to ensure economy in the verification of the utility characteristics of the products and in the implementation of the promotion;

I.
Securing functional and operational reliability and utility properties of products
1. The product quality, its functional and operational reliability are the responsibility of the supplier. For this purpose, the supplier shall, in particular, carry out laboratory and operational tests and ensure consistent technical control.
2. Functional and operational reliability is verified by state and other testing centres and in the framework of the activities of the production organisation.
3. In cases where the nature of the products exceptionally requires a deeper verification of their utility characteristics, the manufacturer may, on the basis of an economic contract, pass the products to other socialist organisations which provide a guarantee of proper verification and evaluation.
If the product is worth up to 1000 ccs of retail price, the manufacturer must request prior approval of the superior authority for such verification. In order to verify a product of a value of more than 1000 CZK of retail price, the central authority must be authorised. The authority which gives its consent to verify the performance of products in another organisation shall at the same time determine the time needed for verification and the number of items of products to be submitted for verification.
4. Useful properties can only be verified according to point 3 for new products before they are placed on the market.
5. In improving the functional and operational reliability and technical level of the products made available on the market, the manufacturer shall be obliged to rely on complaints, complaints and warnings as well as market research findings.
6. Products from abroad to verify their functional and other characteristics may be imported only for testing and technical development purposes.
7. It shall be prohibited to transfer products produced domestically or imported from abroad to so-called lay tests to individuals both by production organisations and through other organisations and to transfer to individuals the obligations arising from the organisations in point 9.
8. It shall be prohibited to hand over products to production, trade and other organisations to public and social bodies and to organisations or citizens by way of loans or by other means.
9. The verification of the performance referred to in point 3 shall be carried out according to the following rules:
(a) the organisations which are to be submitted for verification shall be duly informed of the verification requirements. The transferring organisation shall conclude an economic agreement with it setting out the conditions for verification, including the dates for the submission of assessments, and setting deadlines for verification;
(b) the verified product remains in the management of the transferring organisation throughout the verification period;
(c) in order to fully achieve the objective of verification and to enable it to be monitored, the expiry of the period, the result and use of the verified product, the transferring organisation shall keep accurate records of product verification contracts and operational records; Such records shall include the name of the product, the date of manufacture, the product number, the dates of start and end of verification, the designation of the organisation carrying out the verification, the date of return of the product after completion of the verification, the result of the verification and the method of further use or, where appropriate, the disposal of the product;
(d) upon completion of the verification, the product shall be returned together with the documents agreed in the economic contract. On the basis of the product verification result, the transferring organisation shall carry out an overall evaluation which it uses to further improve production;
(e) if the organisation does not use the product after completion of the verification to further improve production, it shall conclude an economic contract under the economic code to supply it to the relevant trading organisation;
(f) it shall be prohibited in any way to pre-determine to which buyer the product is to be sold; such practice shall not be applied even within a trading organisation;
(g) prices for the sale of products so used shall be determined in accordance with the price regulations.
10. According to the provisions of points 9 (e), 9 (f) and 9 (g), products which have been verified by testing centres or as part of the activities of the production organisation shall be used for technical development, promotion (including exhibitions, fairs, etc.) and price controls, provided that their value has been reduced or returned to the manufacturer by responsibility for defects (complaints).
11. Where products (their samples) are used in other organisations, such as test rooms, price controls, etc., according to specific regulations, the cost-effectiveness, registration of the movement of these products and their return after the manufacturer has fulfilled the intended purpose shall be ensured.
II.
Providing economy in carrying out promotional activities in the Czech Republic
1. The planning, preparation and implementation of the promotion shall be carried out consistently in accordance with the principles of effectiveness and efficiency, with the aim of ensuring that the resources spent on it provide the necessary benefits in the implementation of the products and in the desirable influence on the interests of customers.
2. The promotion of products for the internal market and services must be carried out in such a way as to affect a wide range of consumers. To use such forms as prospectuses and other forms of offer by the media, etc.
3. The promotion of products for production consumption and investment must be limited to strictly efficient and economical promotion of the brand.
4. For promotional purposes, they may not be granted or lent to organisations or individuals with their own products or other means of production.
5. Propagating own products can be done
(a) at trade fairs and exhibitions serving exclusively commercial purposes;
(b) actions of national importance approved by the central authorities;
(c) in the exhibition and demonstration halls of the relevant production and trade organisations.
The organization will take part only in exhibitions whose topics correspond to the nature of their production.
6. The promotion appropriations shall not be provided and the promotion shall not be carried out in principle by organisations for which it is not socially justified in relation to the production, sale of products, the provision of services or the performance of other tasks, such as budget and contribution organisations, unless the promotion is necessarily part of their activities, research and similar organisations, etc.
7. The means of promotion shall not be used by manufacturing, commercial and other organisations for indirect financing of the activities of other organisations.
III.
Ensuring economy in the conduct of promotion activities in foreign trade
1. The principle of economy and strict effectiveness must be based on the promotion abroad.
2. The Czechoslovak products must be used as promotional and gift items for foreign customers and sales agents.
3. Funds and items intended for promotion and gifts abroad may not be provided to domestic organisations and citizens.
IV.
Amount of promotion appropriations
The promotion appropriations shall be set at a binding limit for each department; the central authorities shall differentiate the limit to subordinate organisations which shall further divide it into lower management articles.
V.
Removal of unjustified advantages granted to the Czechoslovak authorities, organisations and their personnel
In order to eliminate unjustified advantages granted to the Czechoslovak authorities, organisations and their workers by other organisations, central authorities shall ensure that:
1. ČSA, ČSD, ČSAD and urban public transport companies did not provide other organisations and authorities or their employees and other persons with free tickets and other benefits. State economic organisations, budgetary and other organisations, as well as individuals, shall bear transport expenses from their own resources;
2. workers of Czechoslovak organisations and bodies and other persons have not been provided free of charge by state and social organisations or with discount benefits
- in the form of vouchers for tourist and recreational tours, spa stays with the exception of ROH vouchers, fishing tickets, works of art, etc.,
- in the form of free tickets to cultural, sports and similar enterprises, books, gramophone boards, etc., except where this is necessary for the performance of the mission or function of those persons,
- other means which unjustifiably favour authorities, organisations or individuals.
The interpretation of the principles and their implementation must ensure that the interests of the company are consistently protected.
VI.
Efficacy
These principles took effect on 8 November 1979.
