on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Portuguese Republic
The Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Portuguese Republic was signed in Lisbon on 12 June 1976. The Agreement entered into force on 12 October 1976 on the basis of Article 13 thereof.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Portuguese Republic
the Government of the Czechoslovak Socialist Republic and the Government of the Portuguese Republic,
guided by the desire to strengthen the ties of friendship between the people of the two countries,
having an interest in promoting and developing knowledge and mutual relations in education and education, culture, science, health, media, sport and tourism between the two countries,
on the basis of mutual respect for the laws in force, national sovereignty and independence, equality and mutual advantages,
have decided to conclude the following agreement:
The Parties shall develop cooperation in the field of education in particular through the following forms:
(a) cooperation between universities and other universities;
(b) the establishment of language lectorates, literature, the history of the nations of both countries in universities;
(c) exchange of teachers of all grades and other school staff with a view to sharing experience, participation in congresses, colloquia and seminars or lectures;
(d) exchange of documentation and information on geography, history, economy, culture and national establishment of both States in order to ensure objective information on the life and culture of both countries;
(e) exchange of documentation and information relating to this field.
The Parties shall promote exchanges in the field of science and research through the following forms:
(a) cooperation between scientific and research institutions;
(b) exchange of scientific and research staff for the purposes of study, participation in congresses, meetings, seminars or holding conferences;
(c) exchange of publications and documentation from this field.
(1) Each Party shall offer to the other Party, on a reciprocal basis, annual scholarships and allow nationals of the other country to start or continue their studies, research work or to complete their cultural, artistic and scientific education.
(2) The disciplines, conditions, duration and financing arrangements for scholarships will be set out in the cooperation programmes agreed in accordance with Article 12 of this Agreement.
The Parties shall examine the possibilities and conditions under which titles, academic and scientific degrees and diplomas obtained in the territory of the other Party may be recognised and shall, if necessary, conclude a specific agreement on this.
The Parties shall, as far as possible, promote the development of contacts between museums, libraries and other literary, artistic and cultural institutions and organisations of both countries. Each Party shall allow the citizens of the other Party access to such institutions on a reciprocal basis and in accordance with applicable legislation.
The Parties will develop and promote, in order to improve mutual knowledge of history, literature, theatre, ballet, music, art, film and other areas of cultural and artistic activity:
(a) broadcasting writers, artists, composers, painters, sculptors, architects, journalists, film creators and other cultural life personalities to visits, conferences, to participate in exhibitions, concerts, performances or festivals;
(b) the organisation of artistic, scientific and cultural exhibitions;
c) organizing theatre and dance performances, concerts and performances of artistic ensembles and individuals;
(d) the organisation of film and television festivals and film weeks;
(e) broadcasting of radio and television programmes;
(f) the translation and publication of literary, artistic, scientific and other works of a cultural nature.
The Contracting Parties undertake to take the necessary measures to ensure the protection of the cultural goods of the other Party against their illegal import, export and transfer of ownership.
(1) The Parties shall promote cooperation and exchange between press offices, journalists and rapporteurs.
(2) The Parties shall promote contacts between film, television and radio organisations.
The Parties shall promote exchanges in the field of sport and physical education.
As far as possible, the Contracting Parties will assist in increasing the tourist exchange in order to enable their citizens to better understand life and culture in the other country.
Each Party may establish and maintain institutes or cultural centres in the territory of the other Party. Specific agreements between the two Parties will always be negotiated and concluded.
For the implementation of this Agreement, a Joint Commission shall be established on a parity basis. The Commission shall draw up two-year cultural cooperation plans, which shall also include the financial terms of the planned actions.
This Agreement shall be subject to the approval of the competent authorities of both Parties and shall enter into force on the date of the exchange of notes.
This Agreement shall be concluded for a period of five years and may be extended for the same periods by silent consent, unless one of the Contracting Parties denies it in writing at least six months before its expiry.
Done at Lisbon, 12 June 1976, in duplicate, each in the Czech and Portuguese languages, the two texts being equally authentic.
