Slovak National Council
of 16 December 1965
on the Slovak Technical Commission
The Slovak National Council decided on this law:
The Slovak Technical Commission ("the Commission ') is the expert body of the Slovak National Council and the regional body of the State Technical Commission.
The Commission shall manage the preparation and processing of:
(a) technical and economic studies on the development of selected sections of the national economy, studies on the reproduction of basic resources, concepts of scientific and technological development and the construction and conversion of cities and villages as a basis for the long-term outlook and long-term plans for the development of the economy in Slovakia;
(b) the selected parts of the economic development plan in Slovakia concerning the development of science and technology and project work as a basis for establishing a national plan.
In the field of science and technology development of the Commission
(a) monitor the performance of the tasks of the State Plan for Research and Development Works and, to the extent specified by the Bureau of the Slovak National Council or the State Technical Commission, gives the Executive Authorities of the Slovak National Council operating in the various fields of government and scientific bodies of the Directive to deal with these tasks in accordance with the binding tasks of the Plan;
(b) to the extent specified, manage the development of a scientific research and development base and activities in the field of scientific and technical information.
In the field of investment construction of the Commission
(a) approve the documentation of the designated buildings and agree to start them, provide expert opinions (experts) on selected territorial plans and evaluate the designated buildings;
(b) ensure the application of the urban, architecture and environmental aspects and process the comprehensive territorial project documentation for the conceptual solution of investment construction;
(c) cooperate in the development of project standards, construction deadlines, in determining the process and criteria for assessing the effectiveness of investments and other technical and economic investment management tools;
(d) when carrying out investment construction in Slovakia for designated buildings, it organises the activities of the management bodies of the Slovak National Council and of the Regional National Committees and, in cooperation with the State Commission on Technology and the activities of the Central Authorities, so that the disputed cross-sectoral technical organisational issues are resolved in time and in accordance with the binding tasks of the plan.
(1) The Commission shall ensure its tasks in cooperation with the management bodies of the Slovak National Council operating in the various fields of government and in the fields in which it does not operate, with the competent central authorities; the Slovak Academy of Sciences, universities and regional national committees. In his work he relies on the experience and knowledge of the broad asset of science and practice workers.
(2) The Commission has a powerful apparatus to carry out its tasks, which is part of the single apparatus of the Slovak National Council. The work of the apparatus shall be managed by the chairman of the commission, who shall be represented in this capacity by the deputy.
(3) The Commission shall elect one or more Vice-Presidents from among its members; Vice-President of the Commission may not be a Member of the Slovak National Council.
(1) A more detailed definition of the scope and content of the activities of the Commission, the Commission's delegate and its other members shall be laid down in the Statute of the Slovak Technical Commission, approved by the Government on a proposal from the Bureau of the Slovak National Council.
(2) The Slovak National Council Act on the Rules of Procedure and Conditions of Employment of the Slovak National Council shall apply to the Commission and its apparatus unless otherwise provided for in this Act.
The Commission of the Slovak National Science and Technology Development Council is hereby repealed.
The Act of the Slovak National Council No. 81 / 1963 Coll., on the Slovak Commission for Investment Construction is hereby repealed.
This Act shall take effect on the day of its publication.
