GOVERNMENT REGULATION
of 6 May 2009
establishing a catalogue of works in public services and administration
The Government orders pursuant to § 123 (6) (b) of Act No. 262 / 2006 Coll., Labour Code:
§ 1
Scope
This Regulation provides for a catalogue of public service and administrative work determining the classification of works in the grade of the staff to whom the salary is paid.
§ 2
Definition of certain terms
For the purposes of this Regulation:
(a) coordination of active work on the components of the system defined by an example of work (disciplines, agendas, works) to achieve their consistency;
(b) by ensuring full responsibility for carrying out tasks defined by an example of work;
(c) complex work involving all parts of the whole (system) defined by an example of work;
(d) by methodological guidance on the determination of uniform generally applicable means of achieving a specific objective;
e) the concept of a leading idea, a curriculum of thought and a leadership intention,
(f) a comprehensive field of social, technical or natural learning, which is generally also the content of the study of accredited study programmes;
(g) by the agenda, a summary of the work relating to matters which constitute a comprehensive part of a particular field, including links to other agendas of that field; and
(h) the employer, the organisation of the state or the local self-governing body.
§ 3
Work Catalogue
In accordance with the characteristics set out in the Labour Code, the catalogue of works in the Annex to this Regulation provides for the classification of works (examples of works) into grades according to their complexity, responsibility and exertion and classification by type of occupation.
§ 4
Efficacy
This Regulation shall enter into force on 1 July 2009.

1.1. WORKING IN ORGANISATION MANAGEMENT
1.1.1. ADMINISTRATIVE AND STANDARD WORKERS
1. grade
1. Carrying or other handling of documents or office supplies and materials.

1. Recording of documents and keeping records thereof.
2. Data acquisition on carrier media.
3rd grade
1. The performance of diverse administrative work according to usual procedures or framework instructions.
2. Copying texts from manuscripts or writing according to dictates or phonograms.

2. Complex provision of management of individual parts of property files.
3. Monitoring the implementation of the budget for asset management. Handling of requirements for acquisition, repair and maintenance of property by type, checking items and invoiced amounts for purchased property. Full and detailed operational records of the property, carrying out checks with the accounting records of the property, keeping an evidentiary agenda, including measures taken to identify the undesirable condition.
8th Grade
1. Ensuring the management of the assets of the organisation, the assets of the State within the defined competence of the Office or the municipality, its acquisition, retention, sale or other disposition.
2. Compilation of property management plans according to calculations, summarization, inventory results and needs.

Grade 10
1. Complex management of large and diverse property files, legally and factually complex forms of its acquisition, rental, stopping, sales and other forms of disposition.
3. Preparation, award and control of small-scale public contracts.
11th grade
1. Comprehensive coordination and methodological guidance of the management of large and diverse property sets deployed in multiple locations or abroad. Design of commercial use of assets including economic analyses, methodologies and measures.
2. Solving factually and legally complex restitution cases.
3. Securing specialised professional activities in the field of property, property law and restitution with application of relevant legislation in practice.
4. Preparation, award and control of public contracts.
12th Grade
1. Comprehensive coordination of the procedures of the contracting authority, which is required to give prior notice of contracts.
1.1.5 REFERENT OF FOREIGN RELATIONS
6th grade
1. Preparation and assembly of documents and documents for individual foreign business travel, such as travel documents, tickets, tickets, insurance, travel orders and currency.
7th Grade

