km 102,2 (Spectacle) to the national border with the Federal Republic of Germany;
(b) the water flow of the Vltava from the river km 91,5 (Třebenice) to the confluence with the water flow of the Elbe, including the tip of the water flow of Berounka to the port of Radotín.
Equipment of vessels by radio stations

CHAPTER 2
REQUIREMENTS FOR THE RADIOTELEPHONE SERVICES OF SHIPS AND MARKS
2.01 Essential requirements for radio-telephony services of marine and coastal stations
2.1 For the establishment and operation of a ship and coastal station, authorisation shall be granted to the radio communications service. The permit for the establishment and operation of a ship's station on a vessel flying the Czech flag or permit for the establishment and operation of a coastal station shall be issued by the Czech Telecommunications Authority pursuant to Act No. 110 / 1964 Coll., on Telecommunications, as amended.
2.01.2 The permit for the establishment and operation of the ship's station and the approval of the station's radio station issued by the Czech Telecommunications Authority is recognised in the other Member States of this Convention on the basis of the connection with the Czech Republic to the Regional Convention. The current list of the member states of the Regional Convention and the valid version of the Regional Convention is available at the Czech Telecommunications Office.
2.01.3 The permit for the establishment and operation of a ship's station or other approval of a radio station of a foreign vessel issued by the telecommunications administration of the Member State of the Regional Convention is recognised in the Czech Republic. Authorisations for the establishment and operation of a ship station of a foreign vessel issued by the telecommunications administration of other States shall be recognised if they comply with the requirements of the Radio Regulations of the International Telecommunications Union, issued by the International Telecommunications Union.
2.01.4 Semiduplex operation is permitted in the radio telephone service on waterways as a replacement for duplex operation.
2.01.5 The use of Dual Watch is not permitted in the water service.
2.01.6 The use of scanner is permitted in the radio-telephony service on waterways. Scanner can be used except for monitoring frequency channel 10. With this device it is not possible to provide a current reception alert on two frequency channels.
2.01.7 Ship stations of vessels flying the Czech flag equipped with the ATIS system as defined in Annex 5 shall use the frequencies and the ATIS identification code assigned by the Czech Telecommunications Authority in operation on designated waterways and waterways abroad. Foreign vessels whose ships are equipped with an ATIS system shall use the frequencies and the ATIS identification code assigned to them by the authorities of the country under whose flag they fly on designated waterways. The ATIS identification code and its database shall allow the identification of the name of the ship's station and its call sign. The equipment of the ATIS of the ships' stations listed in Annex 5 shall be in service when navigating on designated waterways.
2.02 Use of call signs and names of ship and coastal station
2.02. 1 Every ship's station participating in the water service shall have its call sign. The execution of the call sign shall correspond to the Radio Regulations of the International Telecommunications Union. The call sign is assigned to the ship's station of the vessel flying the Czech flag of the Czech Telecommunications Office. The foreign vessel shall use the call sign assigned to it by the telecommunications administration of the country under its flag.
2.2 Ships participating in maritime mobile services shall also use their assigned call sign used in that maritime mobile service for the purpose of the water radio service.
2.02. 3 Each coastal station participating in the Waterway Radio Service shall have its call sign. The call sign is assigned to the Coastal Station by the Czech Telecommunications Office.
2.02.4 No call sign is normally assigned to portable radio stations used in the category of communication service on board. If necessary, these portable stations shall use the call sign of the ship's station to which they belong.
2.02. 5 In the categories of radio-telephony services, the vessel - vessel, navigational information and the vessel - port administration must preferably use the name of the ship's station and the name of the coastal station. If the name of a ship or coastal station is used, the call sign may no longer be used. However, a ship or coastal station shall notify its call sign at the invitation of the radio station with which it communicates. The name of the ship's station shall consist of the type of vessel, 2) followed by the registration mark (name) of the vessel (3) (e.g. the cargo ship Vltava). The name of the coastal station shall be composed of the name of the site of the coastal station, followed by the name of the facility (navigation object, port, etc.) and, where appropriate, the operator of the service (e.g. Ostrov - lock, Mělík - public port). An overview of the coastal stations of the Czech Republic and their assigned or reserved frequency channels is given in Annex 3.
2.03 Ship and coastal station operators
2.1 A ship's station may be operated or supervised only by a person holding a radio station licence for the performance of radio-telephonic service in the band of very short waves in force in the Czech Republic (e.g. General Certificate of Radio-telephony or Restricted Certificate of Radio-telephony) (hereinafter referred to as the "certificate of Service of the ship's station '). The certificate of operation of the ship's station is issued in the Czech Republic on the basis of a successful examination by the Czech Telecommunications Authority.
