DECLARATION
Ministry of Education of the Czech Socialist Republic
of 17 September 1980
on professional and social practice of university students
The Ministry of Education of the Czech Socialist Republic provides in the agreement with the competent central authorities pursuant to § 98 (3), taking into account § 66 (4) of Act No. 39 / 1980 Coll., on Higher Education:
GENERAL PROVISIONS
(1) The professional and political practice of students is one of the basic forms of educational activity of universities and an inseparable part of the preparation of higher education experts for their future application in social practice.
(2) Professional practice serves to consolidate the knowledge and skills of students acquired by the study and to acquire new knowledge and skills based on the knowledge of the work of the institutions and organisations in which students practice and to adopt applied working habits and progressive methods of work.
(3) Types of professional experience (e.g. engineering, technology, pedagogical, legal, economic, medical, artistic) are subject to the nature of the fields of study or their specialisation. In higher years, students become familiar with practical activities close to their thesis and focus on obtaining the necessary materials for its preparation.
(4) Social policy practice serves for the preparation of students for active public, political, political and cultural education activities to be carried out after graduation.
TASKS OF THE AUTHORITIES AND ORGANISATIONS IN ACCORDANCE OF PRACTICE
Practice
(1) The professional practice and social policy practice (hereinafter referred to as "practice") of students as part of the educational activity of universities takes place in organisations managed or managed by the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the Ministry of Education) and other central bodies or national committees.
(2) The practice may also be carried out abroad in exceptional cases with the consent of the Ministry of Education.
Tasks of ministries, other central bodies and national committees
(1) The ministries, other central bodies and national committees determine bodies and organisations equipped with progressive techniques in which practice is to be carried out, affect the quality of political, professional and organisational preparation, implementation and evaluation of practice in subordinate bodies and organisations.
(2) The ministries, other central bodies and national committees ensure the implementation of professional practice, in the agreed scope and in the scheduled periods; assess the practice once a year and implement measures to improve it further.
Tasks of the institutions and organisations
(1) Practice shall take place in the bodies and organisations designated pursuant to Article 3 (1) under the conditions laid down in agreements concluded between universities and those bodies and organisations. These agreements shall be concluded for a period of five years, together with agreements on assistance to institutions and organisations in the security of development and activity of higher education (1).
(2) The institutions and organisations conclude a framework contract with universities, 2) in which they agree in particular:
(a) the type of work to be carried out by students;
(b) place of practice and work;
(c) the timetable for the practice, its duration and the date of taking up work;
(d) working and hygiene conditions (accommodation and catering conditions, provision of equipment, tools and personal protective equipment),
(e) the way in which students are remunerated in accordance with the relevant wage rules;
(f) measures to ensure safety and health at work during practice.
(1) The institutions and organisations shall establish political, professional, material and organisational conditions to carry out the practice according to the nature of the practice and its duration as determined by the curriculum.
(2) The institutions and organisations propose to universities the professional and social tasks of the programme of practice (§ 6 (4)), from these tasks the competent university selects tasks that are consistent with the curriculum of the relevant field of study.
(3) The institutions and organisations will inform students of their rights and obligations, of the rules on safety and health at work, on fire protection and the protection of classified information.
(4) The institutions and organisations cooperate with the heads of practice and allow them to carry out the tasks referred to in Section 7.
TASKS OF HIGH SCHOOL IN ACCORDING TO PRACTICE
Preparation and organisation of practice
(1) The Dean is responsible for preparing and meeting the objectives of the practice; cooperate with the organisation of the Socialist Youth Association.
(2) The Head of the Department responsible for carrying out the practice and carrying out the tasks of the practice.
(3) The scope and time distribution of experience in each year are determined by the curriculum.
(4) The Head of the Department shall ensure, in accordance with the agreements on practice (Section 4 (1)), the development of a programme of practice which shall include the identification of their objectives, tasks, methodology and guidelines in the preparation and implementation of the practice under the conditions of the place where the practice is to be held.
(5) The Head of the Department shall designate the Head of the Practice Teacher and shall designate the individual students or groups of students whose experience they conduct. Leading practitioners can lead students who practice in different places.
Obligations of the practitioner
(1) A leading practice teacher shall determine, in accordance with the programme of practice (§ 6 (4)), the tasks to be performed by students.
(2) The Head of Practice shall be responsible for the performance of the duties of the Head of the Department; regularly monitor and monitor compliance with the Agreement (Section 4 (1)).
(3) The leading practice teacher provides consultation and methodological assistance to students.
(4) In the event of a threat to the practice programme, the lead practitioner shall inform the head of the organisation and the head of the relevant department and ask them to implement measures to fulfil the practice programme.
Obligations of students
(1) Students shall draw up, in accordance with the programme of practice (Section 6 (4)), personal work plans of the practice, which include the professional and social policy tasks of the practice and how they are implemented, under the guidance of the practitioner.
(2) The basic duty of students in practice is to carry out the tasks arising from the personal work plan of the practice, to work responsibly and to be involved in carrying out the professional and social policy tasks of the institutions and organisations in which they practice and to try to achieve the best possible results.
(3) Students shall keep a daily record of the performance of the personal work plan of the practice, which they shall transmit to the practitioner after the completion of the practice, together with the task assigned to them.
(4) The practitioners are the staff of the organisation in which the practice takes place; they are required to comply with the legislation applicable to them in the course of the practice, in particular the working conditions of the organisation in which the practice takes place.
Evaluation and recognition of practices
(1) The performance of each student's personal work plan shall be assessed by the lead practice teacher; evaluate, at the same time, the fulfilment of the student experience programme, which he has conducted in practice. The assessment of the practice, the tasks assigned to each student and the daily record shall be submitted by the Head of Practice to the Head of the Department.
(2) The Head of the department responsible will evaluate the implementation of the student practice programme and submit the evaluation to the Dean.
(3) The recognition of practice, the award of credits, the execution of practice at the time of replacement or its execution by other means is laid down in a separate regulation. 3)
Material and Financial Security PRAXE
The institutions and organisations (Paragraph 4 (1)) shall establish material and organisational conditions for the implementation of the practice appropriate to its objectives and tasks and shall bear the material costs associated with the student practice; provide students with the necessary personal protective equipment at the time of practice.
The institutions and organisations shall, as far as possible, provide the students with health care and conditions for the cultural and sporting activities of the students in their establishments during the period of experience.
Accommodation and catering of students and practitioners are provided mainly in university establishments. If the accommodation and catering of students and leading teachers cannot be provided with practice in higher education institutions, they shall be provided by the authorities and organisations in their institutions or agree with the university on a different way of accommodation and catering.
The economic security of students and teachers in practice at the time of practice provides for a specific regulation.4)
FINAL PROVISIONS
The existing principles for ensuring the work of pupils and students in production do not apply. 5)
This Decree shall take effect on 1 November 1980.