Collection and evaluation of information on foreign organisations and institutions or on current events abroad and designing activities for their use.
1.1.6. WORKERS OF PUBLIC RELATIONS
3rd grade
1. Provision of information on the competence of services, workplaces or persons, working hours and essential formalities. Providing accompanying basic general documentation, information brochures and other materials.
4. grade
1. Reporting to citizens on procedural formalities and procedures for dealing with individual submissions of citizens.
5th Grade
1. Processing of instructions and similar materials (surveys, lists, directories) for the public to explain the procedure for dealing with their affairs in matters relating to the whole office.
2. Submission of comprehensive information on diverse facts, events, data and processes with interconnections and links, such as services provided, attractions, accommodation, catering and prices.
6th grade
1. Reporting to citizens when dealing with their affairs on the substantive, local and functional competence of all administrative and municipal authorities.
2. Monitoring the views, complaints and comments of the public on the activities of the organisation, administration or authorities of the local authority.
3. Provision of expert information from different fields according to specified documentation and procedures, such as historical, geographical and natural writing.
7th Grade
1. Preparation and organisation of information and popularization events for the public, such as open-door days.
2. Evaluation of public opinion on the activities of the organisation, administration or authorities of the local authority. Obtaining diverse information from different sources, including sorting and providing for further use and processing of search according to general specifications.
3. Ensuring the publication of up-to-date information by the organisation, administration or authorities of the local authority in the form of popularly informed information materials.
8th Grade
1. Monitoring of periodicals, evaluating their access to selected topics, processing of daily print monitors, including statistical surveys.
2. Ensuring the publicity of important social events and, where appropriate, certain working meetings. Processing of analyses and evaluation of publicity and public initiatives for the activities of the organisation, administration or authorities of the local authority, including proposals for further action.
3. Preparation and organisation of information and popularisation events with an impact on the widest population groups including ensuring synergies with the media and the organisation of press conferences.
4. Systematic concentration and evaluation of information in all fields of organisation activity, production of expert information outputs and processing of regular information for mass media.
9. grade
1. Creation and implementation of projects and programmes of information and presentation of the organisation's activities in relation to the public.
Grade 10
1. Comprehensive provision of information, publicity and press relations with the public and mass media (press).
2. The establishment of approaches and modalities for the implementation of information campaigns in the media, including their preparation and implementation.
11th grade
1. Ensuring information, publicity and press relations between the region, the capital city of Prague, the statutory city or the authority with national competence to the public and mass media in matters of general importance, including public activity and public media performance (press).
2. Processing of the concept of the relationship between the organisation, administrative authority or body of the local authority and the public.
12th Grade
1. Ensuring information, publicity and press relations of the President of the Republic, Parliament, Government, Ministry, Central Administration or Presidium Police of the Czech Republic in essential matters with national or international reach in relation to the public, foreign authorities, mass media, etc. (press).
2. The creation of complex media projects and concepts within the resort, coordination of communication flows with extensive hierarchical structure and links and the creation of a source base of information.
Grade 13
1. The creation of a concept of media policy and media strategies of the President of the Republic, Parliament, Government, Ministry, Central Administration or Police Presidium of the Czech Republic, the formation of a large-scale communication system and the coordination of its integration into a single ministerial or multi-ministerial system, broken down into the organisational components of the state or contribution organisation.

11th grade
1. Ensuring organisational and coordination activities to ensure the day-to-day performance of the office of President or Prime Minister.
12th Grade
1. Comprehensive protocol and organisational ensuring the exercise of the constitutional powers of the President of the Republic, state visits in the Czech Republic, official, professional and private visits to foreign representatives, coordination of cooperation with other departments and organizational bodies of the state.
2. Coordination of the processing of political materials and documents of political programming declarations with a major impact on the general population, possibly even outside state borders.
3. Coordination of the processing of essential documents for the activities and operation of associations of national competence with representation of a member base throughout the territory of the Republic, including the organisation of international conferences or other mass assemblies.
1.1.8 CONTROL, INTERNAL AUDITOR
7th Grade
1. Preparation of the supporting documents for the control activity and implementation of the sub-control actions, such as verification of the accuracy of the reporting of facts, the drawing of protocols and the drafting of the sub-conclusions of control actions.
2. Organising and ensuring the conduct of control actions.
8th Grade
1. To carry out checks on the economic, economic, technical or other fields of internal activity of the organisation, such as checking and evaluating the implementation of the fixed schedules and quality of the work carried out, checking the use of funds.
