on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on cooperation in the field of health
On 30 November 1978, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on cooperation in the field of health was signed in Kabul. Pursuant to Article 11 thereof, the Agreement entered into force on 19 June 1980.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan on cooperation in the field of health
Government of the Czechoslovak Socialist Republic and Government of the Democratic Republic of Afghanistan
led by the desire to consolidate friendly health relations and cooperation between the two countries,
have decided to conclude the following agreement:
The Parties shall develop cooperation and promote the exchange of experience on health and medical science issues.
The Parties shall cooperate in the health and management sector, in particular in the field of preventive care, hygiene and anti-epidemic services, health education and the exchange of information on the use of medical instruments, instruments and medicines.
The Parties shall exchange programmes and documentation on study trips, conferences and meetings on health issues. In the event of a congress having international participation in the territory of one of the Contracting Parties, that Party shall invite the other Contracting Party to participate.
The Parties will exchange lists of medical literature, health care films, teaching and visual aids and other health education material.
In order to combat communicable diseases jointly, the Contracting Parties will exchange experience and cooperate in the prevention, diagnosis and treatment of these diseases and will send each other an overview of the epidemiological situation in their country.
The Parties shall cooperate on the training of health workers, in particular by:
1. Both Parties will promote the exchange of doctors and other health professionals and allow them to receive post-graduate training in a specific field or to study certain types of diseases,
2. the Czechoslovak Party shall send experts to the Democratic Republic of Afghanistan on the basis of specific arrangements between the relevant organizations of the Contracting Parties,
3. the Contracting Parties shall exchange teaching tools and teaching experience.
The competent authorities and the facilities of the Contracting Parties shall accept the sick other parties to hospital treatment under conditions to be agreed in the cooperation plans negotiated in accordance with Article 8.
In order to implement this Agreement, the Parties shall agree, for certain periods of time, specific cooperation plans, which shall also include financial and organisational conditions.
The Contracting Parties shall reimburse each other for the costs resulting from the implementation of this Agreement in accordance with the following principles:
1. lists of medical literature and health care films, visual teaching and other aids, as well as health education material, shall be provided free of charge;
2. the costs associated with the constitutional treatment of patients under Article 7 of this Agreement shall be borne by the sending Party;
3. the necessary treatment in the event of a sudden illness or accident shall be provided free of charge to citizens of one Contracting Party who are present in the territory of the other Contracting Party.
The mutual cost accounting referred to in Article 9 of this Agreement shall be carried out in accordance with the applicable payment agreement.
This Agreement shall be subject to approval in accordance with the national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be negotiated for a period of five years and shall be extended by another five years each time unless one of the Contracting Parties denies it six months before the expiry of the current period.
Done at Kabul, 30 November 1978 in duplicate, each in Czech and English, the two texts being equally authentic.
