on the Protocol establishing an Intergovernmental Commission for Cooperation in Culture, Education and Science between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics
On 11 April 1988, the Protocol on the establishment of an Intergovernmental Commission for Cooperation in Culture, Education and Science between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics was signed in Moscow. The Protocol entered into force on the basis of Article 8 thereof on the date of signature.

establishing an Intergovernmental Commission for Cooperation in Culture, Education and Science between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics
the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics ("the Parties'),
building on the principles of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics of 6.5.1970,
managing the resolutions of the Communist Party of Czechoslovakia and the Communist Party of the Soviet Union,
building on achievements and experience in developing cooperation in the fields of culture, education and science between the two States,
attaching great importance to further convergence and mutual enrichment of the cultures of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics,
seeking to further enhance the effectiveness of cultural, scientific and educational contacts and to continuously improve cooperation between national authorities and institutions, social organisations and creative associations, to broaden the mutual exchange of cultural experience, as well as to introduce new and developing existing forms of cultural, educational and scientific exchanges,
in accordance with the Agreement of 28 February 1972 between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation
they have agreed as follows:
The Parties establish an Intergovernmental Commission for Cooperation in Culture, Education and Science between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics (hereinafter referred to as the "Commission ').
Commission:
1. He regularly exchanges information on the development of culture, education and science in both states in accordance with the resolutions of the Communist Party of Czechoslovakia and the Communist Party of the Soviet Union and on the role they entail in further improving relations between the two states in the field of cultural, educational and scientific cooperation.
2. It shall examine the state and prospects of development of relations between the two States in the fields of culture, education and science, contacts and cooperation between national authorities and institutions, social organisations and creative associations involved in the implementation of cultural, educational and scientific exchanges between the two States. It shall draw up recommendations and proposals for measures to implement agreements between the two States in the relevant areas and shall make proposals to the competent national authorities and institutions, social organisations and creative associations to further improve cultural, educational and scientific exchanges in order to increase their effectiveness.
3. It provides the necessary assistance in preparing and implementing the most important actions, helping to develop direct contacts between the cultural, educational and scientific institutions of the two States, to unify efforts in the joint development of current scientific and theoretical and practical problems of cultural construction, to expand contacts between cultural and artistic, education and science workers, and to further develop cooperation in the preparation and improvement of the qualifications of scientific cadres and experts, creative workers, in particular creative and scientific youth.
4. It contributes to the widespread use of mass media to promote the successes achieved by both states in the construction of socialism, particularly in the fields of culture, education and science, in order to further strengthen brotherly friendship between the two states and their people and the international education of citizens of both states.
5. It shall assist the competent national authorities and institutions, social organisations and creative associations of both States in their work, aimed at further improving forms and methods of cooperation with socialist states in the field of cultural, educational and scientific exchanges.
6. It shall exchange experience from cultural, educational and scientific cooperation with third States and make recommendations on the organisation of joint actions in those States.
7. It shall regularly monitor the implementation of the recommendations adopted on the development and improvement of cultural, educational and scientific exchanges.
The Commission is composed of the Czechoslovak and Soviet parts. Each Contracting Party shall appoint the Chairperson, Vice-President, Members and Secretary responsible for its part of the Commission.
The Presidents shall be informed by diplomatic means of the composition of their parts of the Commission as well as changes in its composition.
The Commission shall meet at least once every two years.
The meetings of the Commission shall be held alternately on the territory of the two States. The agenda for the proper meeting of the Commission shall be set at its previous meeting. Amendments to the agreed programme may be made by mutual agreement of the Presidents of both parts of the Commission.
Representatives of the participating State institutions and bodies, social organisations and creative associations not members of the Commission may participate in the preparation of meetings of the Commission or in its conduct.
The recommendations of the Commission shall be accepted with the agreement of both its parts and shall be entered in a protocol drawn up in Czech or Slovak and Russian languages, signed by the Presidents of both parts of the Commission. A copy of the Protocol shall be sent to the competent national authorities and bodies, social organisations and the creative associations of the two States.
Expenditure relating to the preparation and implementation of meetings of the Commission, including accommodation, food and transport, shall be borne by the beneficiary Party. Expenditure relating to the travel of participants to and from the meeting shall be borne by the sending Party.
The provisions of this Protocol may be amended or supplemented by mutual written consent from the Contracting Parties.
This Protocol shall be concluded for an indefinite period and shall enter into force on the date of signature. It shall expire six months after one of the Contracting Parties has notified the other Contracting Party in writing of its intention to terminate it.
Done at Moscow, 11 April 1988 in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
