THE LAW
of 25 March 2020
amending Act No. 592 / 1992 Coll., on Insurance against Public Health Insurance, as amended
Parliament has decided on this law of the Czech Republic:

„§ 28c
(1) The time limit for the submission of the summary referred to in Article 24 (2), laid down by the self-employed in Article 24 (2), shall not apply to the submission of the summary for 2019. The summary referred to in Article 24 (2) for 2019 shall be submitted by the self-employed person to all health insurance undertakings for which he was insured during that period by 3 August 2020 at the latest.
(2) Article 18 (1) shall not apply to periodic penalty payments which are related to premiums or advances for the period from the beginning of March 2020 to the end of August 2020 until 21 September 2020. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
(3) The advance on premiums up to the level of premiums calculated from one twelfth of the minimum assessment base provided for in Article 3a for the period from the beginning of March 2020 to the end of August 2020 does not apply to self-employed persons.
(4) A self-employed person whose advance on insurance premiums during the period referred to in paragraph 3 is greater than the amount of premiums calculated from one twelfth of the minimum assessment base referred to in paragraph 3a shall be obliged to pay only the difference between the amount of the advance on premiums and the amount of premiums calculated from one twelfth of the minimum assessment base referred to in paragraph 3a.
(5) The insurance premiums which a self-employed person would be required to pay in the form of advances referred to in paragraph 4 for the period from the beginning of March 2020 to the end of August 2020 may be paid only in the form of an insurance premium, not later than 8 days after the date on which the summary referred to in Article 24 (2) for 2020 was or should have been submitted. If the self-employed person is referred to in the first sentence, the provisions of Paragraph 7 (2) shall not apply to advance payments for the period referred to in the first sentence in 2020.
(6) The advance on the premium that would have been paid for the period from March 2020 to August 2020 by a self-employed person shall be deemed to have been paid up to the amount of the premium calculated from one twelfth of the minimum assessment base referred to in Article 3a (2).
(7) Where a self-employed person has made an advance payment on premiums for the month of March 2020, that advance shall be considered as an advance on September 2020. ';

This Act shall take effect on the day of its publication.
