GOVERNMENT REGULATION
of 3 May 2000
on material aid for the creation of new jobs and the retraining of employees under investment incentives
The Government orders pursuant to § 5a (3) and § 6b (3) of Act No. 9 / 1991 Coll., on Employment and Jurisdiction of the Bodies of the Czech Republic on Employment, as amended by Act No. 72 / 2000 Coll.:
The amount of material support to the employer to create new jobs under investment incentives shall be:
a) CZK 200,000 per job in the district with an unemployment rate of at least 50% higher than the average unemployment rate in the Czech Republic,
b) 120 000 CZK per job in the district with an unemployment rate of at least 25% higher than the average unemployment rate in the Czech Republic,
c) 80 000 CZK per job in the district with an unemployment rate of at least the average unemployment rate in the Czech Republic.
(1) The amount of material aid to the employer for retraining employees in the context of investment incentives is:
(a) in a district with an unemployment rate of at least 50% higher than the average unemployment rate in the Czech Republic, 35% of the aggregate costs of this retraining;
(b) in a district with an unemployment rate of at least 25% higher than the average unemployment rate in the Czech Republic, 30% of the aggregate costs of this retraining;
(c) in a district with an unemployment rate of at least 25% of the total cost of this retraining in the Czech Republic.
(2) Where the employer is responsible for the retraining of persons who receive increased care in the course of employment, the reimbursement of the costs provided for in paragraph 1 shall be increased by 10% according to their share of the total number of requalified persons. The following persons are concerned:
(a) citizens with altered working capacity;
(b) minors who are not continuing to prepare for a profession following compulsory education,
(c) graduates of secondary schools, higher vocational schools and higher education institutions at first entry into employment;
(d) pregnant women, children under 15 years of age or long-term disabled family members who require exceptional care;
(e) jobseekers over 50 years of age and those who have been made redundant as a result of structural, organisational changes or rationalisation measures;
(f) jobseekers who have been registered as jobseekers for more than 6 months;
(g) citizens in need of special assistance, 1)
(h) citizens not socially adapted;
(3) The aggregate costs of retraining staff referred to in paragraphs 1 and 2 are those incurred by employers and trainers in connection with such retraining, in particular wages, salaries and compensation, remuneration, travel expenses and costs of teaching aids. Other types of costs may be indicated in a written agreement negotiated under a special legislature.3)
(1) The employer, setting up at least 1 000 new jobs, shall be granted physical support for the establishment of new jobs and retraining at the level laid down in the framework of the employment area for the county with the highest unemployment rate, even if the investment action is located in the district with a lower unemployment rate.
(2) For this purpose, the catchment area shall be the territory from which the commuting time of the public transport means to the place where the investment is located does not exceed one hour according to the applicable public transport timetable.
The average rate of unemployment for the purposes of this Regulation is the average rate of unemployment according to the statistics of the Ministry of Labour and Social Affairs over the past calendar half-year prior to the negotiation of an agreement under a special legislature.4)
The Ministry of Labour and Social Affairs shall provide the material support on the basis of an agreed agreement under a special legislation (4) and shall transfer it without cash within the time limits specified in this agreement to an account with an employer.
This Regulation shall enter into force on the day of its publication.
