of 21 December 1970
on the objectives and main tasks of the State Development Plan of the Czechoslovak Socialist Republic and the State Budget of the Czechoslovak Federation for 1971
The Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
State Plan of the Czechoslovak Socialist Republic
(1) The objective of the State Plan for the Development of the National Economy of the Czechoslovak Socialist Republic (hereinafter referred to as the "State Plan") for 1971 is to achieve an increase in the efficiency of the National Economy and in the further growth of resources in order to strengthen the economic base of the development of the company and its standard of living.
(2) The main tasks of the State Plan in 1971 are:
(a) improving the efficiency and continuity of the production process and the production of resources on the basis of improved use of basic funds, raw materials and materials, energy and labour, in particular in industry, agriculture and construction, in order to achieve a national income growth of 5.2%;
(b) the further development of foreign trade and the international division of labour ensuring the commitments resulting from the coordination of five-year plans with the Member States of the Council of mutual economic assistance; ensure that export growth is in advance of import growth and production growth;
(c) the cost-effectiveness of investment construction, the concentration of funds for the planned capacity deployment and further reduction of capacity; improve the preparation of the newly launched construction;
(d) further strengthening and increasing the level of living achieved by increasing the overall real income of the population, with consistent remuneration according to the results of the work, with better satisfaction of the population's demand on the market and with the progressive development of the cultural and health care sector; create conditions for the construction of 100,000 flats.
In order to ensure the objectives and main tasks referred to in Section 1, the Government of the Czechoslovak Socialist Republic shall establish an implementing state plan for 1971 and its tasks.
During the year, the Government of the Czechoslovak Socialist Republic will make adjustments to the binding tasks of the 1971 implementation state plan resulting from changes in the management of the national economy by federal authorities and the National Economic Planning Act. The governments of the Republic will secure these tasks of the implementation plan of the Czechoslovak Socialist Republic in the implementation state plans for the development of the national economy of the Republic.
State Budget of the Federation
(4) The Government of the Czechoslovak Socialist Republic will adjust the binding indicators and limits of the state budget in accordance with changes to the state plan, changes to the organisation and the mobilisation of the government budget reserve, provided that this does not affect the amount of the State budget surplus referred to in paragraph 1.
(5) The Government of the Czechoslovak Socialist Republic will submit to the Federal Assembly, by 30 April 1971, a draft revised state budget for 1971 resulting from changes in the scope between the federal and national authorities and in accordance with the Act on the State Budget Rules of the Czechoslovak Federation and on the principles of the management of State Budget Funds of the Federation and of the Republics (budgetary rules).
(6) The Government is hereby authorised to implement the necessary budgetary measures for the period from 1 January 1971 until the adoption of the modified state budget for 1971 in the context of changes in the scope between the federal and national authorities and in accordance with the Act on the rules of the state budget of the Czechoslovak Federation and on the principles of the management of the budgetary resources of the state budget of the Federation and Republics (budgetary rules).
Transitional and final provisions
Payment of wage savings
(1) State economic organisations and foreign trade organisations will carry out in 1971 wage savings for 1971 resulting from a reduction in the management and administration apparatus in 1970 *) to the special accounts of the relevant national budgets.
(2) The payment shall be due in monthly instalments calculated by 1 / 12 of the annual amount not later than the third day before the end of each month.
(3) If the organisation fails to make a payment (payment for payment) in due time and in full, it will pay a fine of 1 ° of the amount not paid in due time in the special account of the relevant State budget for each day of delay.
(4) The levy is implemented through the local competent financial authorities * *) which manage the levy.
(5) The provisions of point 20 of Act No. 102 / 1970 Coll., amending and supplementing Act No. 133 / 1969 Coll., laying down the principles for the laws of the national councils on corporate taxes and social security contributions apply mutatis mutandis to the limitation of the levy.
The Minister of Finance shall specify the details of the annual wage savings.
Additional levy on foreign trade organisations
The Government of the Czechoslovak Socialist Republic is hereby authorised to provide for an additional levy of up to CZK 500 million for the necessary reallocation of funds in 1971. The levy shall be applied to cover price differences between the prices of imported raw materials, materials and foodstuffs.
This Act shall take effect on 1 January 1971.
