GOVERNMENT REGULATION
Slovak Socialist Republic
of 24 November 1971
on the establishment of trade unions of national committees
The Government of the Slovak Socialist Republic orders pursuant to § 61 paragraph 4 of Act No. 69 / 1967 Coll., on National Committees, and § 17 paragraph 1 of Act No. 43 / 1968 Coll., on the capital of the Slovak Socialist Republic Bratislava:
(1) The Regional National Committees establish:
the organisational department,
the department of cadre and staffing,
planning and regional planning department,
the Financial Department,
construction and zoning department,
the local economy department,
Trade and Tourism Department,
Transport Department,
the Department of Agriculture and Forestry and Water Management,
Department of Education,
the Department of Culture,
Health Department,
the Department of Social Affairs and Labour,
Department of Home Affairs,
Regional fire protection inspection.
(2) The Regional National Committee may, with the approval of the Government, set up, instead of the Planning and Regional Planning Department, the Planning and Regional Planning Department and the Construction and Urban Planning Department.
(1) The National Committee of the Slovak Socialist Republic of Bratislava establishes:
the organisational department,
the department of cadre and staffing,
planning and regional planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
the local economy department,
housing department,
Transport Department,
Trade and Tourism Department,
the Department of Agriculture and Forestry and Water Management,
Department of Education,
the Department of Culture,
Health Department,
the Department of Social Affairs and Labour,
Department of Home Affairs,
city fire protection inspection.
(2) The National Committee of the Slovak Socialist Republic of Bratislava may, with the approval of the Government, establish a place of the Planning and Regional Planning Department and the Regional Planning Department.
(3) The District National Committees in Bratislava establish:
the organisational department,
the department of cadre and personnel work,
Planning department,
the Financial Department,
construction and zoning department,
the local economy, trade, transport and agriculture department,
housing department,
Department of Education and Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Home Affairs,
fire protection district inspection.
(4) The District National Committee may, with the agreement of the National Committee of the Slovak Socialist Republic of Bratislava, establish a local economic, trade, transport and agriculture department and trade department.
(5) Paragraph 5 (2) of this Regulation shall apply to the establishment of trade unions of local national committees in Bratislava.
(1) The Regional National Committees shall establish:
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
construction and zoning department,
Department of Local Economy, Trade and Tourism,
Transport Department,
the Department of Agriculture and Forestry and Water Management,
Department of Education,
the Department of Culture,
Department of Labour,
the Department of Social Affairs and Health,
Department of Home Affairs,
County fire protection inspection.
(2) The Regional National Committee may, with the agreement of the Regional National Committee, establish a site for the Department of Construction and Urban Planning, a site for the Department of Local Economy, Trade and Tourism and for the Department of Social Affairs and Health and the Department for Social Affairs and Health.
(1) The Municipal National Committee in Košice establishes
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Trade and Tourism,
housing department,
Transport Department,
the Department of Agriculture and Forestry and Water Management,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Health,
Department of Labour,
Internal Affairs Department, city fire control.
(2) The Regional National Committee in Košice may, with the agreement of the Regional National Committee, establish a local economic, trade and tourism department and a social and health department instead of a local economic, trade and tourism department.
(3) The Municipal National Committee in Košice will determine which departments of the District National Committees in Košice establish, mutatis mutandis, in accordance with the provisions of Section 5 (2) of this Regulation.
(1) Urban National Committees establish:
(a) in cities with more than 40 000 inhabitants
Department of Organisational and Home Affairs,
the department of cadre and personnel work,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Trade and Transport,
housing department,
Department of Education and Culture,
the Department of Social Affairs, Labour and Health;
(b) in cities with a population range of 25 001 to 40 000
Department of Organisational and Home Affairs,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Trade and Transport,
housing department,
Department of Education and Culture,
Department of Social Affairs, Labour and Health.
(2) The Municipal (Local) National Committees may, with the agreement of the District National Committee, establish the following departments:
(a) in cities (urban areas) with population from 10 001 to 25 000
Department of Organisational and Home Affairs,
the Planning and Financial Department,
Department of Construction,
the local economy and trade department,
Department of Education, Culture, Social Affairs and Health;
(b) in cities (urban areas) and in municipalities with a population of 5001 to 10 000
the Planning and Financial Department,
Department of Construction, Local Economy and Trade,
the administrative department;
(c) in municipalities (urban areas) with a population of between 2501 and 5000, one department (usually the administrative department).
The national committees or departments on which the provisions on trade unions other than those laid down in the previous provisions apply may be set up by national committees only on the basis of specific provisions.

(a) Government Decree No. 9 / 1968 Coll., on the establishment of trade unions of national committees;
(b) Decree No. 98 / 1968 of the Bureau of the Slovak National Council on the establishment of trade unions of national committees in the capital of the Slovak Socialist Republic of Bratislava;
(c) Decree of the Government of the Slovak Socialist Republic No. 1 / 1971 Coll., on the establishment of trade unions of regional national committees, as amended by Decree of the Government of the Slovak Socialist Republic No. 35 / 1971 Coll.
This Government Regulation shall enter into force on 1 January 1972.
