GOVERNMENT REGULATION
Czech Socialist Republic
of 24 November 1971
on the establishment of trade unions of national committees
The Government of the Czech Socialist Republic orders pursuant to § 61 paragraph 4 of Act No. 69 / 1967 Coll., on National Committees:
(1) The Regional National Committees establish:
the organisational department,
the department of cadre and staffing,
planning and regional planning department,
the Financial Department,
construction and zoning department,
the local economy department,
Trade and Tourism Department,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Labour,
Health Department,
Department of Home Affairs,
Regional fire protection inspection.
(2) The Regional National Committee may, after prior approval by the Government, divide the Planning and Regional Planning Department into the Planning and Regional Planning Department, the Construction and Urban Planning Department into the Construction Department and the Zoning Department.
(1) The National Committee of the City of Prague establishes
the organisational department,
the department of cadre and staffing,
Planning department,
Regional Planning Department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Industry and Services,
Transport Department,
Trade and Tourism Department,
the department of municipal economy and agriculture,
housing department,
Department of Education,
the Department of Culture,
Health Department,
Department of Social Affairs,
Department of Home Affairs,
city fire protection inspection.
(2) The District National Committees in Prague establish
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
Department of Construction,
the department of municipal economy, transport and agriculture,
housing department,
Department of Trade and Services,
Department of Education and Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Internal Affairs.
(1) National Committees of the cities of Brno, Ostrava and Plzeň establish:
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
Department of Local Economy, Trade and Tourism,
housing department,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
the Department of Social Affairs and Health,
Department of Labour,
Department of Home Affairs,
city fire protection inspection.
(2) National Committees of the cities of Brno, Ostrava and Plzeň may, following the prior approval of the Regional National Committee, divide the Department of the Local Economy, Trade and Tourism into the Department of the Local Economy, the Department of Trade and Tourism and the Department of Social Affairs and Health into the Department of Social Affairs and the Department of Health.
(3) The National Committees of the cities of Brno, Ostrava and Plzeň determine which trade unions and other departments are setting up national district committees.
(1) The Regional National Committees shall establish:
the organisational department,
the department of cadre and staffing,
Planning department,
the Financial Department,
construction and zoning department,
Department of Local Economy, Trade and Tourism,
Transport Department,
Department of Water and Forestry and Agriculture,
Department of Education,
the Department of Culture,
Department of Labour,
the Department of Social Affairs and Health,
Department of Home Affairs,
County fire protection inspection.
(2) The Regional National Committee may, after prior agreement of the Regional National Committee, divide the local economic, trade and tourism departments into the local economy and trade and tourism departments, the social and health departments into the social and health sectors, and the health and construction and spatial planning departments into the construction and spatial planning departments.
(1) The Municipal National Committees establish the following departments:
(a) in cities with more than 40 000 inhabitants
Department of Organisational and Home Affairs,
the department of cadre and personnel work,
Planning department,
the Financial Department,
Department of Construction,
the Department of Planning and Architecture,
the department of municipal economy, services, transport and trade,
housing department,
Department of Education and Culture,
the Department of Social Affairs, Labour and Health;
(b) in cities with a population range of 25 001 to 40 000
Department of Organisational and Home Affairs,
Planning department,
the Financial Department,
Department of Construction,
the department of municipal economy, services, transport and trade,
housing department,
Department of Education and Culture,
the Department of Social Affairs, Labour and Health;
Furthermore, they may, after prior agreement of the District National Committee, establish a zoning and architecture department.
(2) The municipal (local) national committees may set up no more than the following departments, after prior agreement of the district national committee:
(a) in cities with a population of between 10 001 and 25 000
Department of Organisational and Home Affairs,
the Planning and Financial Department,
Department of Construction,
the department of municipal economy, services and trade,
Department of Education, Culture, Social Affairs and Health;
(b) in cities (municipalities) with a population of 5001 to 10,000
the Planning and Financial Department,
Department of Construction, Municipal Economy, Services and Trade,
the administrative department;
(c) in municipalities with population from 2501 to 5000
one department (generally economic management).
(3) The provisions of the preceding paragraphs apply mutatis mutandis to local national committees in the capital of Prague and in the cities of Brno, Ostrava and Pilsen.
No trade unions or departments of national committees on which the provisions on trade unions other than those laid down in the previous provisions apply may be established. *)
Government Decree No. 9 / 1968 Coll., on the establishment of trade unions of national committees, is hereby repealed.
(1) This Government Regulation shall enter into force on 1 December 1971.
(2) National Committees shall organise their departments in accordance with this Regulation by 31 March 1972 at the latest.

*) This provision does not apply to the services of national committees established under specific regulations, such as the apparatus of the popular control committees, civil defence services.
